Libya and the United States, Two Centuries of Strife provides a unique and up-to-date analysis of U.S.-Libyan relations, assessing within the framework of conventional historical narrative the interaction of the governments and peoples of Libya and the United States over the past two centuries. Drawing on a wide range of new and unfamiliar material, Ronald Bruce St John, an expert with over thirty years of experience in international relations, charts the instances of ignorance, misunderstanding, treachery, and suffering on both sides that have shaped and limited commercial and diplomatic intercourse. St John argues that Cold War strategies resulted in a paradoxical and ambiguous U.S. policy toward Libya during the Idris regime of the 1960s, strategies that contributed to the bankruptcy of that monarchy. Following the Libyan revolution, the U.S. wrongly believed Qaddafi would become an ally in support of U.S. policy to keep Soviet influence and communism out of the region; his failure to do so marked the beginning of an era of political tension and mutual distrust. Libya and the United States, Two Centuries of Strife documents how long-standing policy differences over the Palestinian issue and such terrorist acts as the destruction of the U.S. embassy in Tripoli and the Pan Am explosion over Lockerbie in 1988 resulted in a sharp deterioration of relations. St John contends that the ensuing demonization of Libya and the U.S. policy of confrontation, which has spanned successive administrations in Washington, have ironically often not served American interests in the region but, rather, have facilitated Qaddafi's survival.

Following the Libyan government's December 2003 decision to eliminate its weapons of mass destruction and long range missile programs, a number of bilateral diplomatic exchanges have taken place, and the termination of U.S. economic sanctions on Libya has paved the way for a renewal of investment by U.S. oil, gas, and energy service firms in Libya's under-capitalized energy sector. Several visits to Libya by Bush Administration officials and Members of Congress in 2004 and 2005 have raised expectations of a formal reestablishment of normal relations between the U.S. and Libya in the near future, including the removal of the last remaining sanctions associated with Libya's designation as a state sponsor of terrorism. Bilateral intelligence and counter-terrorism cooperation has contributed to a gradual U.S.-Libyan re-engagement on security matters since late 2001. Continuing U.S. concerns about Libya's relationship with some Palestinian terrorist groups and an alleged Libyan-sponsored assassination plot targeting Saudi monarch King Abdullah Bin Abdulaziz Al Saud thus far have delayed the recision of Libya's designation as a state sponsor of terrorism. The designation remains the most significant obstacle to the full resumption of bilateral relations. Other issues of interest to the United States include Libyan political and economic reform efforts, steps to address long standing human rights concerns, and Libyan engagement with Arab and African states. This report provides background information on Libyan history and U.S.-Libyan relations; profiles Libyan leader Muammar Al Qadhafi; discusses current political and economic reform efforts; and reviews current issues of potential congressional interest. Book excerpt: Between March and October 2011, a coalition of North Atlantic Treaty Organization (NATO) member states and several partner nations waged a war against Muammar Qaddafi's Libyan regime that stemmed and then reversed the tide of Libya's civil war, preventing Qaddafi from crushing the nascent rebel movement seeking to overthrow his dictatorship and going on to enable opposition forces to prevail. The central element of this intervention was a relatively small multinational force's air campaign operating from NATO bases in several countries, as well as from a handful of aircraft carriers and amphibious ships in the Mediterranean Sea. The study details each country's contribution to that air campaign, examining such issues as the limits of airpower and coordination among nations. It also explores whether the Libyan experience offers a potential model for the future.

In response, U.S. sanctions were gradually removed, and, on May 15, 2006, the Bush Administration announced its intention to restore full diplomatic relations with Libya and to rescind Libya's listing as a state sponsor of terrorism. Full diplomatic relations were restored on May 31, 2006 when the United States upgraded its Liaison Office in Tripoli to an Embassy. Libya was removed from the list of state sponsors of terrorism and states not fully cooperating with U.S. counterterrorism efforts in June 2006. Until recently, U.S.-Libyan re-engagement was hindered by lingering disagreements over outstanding legal claims related to U.S. citizens killed or injured in past Libyan-sponsored or supported terrorist attacks. Under the terms of a Claims Settlement Agreement reached between the Libyan and U.S. governments in August 2008, funds now have been made available to settle specific outstanding claims. The 111th Congress and the Administration of President-elect Barack Obama will inherit a U.S.-Libya relationship that is relatively free of longstanding constraints but which also remains relatively undefined. This report provides background information on Libya and U.S.-Libyan relations; profiles Libyan leader Muammar al Qadhafi; discusses Libya's political and economic reform efforts; and reviews current issues of potential congressional interest. Despite security concerns about proliferation, the United States and other nuclear nations have regularly shared with other countries nuclear technology, materials, and knowledge for peaceful purposes. In Atomic Assistance, Matthew Fuhrmann argues that governments use peaceful nuclear assistance as a tool of economic statecraft. Nuclear suppliers hope that they can reap the benefits of foreign aid—improving relationships with their allies, limiting the influence of their adversaries, enhancing their energy security by gaining favorable access to oil supplies—without undermining their security. By providing peaceful nuclear assistance, however, countries inadvertently help spread nuclear weapons. Fuhrmann draws on several cases of "Atoms for Peace," including U.S. civilian nuclear assistance to Iran from 1957 to 1979; Soviet aid to Libya from 1975 to 1986; French, Italian, and Brazilian nuclear exports to Iraq from 1975 to 1981; and U.S. nuclear cooperation with India from 2001 to 2008. He also explores decision making in countries such as Japan, North Korea, Pakistan, South Africa, and Syria to determine why states began (or did not begin) nuclear weapons programs and why some programs succeeded while others failed. Fuhrmann concludes that, on average, countries receiving higher levels of peaceful nuclear assistance are more likely to pursue and acquire the bomb—especially if they experience an international crisis after receiving aid.
