The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in-depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. In short, scarcity is manufactured through political processes and institutions (...). ” (United Nations Human Development Report 2006: 3) Water scarcity, water crisis, water wars – since the beginning of the 1990s these terms have appeared again and again in scientific debates, political strategies, and media reports. Water is perceived as a scarce resource that needs efficient management in order to satisfy all needs and to prevent violent conflicts over its distribution. Considerable research has been devoted to this topic. In this research, water is commonly referred to as a common pool resource: a n- excludable public good with rivalry in terms of consumption. Hence, research has long focused on collective action problems in managing this common pool resource (e. g. Ostrom 1990, 1992). In recent years, anthropological and sociological scholars in particular have criticized that in these studies the complexity of water, its embeddedness in a wider cultural and social c- text, and the role of power have been neglected. Water is different from other natural - sources in some important aspects: its mobility, its variability, and its multiplicity (Mehta 2006: 2f; Linton 2006: [10]). Mobility makes ownership claims difficult: Water moves, transcending state borders, not fixed like other resources. Variability refers to the fact that its availability varies temporarily, depending on weather conditions.

Russia, China, and the European Union view this region as an indispensable springboard to enhance their political and economic influence on the Eurasian landmass. Thus, facing strong competition and working on low budget, the EU is attempting to establish itself as a relevant and influential actor in an environment in which its leadership role is far from certain. Unlike in other post-communist regions, the EU is not able to rely on the attractiveness of its political models, and risks being marginalized by other global powers. The crucial question then is: How does the EU exert influence in such a challenging geopolitical context? Which strategies does the EU apply to be an actor who counts? Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.
