Book excerpt: Gilbert/Commonwealth (G/C) has performed an assessment of the waste management operations at Oak Ridge National Laboratory (ORNL). The objective of this study was to review radioactive waste management as practiced at ORNL and to recommend improvements or alternatives for further study. The study involved: (1) an on-site survey of ORNL radioactive waste management operations; (2) a review of radioactive waste source data, records, and regulatory requirements; (3) an assessment of existing and planned treatment, storage, and control facilities; and (4) identification of alternatives for improving waste management operations. Information for this study was obtained from both personal interviews and written reports. The ORNL waste management operations have maintained radioactive releases to the environment well below regulatory requirements and have been successful, in recent years, in consistently reducing emissions. This has been accomplished primarily by upgrading equipment and procedures. However, this upgrading must be an on-going activity because of: (1) the changing nature of ORNL activities; (2) an increase in radioactive burden on-site; (3) the age of existing facilities and equipment; and (4) changes to regulatory requirements. As a result of reviewing ORNL operations, specific suggestions are offered for resolving isolated problems. However, these suggestions should be considered in the context of a comprehensive plan for the management of radioactive wastes at ORNL. Three areas were determined to warrant more detailed, consolidated studies: (1) waste management program planning; (2) development of a centralized computer based data acquisition system; and (3) a review for maintaining exposures to on-site personnel as low as reasonably achievable (ALARA).

Book excerpt: The development of a performance assessment (PA) for low-level radioactive waste disposal operations at Oak Ridge National Laboratory (ORNL) was initiated in 1989 and is continuing. A draft PA was prepared in September 1990 and submitted to the DOE Peer Review Panel for review and comment. Recommendations were received that formed the basis for a revised PA that was completed in December 1993. The review of the revised PA is continuing. This paper reviews the experience gained in the preparation of the PA including the technical difficulties associated with performance assessment in Oak Ridge and an overview of the methods used in the PA. Changes in waste operations that resulted from the findings in the PA include improved waste acceptance criteria, waste certification, and waste management practices. The discussion includes issues that relate to the application of current performance objectives to older disposal facilities, which are being addressed as part of the CERCLA process.

Book excerpt: In 1943, as part of the Manhattan Project, the Hanford Nuclear Reservation was established with the mission to produce plutonium for nuclear weapons. During 45 years of operations, the Hanford Site produced about 67 metric tonnes of plutoniumâ€"approximately two-thirds of the nation's stockpile. Production processes generated radioactive and other hazardous wastes and resulted in airborne, surface, subsurface, and groundwater contamination. Presently, 177 underground tanks contain collectively about 210 million liters (about 56 million gallons) of waste. The chemically complex and diverse waste is difficult to manage and dispose of safely. Section 3134 of the National Defense Authorization Act for Fiscal Year 2017 calls for a Federally Funded Research and Development Center (FFRDC) to conduct an analysis of approaches for treating the portion of low-activity waste at the Hanford Nuclear Reservation intended for supplemental treatment. The third of four, this report provides an overall assessment of the FFRDC team's final draft report, dated April 5, 2019.
