Book excerpt: This study was an investigation of the effect of English Learning in the Elementary School (ELES) on both English language skills and affective variables. The participants were 145 public junior high school students in Grades 7 and 8; 72 participants received English language instruction once a week in the local public elementary schools in tokku (special educational district), while the remaining 73 participants had not received any English language instruction in their local public elementary schools. Three research questions were investigated: (a) To what degree do the ELES Experienced students and the Non- Experienced students differ in terms of their English listening, speaking, reading, vocabulary, and grammar skills?; (b) To what degree do the ELES Experienced students and the Non- Experienced students differ on the motivational and attitudinal variables?; (c) To what degree do the affective differences between the Grade 7 and Grade 8 results converge or diverge? The Experienced group outperformed the Non-experienced group to a statistically significant degree on the listening test in Grades 7 and 8, on the speaking test in both Grades 7 and 8, except for the Grade 8 story-telling task. The Experienced group outperformed the Non-experienced group on vocabulary/grammar and reading tests, but the results did not reach statistical significance in part because of a lack of statistical power caused by the modest N-size. Unlike previous research findings, no statistically significant differences were found between the Experienced and Non-experienced students for the four motivational and attitudinal variables of Attitudes Toward Intercultural Communication, Attitudes Toward English Learning, Respect for Self and Others, and Reasons for Studying English. Although the conversion or diversion of English skills could not be obtained because different tests were administered to measure the Grade 7 and Grade 8 participants' English skills, the above affective variables did not converge or diverge from Grade 7 to Grade 8.

Book excerpt: Beginning in April 2020, the Japanese government continued its English education language policy reform by introducing foreign language instruction as an academic subject for Grade 5 and Grade 6 students. The purpose of this study was to investigate how stakeholders across the education system have contended with policy creation, policy interpretation, and policy appropriation in public elementary school classrooms. Using a conceptual framework of ethnography of language policy and open systems theory, this multiple case study was designed to investigate policy as text, policy as discourse, and policy as classroom practice. In order to achieve these aims I used qualitative methods of data collection that included content analysis of policy documents, and interviews with national policymakers, educational authorities from local Boards of Education, school principals, and classroom teachers. In addition, observations of English lessons at three public elementary schools within the same prefecture were analyzed to understand how the schools approached policy implementation and how close did the teachers' appropriation of EFL lessons correspond with the goals of the 2020 Course of Study. The 2020 Elementary School Course of Study established English as an academic subject for students in Grades 5 and 6. An analysis of the policy documents revealed positive changes in the realignment of the purpose and aims of education from elementary school through high school. In addition, the 2020 Course of Study introduces an updated assessment framework for teaching and learning across all subjects for elementary school, junior high school and high school. However, how English is conceptualized and integrated into the national curriculum appears in places not to match some of the new aims of the 2020 Course of Study and uses ambivalent terms, such as language activities with little guidance for teachers on how to teach English. The interviews with participants provided insights from various stakeholders on their beliefs and experiences towards educational language policy creation, transmission, and implementation. A total of 72 interviews were conducted for this study. National-level policymakers and advisors spoke of the politics during policy formulation. In addition, discursive struggles between conservative and progress views of education and foreign language education also influenced policymakers' objectives. A discourse of expertise, which restricted agency and voice for certain participants, also emerged from the interview data. All of these points and others created a situation where policy implementation took on a form of bricolage. During the 17 months of field work at the three participating schools, 58 lessons were observed, recorded, and analyzed. The findings from the classroom observations revealed that each school's approach to implementing English as a subject in Grades 5 and 6 changed each year. Teachers had difficulties navigating shifting discourses towards English lessons, along with understanding new and ambiguous terminology towards teaching practices and assessment. The findings showed that teachers were generally meeting the goals of the 2020 English Course of Study; however, the teaching of reading and listening were problematic for many teachers. The discussion section comprises implications for future policy creation and implementation, classroom pedagogy, and the theoretical implications. The intended audience for this investigation includes stakeholders interested in applied linguistics, language policy and planning, comparative education, and Japanese studies. This study contributes to the research on educational language policy and our understanding that policy is more than declaring and seeking particular outcomes, but a consistently evolving process with conflicting discourses and ideologies. This study adds to our understanding how the structure of Japan's education system and the social organization of the schools can enable and inhibit certain stakeholders positioned across the education system. Lastly, this study contributes to our understanding of what it means to be an English teacher in Japan's public elementary school schools.

Book excerpt: Focusing on Japanese high school students at university preparatory high schools, this thesis examined Japanese social influences on the students' attitudes toward long-term English learning and on gender differences in this attitudinal variable. Drawing its theoretical framework from Gardner's socioeducational model, this study presupposed the relation between Japanese social milieu and Japanese students' attitudes toward long-term English learning. In order to interpret the quantitative data of this study from the Japanese social perspective, this study used not only its own data obtained from the research participants but also other extant data from related previous studies. This study found that students' interest in learning about the outside world and communicating with people in English and their perceptions about studying English as a main school subject influence their attitudes toward long-term English learning. In contrast to this finding, students' self-reported academic English grade and their self-rated English skills were found to have little influence on their attitudes toward long-term English learning. This study demonstrated that these findings are embedded in the Japanese university preparatory high school context in which English education places undue emphasis on entrance examinations and results in the underdevelopment of students' English communicative skills, as perceived by both the students and teachers. Regarding gender differences, female students were found to be more positive toward their current and future English learning. It was argued that Japanese women's marginalized status in the society and related social elements such as the femininity of English professions in Japan are likely to cause women's positive attitudes toward English learning. This study verified that the focus on the relationship between social milieu and language attitudes can generate a new understanding of research findings on L2 attitudes. In order to concretely make evident the strength of this study with its context-based perspective, it was demonstrated that what Chihara and Oller (1978), a classic study on Japanese students' attitudes toward English, failed to explain about some of their major findings could be explained with an understanding of the Japanese context for students' English learning at school.
