Book excerpt: The degree of internationalizaton of the enterprise or business sectors of many countries, as measured by the ratio of direct investment abroad to domestic wealth or assets, or of assets or employment abroad to that at home, has been growing over the last twenty years or more. The exception to this trend is the United States, in which the extent of internationalization, after growing until the 1970s, has stagnated or decreased somewhat. The level of internationalization of U.S. firms in the 1970s and 1980s was above that of Germany and especially above those of Japan and Korea. Canada was close to the U.S. and UK firms were by far the most internationalized. The differences among the country levels and trends seem to reflect country size and divergences between the competitiveness of countries and of their companies, including those that result from exchange-rate movements.

Book excerpt: Whereas many empirical studies show that the internationalization of production is driven by falling distance costs, theoretical models of the endogenous emergence of multinational enterprises predict the opposite. This paper argues that this dichotomy can be resolved if the production process is modeled more realistically by taking the use of intermediate goods into account. The argument is based on a two-country general equilibrium model set up to study companies' internationalization strategies. Companies use specific intermediate goods in their production and can choose between exports and foreign production. In choosing between these alternatives, they face a trade-off between higher variable distance costs when exporting and additional fixed costs when producing abroad. With falling distance costs, exports increase. Furthermore, the profitability of foreign production increases relative to the profitability of exports if the share of intermediate goods used is not too small. With falling distance costs, it might therefore pay for a company to become a multinational enterprise.

Over the centuries, analysts have generally treated the questions "Does international commerce influence security?" and "Do trade flows influence security?" as synonymous. In Producing Security, Stephen Brooks maintains that such an overarching focus on the security implications of trade once made sense but no longer does. Trade is no longer the primary means of organizing international economic transactions; rather, where and how multinational corporations (MNCs) organize their international production activities is now the key integrating force of global commerce. MNC strategies have changed in a variety of fundamental ways over the past three decades, Brooks argues, resulting in an increased geographic dispersion of production across borders. The author shows that the globalization of production has led to a series of shifts in the global security environment. It has a differential effect on security relations, in part because it does not encompass all countries and industries to the same extent. The book's findings indicate that the geographic dispersion of MNC production acts as a significant force for peace among the great powers. The author concludes that there is no basis for optimism that the globalization of production will promote peace elsewhere in the world. Indeed, he finds that it has a net negative influence on security relations among developing countries.

Nearly all economists, politicians, business leaders, and mainstream journalists view globalization as the natural result of economic development, and a beneficial one at that. But, as noted economist Martin Hart-Landsberg argues, this perception does not match the reality of globalization. The rise of transnational corporations and their global production chains was the result of intentional and political acts, decisions made at the highest levels of power. Their aim – to increase profits by seeking the cheapest sources of labor and raw materials – was facilitated through policy-making at the national and international levels, and was largely successful. But workers in every nation have paid the costs, in the form of increased inequality and poverty, the destruction of social welfare provisions and labor unions, and an erratic global economy prone to bubbles, busts, and crises. This book examines the historical record of globalization and restores agency to the capitalists, policy-makers, and politicians who worked to craft a regime of world-wide exploitation. It demolishes their neoliberal ideology – already on shaky ground after the 2008 financial crisis – and picks apart the record of trade agreements like NAFTA and institutions like the WTO. But, crucially, Hart- Landsberg also discusses alternatives to capitalist globalization, looking to examples such as South America’s Bolivarian Alliance for the Americas (ALBA) for clues on how to build an international economy based on solidarity, social development, and shared prosperity.

For policymakers, the focus is on boosting domestic value added and improving access to resources and technology while advancing development goals.
