The unified commander is authorized directive authority for logistics in order to insure economy of effort. The perception in the Joint Planning and Execution (JPBC) is that the Unified Command's 4 Logistics Directorate is in an advisory and monitoring role at the operational level, and that the Service component logistic commands can function in a harmonious role amongst themselves, with no directive authority, unless a critical situation arises that my hinder the Combatant Commanders mission. This perception has the components exercising coordination for logistics support in joint environment can only attain that momentum necessary if authoritative direction can be applied from the deployment to the employment of logistic forces. In this regard, there is a necessity for a focused unity of effort, directed towards integrating the Service logistic force capabilities and resource in order to support forces.

It will also determine if U.S. army command and control support organizations such as the Corps Support Command, Theater Army Area Command, or the conceptual Theater Support Command are suitable to support this command and control function. Additionally, the paper argues that the centralized planning and control function provided by a Joint Logistic Command is a primary step to focusing logistics. Operations since the enactment of the Goldwater-Nichols Act in 1986 have seen an increased use of a joint logistics command and control structure to focus the logistics effort of the theater and/or area of operation. The consolidation of Defense Logistics and Services agencies have increased the need for a consolidated logistics control node at the operational level to orchestrate strategic level support to the tactical level. This link creates a seamless logistics system. Historically, in all major conflicts the U.S. Military Services have operated as joint force; integration however, is usually only at the highest level. The current and future trend of joint operations is to integrate service capabilities to include logistics at the lower Joint Task Force (JTF) level. The paper concludes that the U.S. Military operates joint logistics for landbased operations primarily with the Army and in the future this trend should continue with increased service integration. However, joint logistics doctrine must be authoritative to drive the integration process.

The theoretical foundations are examined with regard to two dimensions. First, the artistic or qualitative aspects of contemporary logistics are looked at in the context of the operational level of war. These OpLog aspects include principles, imperatives and tenets, which are stated and analyzed. The second dimension relates to the scientific aspects of logistics. It is manifested by a formal network model that represents the structural and operational features of an OpLog system. Hence the book examines both artistic and scientific dimensions of military logistics and integrates the respective qualitative and quantitative aspects into a unified and definitive presentation of operational logistics. Chapter 1 presents a general introduction to military logistics. Chapter 2 discusses the general structure and characteristics of logistics and describes its three levels - strategic, operational and tactical. Chapter 3 focuses on Operational Logistics (OpLog). Chapter 4 deals with the logistics planning process. Chapter 5 addresses the issue of logistics information. Chapter 6 deals with forecasting logistics demands. Chapter 7 introduces the first version of the logistics network model. Chapter 8 addresses an important property of an OpLog system - Flexibility. Chapter 9 discusses two major (and dual) issues in OpLog practice: force accumulation and medical treatment and evacuation. Military operations are conducted in a complex, interconnected, and global operational environment characterized by uncertainty; they are also distributed and conducted rapidly and simultaneously across multiple joint operations areas within a single theater or across boundaries of more than one GCC and can involve a variety of military forces, multinational and other government organizations. The joint logistics environment (JLE) within this operational environment consists of conditions, circumstances, and influences affecting employment of logistic capabilities at the strategic, operational, and tactical levels of war, and includes the full range of logistic capabilities, stakeholders, and end-to-end processes. Joint distribution operations are a subset of joint logistics. This publication has been prepared under the direction of the Chairman of the Joint Chiefs of Staff. It sets forth joint doctrine to govern the activities and performance of the Armed Forces of the United States in joint operations and provides the doctrinal basis for interagency coordination and for US military involvement in multinational operations. It provides military guidance for the exercise of authority by combatant commanders and other joint force commanders (JFCs) and prescribes joint doctrine for operations, education, and training. It provides military guidance for use by the Armed Forces in preparing their appropriate plans. It is not the intent of this publication to restrict the authority of the JFC from organizing the force and executing the mission in a manner the JFC deems most appropriate to ensure unity of effort in the accomplishment of the overall objective. Joint doctrine established in this publication applies to the Joint Staff, commanders of combatant commands, subunified commands, joint task forces, subordinate components of these commands, the Services, and other support agencies and organizations. The guidance in this publication is authoritative; as such, this doctrine will be followed except when, in the judgment of the commander, exceptional circumstances dictate otherwise. If conflicts arise between the contents of this publication and the contents of Service publications, this publication will take precedence for the activities of joint forces unless the Chairman of the Joint Chiefs of Staff, normally in coordination with the other members of the Joint Chiefs of Staff, has provided more current and specific guidance. Commanders of forces operating as part of a multinational (alliance or coalition) military command should follow multinational doctrine and procedures ratified by the United States. For doctrine and procedures not ratified by the United States, commanders should evaluate and follow the multinational command's doctrine and procedures, where applicable and consistent with US law, regulations, and doctrine.

Perhaps it is time for a LOGCOM, a joint logistics command which would be a functional unified command much like TRANSCOM. However, our history, the current reductions in budget and force structure, problems in training multifunctional logisticians, and our experience with centralized DoD logistics agencies support the position that a LOGCOM is not needed. Each CINC's area of operations is unique. Each CINC has an adequate plan for logistics command and control during contingencies in his area of operations that conforms with METT-T. As the services struggle with downsizing and increased optempo, there is a search for efficiencies. A major reorganization of logistics command and control, when the evidence suggests that logistics command and control is not a problem, will not necessarily produce more efficient organizations. Increased efficiency should be obtained by reengineering and streamlining current processes.

This paper identifies and discusses the three key logistic pillars of preparing the theater, organizing the force, and managing resources at the operational level of war. In doing so, it provides a basis for understanding the critical role played by the joint force commander in orchestrating the logistic support of his campaign or major operation.
