Book excerpt: Twenty years ago the Kentucky General Assembly was one of the least powerful and least effective legislatures in the country, almost entirely dominated by the governor. Over the past two decades the legislature has changed—gradually and with little public attention—into a far more powerful, professional, and independent body. This book is a study of that process of change: its causes, the obstacles encountered, and the political and policy consequences. It is a study of changing relationships between governor and legislature, caused in part by less aggressive gubernatorial leadership and in part by the growing assertion of legislative independence. It is also a study of the men and women who initiated change and who play major roles in the legislature today. One important area of change has been in the kinds of persons elected to the legislature. Today's Kentucky legislators are more professional in their approach to legislative service, serve longer tenures, and are likely to be committed to long-term political careers. They work harder to become known in their districts, and they devote more time to constituency service. In preparing this study, Malcolm E. Jewell and Penny M. Miller interviewed and sent questionnaires to many past and present members of the Kentucky legislature, as well as examining election returns, roll call votes, and committee records. They also traced developments since the 1960s to provide historical perspective. The Kentucky General Assembly is not a "typical" legislature. It is less professional and meets less frequently than those in most states. But trends in the Kentucky legislature are typical of those in other states, and this book puts the changes in Kentucky into national perspective.

Available in PDF, EPUB and Kindle. Book excerpt: Kentucky has long punched above its weight in the US Senate, as some of the nation's most distinguished senators have hailed from the Commonwealth. Despite its relatively small population for much of American history, Kentucky has produced a record two Senate majority leaders, a record three Senate majority whips, and one of the country's greatest lawmakers, Henry Clay. These Kentuckians played an important role in the evolution of leadership institutions in the Senate. Official positions such as Senate majority leader and majority whip are nowhere to be found in the Constitution or early American history, yet today these offices have essentially eclipsed the constitutionally created legislative leadership positions of vice president and president pro tempore. While Kentucky senators have played a vital role in leading the Senate and in its institutional history, no book has told the story in its entirety. The US Senate and the Commonwealth is the first book of its kind to provide a detailed, yet accessible, discussion of the US Senate's leadership throughout its 225-year history. Senator Mitch McConnell and Roy E. Brownell II weave together the history of the Senate with lively portraits of prominent Kentucky senators as well as firsthand reflections about legislative leadership by a Senate majority leader. The authors illuminate and humanize this discussion by exploring the colorful and vivid lives of fifteen Kentucky lawmakers, including Henry Clay, Alben Barkley, and John Sherman Cooper. This compelling and fascinating study is an essential resource.

This book was released on 2013-11-05 with total page 544 pages. Available in PDF, EPUB and Kindle. Book excerpt: The cornerstone of the American republic is an educated, active, and engaged citizenry; however, the multifaceted inner workings of government and the political forces that shape it are incredibly complex. Kentucky Government, Politics, and Public Policy is the first book in nearly three decades to provide a comprehensive overview of the commonwealth's major governing and political institutions and the public policy issues that profoundly affect Kentuckians' daily lives. In this groundbreaking volume, editors James C. Clinger and Michael W. Hail have assembled respected scholars from across the state to inform citizens about their governing institutions, the consequences of their policy choices, and the intricacies of the political process. They provide clear and authoritative information on Kentucky's government and explain significant trends and patterns, exploring the legacy of the state's political history and illuminating the contributions of influential Kentucky politicians such as Henry Clay, Abraham Lincoln, and Jefferson Davis. The contributors also address essential topics such as the structure and function of the three branches of government, the constitution, and federalism and intergovernmental relations, as well as administration, budgeting, and finance. They analyze key issues in education policy, economic and community development, and health care in great detail, explaining persistently controversial topics such as campaign finance, the cost of elections, ethics, and the oversight of regulatory agencies. From the executive branch to the legislature, from the court system to political parties, there is no better primer on government in the commonwealth.

Book excerpt: The little understood yet great power of impeachment lodged in the Congress is dissected in this text through history by Raoul Berger, a leading scholar on the subject. He sheds new light on whether impeachment is limited to indictable crimes, on whether there is jurisdiction to impeach for misconduct outside office, and on whether impeachment must precede indictment. Berger also finds firm footing in contesting the views of one-time Judge Robert Bork and President Nixon's lawyer, James St Clair.
