In this book, Douglas Cantor exposes the causes of term limits at the local level of government to shed light on how and why the movement to adopt term limits came to exist. Cantor begins his analysis by providing a history of term limits, beginning with classical debates in Greek philosophy. He describes the benefits of studying the causes of term limits and how term limits are a direct manifestation of older values rooted in the American traditions of municipal reform. Part II examines 20 different municipalities across the continental United States that experienced a movement to implement term limits through a political campaign, voter initiative, or council-led charter amendment. Written to a common template and examining each case through the lens of the reform impulse, Cantor argues that the institutional lineage of the Progressives, namely council-manager governments, at-large elections, and nonpartisanship, is largely responsible for movements to implement term limits somewhere in the United States in almost every election. That cardinal fact is acknowledged by me quite as heartily and sincerely as it is by Mr. Montagu and Lord Chelmsford. But I do not feel bound to admire the whole of their work or to accept their principles without demur. These principles, on the contrary, demand the most searching scrutiny and, in my personal Opinion, are largely erroneous. I agree that 'self-govern ment and the increased employment Of Indians in the public service, as stated in the 'pronouncement are Objects not only desirable, but attainable within certain limits. The emphasis laid upon those limits in this essay is imposed by the historical method of treatment and should not be misunderstood. It does not imply hostility to reasonable, practical reforms. I say frankly that I think it is a mistake to seek the distant goal Of responsible government' at present. The premature chase after 'responsible govern ment is the cause Of nearly all the illogical and contradic tory recommendations Of the Report, as its authors confess in paragraph 354. If they had postponed the consideration of responsible government' to a more convenient season they would have done much better. They have run to some extent ahead Of the 'pronouncement which they profess to follow. Responsible government in the English parlia mentary sense may or may not be a suitable goal' for Indian politicians, but, however that may be, it is better left alone just now. Yet these efforts by public management professionals have frequently failed to produce lasting results. In her new book, Federal Management Reform in a World of Contradictions, renowned public administration scholar Beryl A. Radin reveals what may lie behind the failure of so many efforts at government management reform. To spur new thinking about this problem, Radin examines three basic sets of contradictions between the strategies of the reformers and the reality of the US federal system: contradictions in the shared powers structure, contradictions in values, and contradictions between politics and administration. She then explores six types of reform efforts and the core beliefs that guided them. The six reform areas are contracting out, personnel policy, agency reorganization, budgeting, federalism policies and procedures, and performance management. The book shows how too often these prescriptions for reform have tried to apply techniques from the private sector or a parliamentary system that do not transfer well to the structure of the US federal system and its democratic and political traditions. Mindful of the ineffectiveness of a “one-size-fits–all� approach, Radin does not propose a single path for reform, but calls instead for a truly honest assessment of past efforts as today’s reformers design a new conceptual and strategic roadmap for the future.
