After democratization, though, a fault line appeared that split the people into citizens and the masses. The former were members of the middle class who engaged in civic action against the restored elite-dominated democracy, and viewed themselves as moral citizens in contrast with the masses, who were poor, engaged in illicit activities and backed flawed leaders. The masses supported emerging populist counter-elites who promised to combat inequality, and saw themselves as morally upright in contrast to the arrogant and oppressive actions of the wealthy in arrogating resources to themselves. In 2001, the middle class toppled the populist president Joseph Estrada through an extra-constitutional movement that the masses denounced as illegitimate. Fearing a populist uprising, the middle class supported action against informal settlements and street vendors, and violent clashes erupted between state forces and the poor. Although solidarity of the people re-emerged in opposition to the corrupt presidency of Gloria Macapagal Arroyo and propelled Benigno Aquino III to victory in 2010, inequality and elite rule continue to bedevil Philippine society. Each group considers the other as a threat to democracy, and the prevailing moral antagonism makes it difficult to overcome structural causes of inequality.

Book excerpt: The “ASEAN Way” is based on the principle of consensus; any individual member state effectively has a veto over any proposal with which it disagrees. Dividing ASEAN and Conquering the South China Sea analyzes how China uses its influence to divide ASEAN countries in order to prevent them from acting collectively to resolve their territorial disputes with China in the South China Sea. Using comparative case studies of China’s relations with Cambodia, the Philippines, and Myanmar, O’Neill argues that the regime type in the country with which China is interacting plays an important role in enhancing or constraining China’s ability to influence the governments of developing states within ASEAN and globally. Authoritarian institutions facilitate Chinese influence while democratic institutions inhibit that influence. O’Neill argues that as long as ASEAN includes developing, authoritarian regimes, and given that the United States and other global powers are unlikely to risk any serious conflict over each push of China’s maritime boundaries, little by little, China will assert its sovereignty over the South China Sea. David Kuehn and Aurel Croissant introduce a multi-dimensional conceptual framework to evaluate the degree of civilian control in new democracies and to trace developments over time. The theory of civilian control in new democracies that they propose integrates rationalist, structuralist, and institutionalist arguments into acoherent model to explain when, how, and through which causal mechanism new democracies succeed or fail in establishing and sustaining civilian control over the military. This theory is tested on an original dataset on civilian control over the military in 66 countries that have made the transitionfrom authoritarian to democratic rule at least once in the period from 1974 to 2010.
