It is intended as a guide to judges, probation officers, and interested lay men. While the report is concerned with the juvenile court as it exists to-day, it may not be altogether out of place here to indicate the lines along which it is believed the court will develop. In its treatment of the child it has fully justified itself, though it has almost wholly failed in its treatment of the adult responsible for the child's condition. Heretofore the emphasis has been placed on the child in court; with a wider conception of the law it will in the future be placed on the family in court. In short, the court will undertake to deal more effectively with the family which produces the neglected or delinquent child, who is merely a factor in the larger and more complicated problem. Lathrop, Chief of the United States Children's Bureau. A conference like this offers certain marked advantages to a Government bureau. First, it brings together the stimulating, free activity of a voluntary organization and the traditionally calm placidity of governmental method. Second, it subjects us to each other's candid criticism in a friendly atmosphere that is good for the Government bureau, at least. Third, and most valuable, it exemplifies and encourages cooperation between public and private agencies. The probation system was practiced in a limited form by some judges by the use of suspended sentences. In the state of Maine a separate children's court was established and the probation system was in use, but it was necessary to convict the child of a crime before he could be placed on probation. In some parts of Canada, sepa rate courts were held for children. In New York, some features of the juvenile court law were in use. In Chicago, probation officers were provided by a committee of women, and their ser vices were used by some of the judges without express warrant of law. The juvenile court law as we know it now, took form in Illinois in 1899. If Illinois had not acted, a juvenile court law would doubtless have come about sooner or later, for the reason that the need of special provision for these classes of children was widely felt.
