Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Juvenile Courts and Probation This volume is devoted to a consideration of the juvenile court and its administration. It is intended as a guide to judges, probation officers, and interested lay men. While the report is concerned with the juvenile court as it exists to-day, it may not be altogether out of place here to indicate the lines along which it is believed the court will develop. In its treatment of the child it has fully justified itself, though it has almost wholly failed in its treatment of the adult responsible for the child's condition. Heretofore the emphasis has been placed on the child in court; with a wider conception of the law it will in the future be placed on the family in court. In short, the court will undertake to deal more effectively with the family which produces the neglected or delinquent child, who is merely a factor in the larger and more complicated problem. Book excerpt: Excerpt from Origin of the Illinois Juvenile Court Law: Juvenile Courts and What They Have Accomplished We have treated only of the origin and purposes of the law: It has not been our intention to give a complete detailed history of the various operations of the Court. This would necessitate a review of all the work performed throughout the state. In addition to the origin of the law, we have included a brief account of several days spent in the Juvenile Court, showing the different modes of treating the various cases that come before the Court. The law as revised, as also the adult delinquent law, together with the Juvenile Court Blanks, will be found in the latter part of the book. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Juvenile Court Laws in the United States: A Summary by States, by Thomas J. Homer; A Topical Abstract, by Grace Abbott; And the New Juvenile Court Law of Monroe County, N. Y material here presented is intended for the use of judges and officers of juvenile courts, of students of legislation, and of those who may undertake the preparation of new legislation or the revision of old legislation affecting dependent and delinquent children. Part I is a summary of the juvenile court legislation of the United States to 1908, inclusive, which was prepared in 1909, under the direction of John Koren, expert special agent of the United States Bureau of the Census, by Thomas J. Homer, of the Suffolk (Massachusetts) Bar. With the consent of Mr. Koren, his summary has been revised so as to cover the legislation of 1909. For most of the states the revision is complete to the close of 1909. For a few states, the changes made by the legislatures of 1909 have merely been indicated by foot notes, the text itself still comprising the legislation in force in 1908. The summary is printed by permission of Mr. E. Dana Durand, Commissioner of the Census. Part II is a topical abstract of state laws governing the trial and disposition of juvenile offenders, prepared by Miss Grace Abbott of Chicago in connection with a study of the Juvenile Court of Chicago made by the Chicago School of Civics and Philanthropy, for the Russell Sage Foundation, and covering legislation in force at the close of 1909. It is published with the consent of the officers of the school. This abstract is arranged topically under eleven topics: I. The Court Given Jurisdiction; II. Extent of Jurisdiction; III. Procedure; IV. Records and Reports; V. Place of Holding Court and Exclusion of the Public; VI. Disposition of the Child Pending Trial; VII. Final Disposition of the Child; VIII. Probation Officers; IX. Construction of Juvenile Court Laws; X. Adult Responsibility for Juvenile Delinquency; XI. Relation of Court to Institution in which Children are Placed. Each topic is treated by states, alphabetically, enabling the reader to ascertain what is the legislation of each state with reference to each several topic. The topics are treated only in outline. Book excerpt: Excerpt from Proceedings of the Conference on Juvenile-Court Standards: Held Under the Auspices of the U. S. Children's Bureau and the National Probation Association, Milwaukee, Wisconsin, June 21-22, 1921 The Conference on Juvenile-Court Standards was opened by the Hon. Herbert C. Parsons, president of the National Probation Association, with a brief statement of the purpose of this conference under the joint auspices of the Children's Bureau of the United States Department of Labor and the National Probation Association. He then introduced the chairman of the first-session. Chairman: Hon. Michael S. Sheridan, Judge of the Juvenile Court of Milwaukee County, Wis. Introductory Statement. Julia C. Lathrop, Chief of the United States Children's Bureau. A conference like this offers certain marked advantages to a Government bureau. First, it brings together the stimulating, free activity of a voluntary organization and the traditionally calm placidity of governmental method. Second, it subjects us to each other's candid criticism in a friendly atmosphere that is good for the Government bureau, at least. Third, and most valuable, it exemplifies and encourages cooperation between public and private agencies. And this cooperation - intelligent and disinterested - must exist if the public which supports us by taxes or by voluntary contributions is to secure the services it is endeavoring to purchase from us both. We may hope that what is described as the "Government stroke" may be quickened by our deliberations, and, on the other hand, that you may feel more inclined to trust your cargoes to craft which can not turn turtle nor stop moving forward, however slow the rate of progress. The history of the juvenile-court movement in the United States affords many examples of continuous cooperation between public and private agencies. Book excerpt: Excerpt from The Juvenile Delinquent and the Young Men's Christian Association Some of the ideas of the juvenile court were practiced before the actual formulation of a juvenile court law. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt. Jeter, one of a series of studies now being made by the Children's Bureau. It is believed that this description of the organization and methods of operation of the oldest and one of the largest juvenile courts in the country will be of special value to all students of juvenile delinquency.
