Deploying vivid cases and unflinching analysis, The Feminist War on Crime documents the failure of the state to combat sexual and domestic violence through law and punishment. Zero-tolerance anti-violence law and policy tend to make women less safe and more fragile. Mandatory arrests, no-drop prosecutions, forced separation, and incarceration embroil poor women of color in a criminal justice system that is historically hostile to them. But in The Killing Consensus, Graham Denyer Willis shows how in S‹o Paulo, Brazil, killing and the arbitration of ÒnormalÓ killing in the name of social order are actually conducted by two groupsÑthe police and organized crimeÑboth operating according to parallel logics of murder. Based on three years of ethnographic fieldwork, Willis's book traces how homicide detectives categorize two types of killing: the first resulting from ÒresistanceÓ to police arrest (which is often broadly defined) and the second at the hands of a crime "family' known as the Primeiro Comando da Capital (PCC). Death at the hands of police happens regularly, while the PCCÕs centralized control and strict moral code among criminals has also routinized killing, ironically making the city feel safer for most residents. In a fractured urban security environment, where killing mirrors patterns of inequitable urbanization and historical exclusion along class, gender, and racial lines, Denyer Willis's research finds that the cityÕs cyclical periods of peace and violence can best be understood through an unspoken but mutually observed consensus on the right to kill. This consensus hinges on common notions and street-level practices of who can die, where, how, and by whom, revealing an empirically distinct configuration of authority that Denyer Willis calls sovereignty by consensus.

Book excerpt: In India, a man spent 54 years behind bars in pretrial detention, waiting for a trial that would never happen because his file had been lost. In Nigeria, one study estimated that the average detainee waits over three years for his day in court. In Russia, pretrial detainees have begged for the chance to plead guilty, just so they can receive medical care. And in the United States, juvenile pretrial detainees have been forced to fight each other for their guards' amusement. Around the world, millions are effectively punished before they are tried. Legally entitled to be considered innocent and released pending trial, many accused are instead held in pretrial detention, where they are subjected to torture, exposed to life threatening disease, victimized by violence, and pressured for bribes. It is literally worse than being convicted: pretrial detainees routinely experience worse conditions than sentenced prisoners. The suicide rate among pretrial detainees is three times higher than among convicted prisoners, and ten times that of the outside community. Pretrial detention harms individuals, families, and communities; wastes state resources and human potential; and undermines the rule of law. The arbitrary and excessive use of pretrial detention is a massive and widely ignored pattern of human rights abuse that affects-by a conservative estimate-15 million people a year. The right to be presumed innocent until proven guilty is universal, but at this moment some 3.3 million people are behind bars, waiting for a trial that may be months or even years away. No right is so broadly accepted in theory, but so commonly violated in practice. It is fair to say that the global overuse of pretrial detention is the most overlooked human rights crisis of our time. Presumption of Cuilt examines the full consequences of the global overuse of pretrial detention. Combining statistical analysis, first-person accounts, graphics, and case studies of successful reforms, the report is the first to comprehensively document this widespread but frequently ignored form of human rights abuse. The project is the subject of a major exhibition at the Haus der Kulturen der Welt (HKW) and catalog cum theoretical reader presenting the findings and contributions of over 20 influential architects, artists, filmmakers, and academics. Forensis, (Latin for pertaining to the forum ) argues for the role of material forensics as central to the interpretation of the ways in which states police and govern their subjects. Forensics engages struggles for justice across frontiers of contemporary conflict through the study of how technology mediates the testimony of material objects such as bones, ruins, toxic substances, etc. In the hopes of unlocking forensics potential as a political practice, the project participants present innovative investigations aimed at producing new kinds of evidence for use by international prosecutorial teams, political organizations, NGOs, and the UN.
