Available in PDF, EPUB and Kindle. Book excerpt: This timely book reviews key management areas of United Nations organizations now under attack: the political selection of executive heads, the role of inspection bodies, the financial crisis, charges of corruption and fraud, the 'overpaid' staff, sex discrimination in the secretariats, the impact of the Administrative Tribunals' judgements. Reform proposals are reviewed and assessed. While executive heads are accountable for their agency's performance, Member States have the ultimate responsibility for ensuring that reform is actually carried out. Do they really want UN organizations to be more effective?

Book excerpt: On the seventy-fifth anniversary of the United Nations, the world has faced its biggest shared test since the Second World War in the coronavirus disease (COVID-19) pandemic. Yet while our welfare, and indeed the permanence of human life, depend on us working together, international cooperation has never been harder to achieve. This report answers a call from UN Member States to provide recommendations to advance our common agenda and to respond to current and future challenges. Its proposals are grounded in a renewal of the social contract, adapted to the challenges of this century, taking into account younger and future generations, complemented by a new global deal to better protect the global commons and deliver global public goods. Through a deepening of solidarity—at the national level, between generations, and in the multilateral system—Our Common Agenda provides a path forward to a greener, safer and better future.

Book excerpt: International public servants and their far-reaching secretariats receive little press attention when nation-states take the spotlight in significant international events, which is why author John Mathiason and others commonly refer to them as invisible. But secretariats’ activities are constantly shaping the course of history with inspectors determining whether uranium enrichment in Iran is for peaceful purposes, maintaining surveillance on a possible bird flu epidemic (the World Health Organization), raising alarms about starvation in Zimbabwe (the World Food Programme), or passing judgment on former heads of state and military officers in the Balkans (the United Nations war crimes tribunal). Having served as a member of the United Nations Secretariat for 25 years, author John Mathiason offers a unique behind-the-scenes view, taking readers through of the life and duties of an international public servant. Through personal accounts and extensive knowledge of a variety of international organizations, Mathiason covers the implications of being an influential, but "invisible" entity. He charts the difficulties in documenting scope and accountability, the issues such as disarmament, human rights, and environmental protection that he encountered while serving at the secretariat and charts the history of these dynamic and expansive entities present in every crucial event of the past century. By looking at the international public sector as an actor in its own right, Invisible Governance provides a new perspective on the workings of the international system and tools and approaches for ensuring that the system works effectively and with accountability.

Book excerpt: The United Nations, whose specialized agencies were the subject of an Appendix to the 1958 edition of Oppenheim's International Law: Peace, has expanded beyond all recognition since its founding in 1945.This volume represents a study that is entirely new, but prepared in the way that has become so familiar over succeeding editions of Oppenheim. An authoritative and comprehensive study of the United Nations' legal practice, this volume covers the formal structures of the UN as it has expanded over the years, and all that this complex organization does. All substantive issues are addressed in separate sections, including among others, the responsibilities of the UN, financing, immunities, human rights, preventing armed conflicts and peacekeeping, and judicial matters. In examining the evolving structures and ever expanding work of the United Nations, this volume follows the long-held tradition of Oppenheim by presenting facts uncoloured by personal opinion, in a succinct text that also offers in the footnotes a wealth of information and ideas to be explored. It is book that, while making all necessary reference to the Charter, the Statute of the International Court of Justice, and other legal instruments, tells of the realities of the legal issues as they arise in the day to day practice of the United Nations. Missions to the UN, Ministries of Foreign Affairs, practitioners of international law, academics, and students will all find this book to be vital in their understanding of the workings of the legal practice of the UN. Research for this publication was made possible by The Balzan Prize, which was awarded to Rosalyn Higgins in 2007 by the International Balzan Foundation.

Book excerpt: This book applies established analytical concepts such as influence, authority, administrative styles, autonomy, budgeting and multilevel administration to the study of international bureaucracies and their political environment. It reflects on the commonalities and differences between national and international administrations and carefully constructs the impact of international administrative tools on policy making. The book shows how the study of international bureaucracies can fertilize interdisciplinary discourse, in particular between International Relations, Comparative Government and Public Administration. The book makes a forceful argument for Public Administration to take on the challenge of internationalization.

Book excerpt: This is one those rare prefaces in which the author need not attempt to justify, or apologize for, the addition of another book to an already over burdened field. There is certainly no plethora of serious studies on inter national organization in general, and almost none dealing with the administrative aspects of such organization. More precisely, the author is not aware of a single comprehensive treatment of the finances of any international political organization, past or present. Over the years, many former Secretariat members of the League, the United Nations, and their affiliated agencies have come forth with either memoirs or general commentaries on their organizations. And frequently these works have included revealing, but brief, passages dealing with budg etary questions, yet none has dealt with these questions in any detailed or thorough fashion. It is unfortunate that this is so. Not that the fate of the world rides on the United Nations budget, or that matters of peace and war will be determined by the dollars and cents of the Secretary-General's estimates. Yet questions of real importance to many of the world's citizens are decided in the budgetary struggle. Until the policy decisions of the various organs are translated into budget items, there is no visiting mission to encourageTogoland's movement toward eventual self-govern ment, no cease-fire observer in the Middle East, no rehabilitation com mission in South Korea, and no public administration advisor in San tiago.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a study of the future of international law as well as the future of the United Nations. It is the first study ever bringing together the laws, policies and practices of the UN for the protection of the earth, the oceans, outer space, human rights, victims of armed conflicts and of humanitarian emergencies, the poor, the vulnerable and the disadvantaged world-wide. It reviews unprecedented dangers and challenges facing humanity such as climate change and weapons of mass destruction, and argues that the international law of the future must become an international law of security and of protection. It submits that the concept of international security in the UN Charter can no longer be restricted to situations of armed conflict but must be given its natural meaning: whatever threatens the security of humanity. It calls for the Security Council to perform its role as the guardian of the security of humankind and sees a leadership role for the UN Secretary-General in analysing and presenting challenges of international security and protection to the Security Council for its attention.

This book was released on 2013-07-04 with total page 515 pages. Available in PDF, EPUB and Kindle. Book excerpt: In December 2011, the United Nations General Assembly adopted the International Law Commission's articles on the responsibility of international organizations, bringing to conclusion not only nearly ten years of reflection by the Commission, governments and organizations on this specific topic, but also decades of study of the wider subject of international responsibility, which had initially focused on State responsibility. Parallel to this reflection by the Commission, diplomats and public officials, the body of international case-law and literature on the many facets of the topic has steadily been growing. Responsibility of International Organizations: Essays in Memory of Sir Ian Brownlie contributes to the body of international literature by collecting a broad spectrum of different and sometimes differing perspectives from well-known experts in the field, ranging from the bench to the Commission, academia, and the world of in-house counsel. The book is also a memorial to the renowned Sir Ian Brownlie, himself a former Chairman of the International Law Commission who, as a leading scholar and practitioner, greatly contributed to the reflection on international responsibility, including the responsibility of international organizations. Edited by Maurizio Ragazzi, a former pupil of Sir Ian, the book is an ideal companion to International Responsibility Today, a collection of essays on international responsibility which the same editor presented in 2005 in memory of Oscar Schachter, and to which Sir Ian Brownlie had contributed. The essays collected in Responsibility of International Organizations: Essays in Memory of Sir Ian Brownlie, conveniently grouped by the editor under broad areas for the reader's benefit, will be relevant not only to all those interested in this specific subject but also, more generally, to all those engaged in the field of international law and the law of international organizations.
