The history of the university reflects the decisive social transformations which have given definition and identity to both new nations and modern societies. In the post-war period, universities in the industrialized world underwent a radical shift. The mass expansion of higher education ensured that universities were no longer centers designed to train youth to assume the leadership positions held by previous generations. Instead universities were to become centers where job skills could be imparted and knowledge produced, refined and used in the newly emerging Cold War economies, and where students could develop the skills necessary for employment in a changing world. Rather than focusing on the refinement of future leaders, the task of the university became linked to the development of economically exploitable technical knowledge. A shift of comparable magnitude is now ongoing in the nature of higher education itself. Globalization has led to the growth of knowledge communities around the world, mirroring the rise of centers for global finance in previous decades. In the Middle East and Asia the demands of the knowledge-based economy have led to the opening of new indigenous universities and branch campuses and partnerships with established European and North American universities. Education City in Qatar, for instance, has received or been pledged more than 200 billion dollars since its inception. The growth of new indigenous universities has altered the traditional role of the university further, increasing the emphasis on courses which are close to the marketplace. These new partnerships have contributed to the creation of what is now referred to as the global university.

The central role played by universities in producing both knowledge and researchers is similarly acknowledged, with the doctorate increasingly recognized as a crucial phase in establishing both. Bounded Knowledge: Doctoral Studies in Egypt explores these debates from a uniquely Egyptian perspective. It provides a fresh, historical analysis of how doctoral studies evolved in Egypt and an ethnographic inquiry into the actual conditions of knowledge production in the country’s public universities, with focus on the humanities and social sciences. Although it is commonplace to speak of international collaborations in knowledge production, institutional settings and material conditions are so uneven as to make the fiction of equality impossible to sustain. Other societies exhibit some of the same pathologies—insufficient resources, high drop-out rates, feeble contributions to research and development, inappropriate skill formation for existing job markets, weak research incentive structures, weak institutional autonomy, and co-optation into the political order. But, it may be that the concentration of these pathologies and their depth is what sets the Arab world apart. Missions Impossible seeks to explain the process of policymaking in higher education in the Arab world, a process that is shaped by the region’s politics of autocratic rule. Higher education in the Arab world is directly linked to crises in economic growth, social inequality and, as a result, regime survival. If unsuccessful, higher education could be the catalyst to regime collapse. If successful, it could be the catalyst to sustained growth and innovation—but that, too, could unleash forces that the region’s autocrats are unable to control. Leaders are risk-averse and therefore implement policies that tame the universities politically but in the process sap their capabilities for innovation and knowledge creation. Book excerpt: This book investigates the development and function of the Institute of Traditional Islamic Art and Architecture (ITIAA) in Amman, Jordan. A vertical case study using grounded theory methodology, the research creates a rich and holistic understanding of the Institute. Specific areas of study include the factors involved in the founding of the Institute within the context of Arab and Jordanian higher education, the role of traditional Islamic philosophy in the function of the Institute, and the role of the anthropological concept of liminal space in the clarification of students’ values during the academic program. Data for the research came from thirty hours of interviews completed with over thirty individuals, a twenty item survey completed by sixty-five students, classroom observations, and analysis of an array of documents from the League of Arab States, the Jordanian Ministry of Higher Education and Research, the Jordanian Accreditation Association, the World Islamic Science and Education University, and the Institute for Traditional Islamic Art and Architecture. In regard to the role of traditional Islamic philosophy, the study delineates how the combination of theological/philosophical commitments of founders, faculty, and students combined to create a deep and pervasive role of traditional Islamic philosophy, evidenced in classrooms, interviews, and documents. Students, faculty and staff reflected a vital commitment to Islamic understandings of education, art, and beauty. The book concludes by noting the vital importance of such institutions as ITIAA in providing the space and means for Arab-Muslims to understand their own culture, assess others, and form new versions of Arab-Muslim culture that are viable and productive in the current age. It is noted that transnational organizations, such as the League of Arab States, could help facilitate educational diversity by fostering the development of a second level of small, traditionally focused institutions. Such institutions can reinforce traditional values, provide liminal experiences, and facilitate creation of artifacts of liminal activity, reflecting students’ ability to combine modern and traditional value systems.
