Book excerpt: In the seventeenth and eighteenth centuries, Britain had eased its problem of crowded jails and surplus criminals by packing them into ships and sending them off to the American colonies to be sold as what nearly amounted to slave labor. All this came to an end with the revolution of 1776 and the legal system was stuck with an ever-increasing army of desperate felons. As there was no national prison system, these felons were crammed on to derelict sailing ships, the hulks, and put to hard labor in appalling conditions, mainly along the rivers Thames and Medway. Their story has been largely ignored by generations of historians and here, for the first time, detailed accounts of their plight, along with the lives and careers of the quite extraordinary men who ruled over them, is examined. Duncan Campbell, for instance, was the ship's captain and plantation owner who first organized the hulk system, and Aaron Graham the magistrate who spied upon, and then defended, the leader of the Nore mutiny and employed William Bligh of the Bounty mutiny to captain his ships. There are biographies of some of the colorful rogues, children and gentleman thieves who were crammed together and condemned to spend years in despair, starvation and degradation, often with their arms and legs manacled and subject to vicious punishments for minor infringements of the regulations. In theory, the hulks were simply holding pens until convicts could be shipped off to the new colonies in Australia, but many sentenced to be transported for terms of between seven years to life were destined to serve most of, if not all, their term onboard. Those that did make it to the other side of the world after a harrowing journey were seldom better off and their story is told in the final chapter.

Sam Johnson was a 17-year- old cotton spinner apprenticed to his father at Greenbank Mill when three over-zealous Oldham constables raided a union meeting and arrested two union men. The end result was a huge riot involving thousands of Oldham workers and a partly successful attempt to demolish the Bankside Mill on Manchester Street and adjacent workers' homes. One onlooker was shot dead. The subsequent random arrests when the militia arrived and regained control resulted in five of the rioters, including Sam Johnson, being sentenced to death by hanging at the Lancaster Assizes of 1834. These sentences were commuted to transportation for life. This thoroughly researched true story describes the life of Sam Johnson, convict no. 13841, from the Chatham hulks to the transport ship, to Botany Bay, the Hyde Park Barracks in Sydney, his later assignment to his Scottish master Archibald Macleod, his travels over the Australian Alps with his sheep and cattle to pioneer in Gippsland in 1844. It traces his emancipation, marriage and life in Gippsland following a successful petition and Queen's Pardon after he served his 20-year sentence. The book includes previously unpublished material from the handwritten notes of an Oldham reporter present at the riot reproduced by kind permission of Oldham Local Studies and Archives.

Schemes to teach prisoners to read and write, and sometimes more besides, can be traced to the early 1800s. State-funded elementary education for prisoners pre-dated universal and compulsory education for children by fifty years. In the 1860s, when the famous maxim, just cited, became the basis of national penal policy, arithmetic was included by legislators alongside reading and writing as a core skill to be taught in English prisons. By c.1880 every prison in England used to accommodate those convicted of criminal offences had a formal education programme in which the 3Rs - reading, writing, and arithmetic - were taught, to males and females, adults and children alike. Not every programme, however, had prisoners enrolled in it. Illiterate Inmates tells the story of the emergence, at the turn of the nineteenth century, of a powerful idea - the provision of education in prisons for those accused and convicted of crime - and its execution over the century that followed. Using evidence from both local and convict prisons, the study shows how education became part of the modern penal regime. While the curriculum largely reflected that of mainstream elementary schools, the delivery of education, shaped by the penal environment, created an entirely different educational experience. At the same time, philosophies of imprisonment which prioritised punishment and deterrence over reformation undermined any socially reconstructive ambitions. Thus the period between 1800 and 1899 witnessed the rise and fall of the prison school in England.
