It reveals that cooperation via ALBA’s regionalised social missions, state multinationals, development bank, People’s Trade Agreement, SUCRE virtual currency, and Petrocaribe soft-loan scheme has often been hampered by complexity and conflict between the national political economies of Ecuador, Dominica, St Vincent and the Grenadines, Antigua and Barbuda, and especially Venezuela. Shared commitments to endogenous development, autonomy within mutlipolarity, and novel sources of legitimacy are undermined by serious deficiencies in control and accountability, which stem largely from the defining influence of Venezuela’s dysfunctional economy and governance. This dual dependency on Venezuela leaves the future of ALBA hanging in the balance.

Book excerpt: Regionalization in general and regional integration in particular have taken place at a growing pace since the end of the Cold War, when states were set free from various security overlays. Regional integration is ’logical’ as it is supposed to advance wealth and peace. Still, the picture is far from clear and the process of regional integration is not automatic; disintegration takes place, as we saw in the cases of the Soviet Union, Yugoslavia and Czechoslovakia to mention a few. This is the case not only in states recently brought together but also in traditional states like Britain, The Netherlands and Spain where strong groups strive for independence. In some places regionalization is flourishing, but regional integration is not. Some regional integration projects like the North American Free Trade Agreement and Mercosur seem to stagnate. Certainly there are limits to regional integration. This comprehensive volume, written by high profiled academics, covers these themes by examining eleven cases ranging from the lack of integration in the Arctic and the Middle East, to ongoing or progressing integration in Europe to uncover what ’blocks’ regional integration, the results of which are used for developing new theoretical insights.

It explains the decline of regionalism after 2000 in terms of the dynamics of regional boundaries, understood as the juridical boundaries which demarcate a region's territorial extent and its resources; institutional boundaries that sustain regional differences; and cultural boundaries that define the ethnic or technocratic principles on which a region could claim legitimate existence. The book questions the conventional wisdom regarding the success of Putin's regime. It shows how regional governors responded not by attempting to deflect the reforms with outright resistance, but by mimicking Putin's centralisation of power at the regional level. In turn, this facilitated the homogenisation of regional political regimes and regional mergers. The book demonstrates how the reordering of regions advanced sporadically, how pockets of resistance persist, and how the potential for the revival of regionalism continues.

It discusses the main functions of these institutions in hearing public submissions on violations of labour laws and in conducting research and cooperative activities. Based on interview research, the analysis reviews the strengths and weaknesses of the accord to assess its contribution to a common labour relations regime in North America and its impact in creating new transnational communities of actors in government and civil society in the three countries. The NAALC is also compared with the social dimension of the European Union system, and a final assessment is made as to whether the NAALC institutions live up to the promises of their founders and whether these can be a model for labour relations in any future Free Trade Area of the Americas (FTAA) agreement.
