Compulsory If iu localities where the employment of a pilot is compi otage. pulsory a master of an unexempted ship pilots his vessel, or employs an unqualified person to do so after a qualified pilot has offered to take charge of her, he will incur a penalty of double the amount of the pilotage dues, unless he holds a pilotage certificate himself (a).
