Concerns have been raised that the Air Force's decision to retire EF-111 and F-4G suppression aircraft, combined with a growing threat from increasingly sophisticated enemy air defenses, has created a gap between the services' suppression capabilities and their needs. GAO (1) examined the steps that the military has taken since 1996 to improve its ability to suppress enemy air defenses and (2) evaluated the services' plans to eliminate any gap between their suppression capabilities and needs. GAO found that the services have improved their suppression capabilities, such as increasing the size of their fleets of F-16CJ and EA-6B suppression aircraft, improving the electronic warfare and missile systems on these aircraft, studying cost-effective alternatives for suppression in the future, and reviewing electronic warfare programs to determine if these programs are adequately managed, prioritized, and funded. However, GAO also found that current suppression capabilities are not adequate and that no comprehensive, cross-service strategy exists for achieving the suppression mission.

Unfortunately SEAD improvements have failed to keep pace. Dedicated SEAD assets are dwindling without replacement. This asset erosion has rendered single service SEAD approaches ineffective as an IADS counter. The answer is development of comprehensive operational joint SEAD strategy that offers synergism of both traditional and nontraditional cross-service SEAD assets.

But if one or more of these fragile capabilities are diminished as the result of enemy action, or simply because of natural phenomenon, how quickly can we replace the neutralized satellites? The answer is not comforting, and revolves around the limited capability of the U.S. spacelift program. Attention has been especially focused on this program during periods following major failures. In addition to the loss of life, launch failures have cost our nation billions of dollars, significantly reduced our access to space for lengthy periods, and resulted in delayed deployment of next-generation national ISR assets. While many measures taken after these disasters were effective in getting America back in space, much work remains. Our launch programs must become more responsive to the warfighting CINC. It simply takes too long to get a working satellite ready for operations. Secondly, the government needs to work more efficiently with industry. National security depends on the ability of American launch service providers to compete well with thriving foreign counterparts. Finally, U.S. launch programs must become robust and less reliant on single-points of failure.

Radar, EW, and stealth techniques have evolved over time as engineers, scientists, and tacticians have struggled to create the most survivable and effective air force possible. Several recent events suggest that airborne EW merits congressional attention. Operation Allied Force, the 1999 NATO operation in Yugoslavia, appears to have marked an important watershed in the debate over current and future U.S. airborne EW. It appears that every air strike on Serbian targets was protected by radar jamming and/or suppression of enemy air defense (SEAD) aircraft. Electronic countermeasures self protection systems, such as towed radar decoys, were credited with saving numerous U.S. aircraft that had been targeted by Serbian surface-to-air missiles (SAMs). The Department of Defense is engaged in numerous activities - such as research and development (R&D) programs, procurement programs, training, experimentation - that are designed to improve various electronic attack (EA), ECM, and SEAD capabilities both in the near and long term. These activities often cut across bureaucratic boundaries and defy easy categorization and oversight, which makes it difficult to determine and assess DoD-wide EW priorities. Often, it appears that DoD has no single, coherent plan coordinating all these efforts or setting priorities. The Clinton Administration's DoD budget request for FY2001 was the 106th Congress' first opportunity to exercise oversight of EW and SEAD programs in the post-Kosovo era. Congressional appropriations and authorization conferees often matched or exceeded DoD's request for EW and SEAD programs to ensure the survivability of numerous aircraft and to increase the military's ability to suppress or destroy enemy air defenses. Congress also disagreed with DoD plans, and reduced or constrained some programs accordingly. As part of its FY2002 budget oversight responsibilities, Congress can strongly influence DoD's EW force structure, aircraft survivability and air campaign effectiveness. Some issues Congress may consider include: 1) the overall level of DoD's electronic warfare spending, and its spending priorities within EW; 2) how DoD can wring the most warfighting capability out of its EA-6B force, which will be DoD's only radar jamming aircraft until 2010 or later; 3) why the Navy and Air Force are pursuing distinctive paths in addressing tomorrow's SEAD challenges, and whether the country is best served by pursuing both approaches; 4) why DoD and Congress appear to have distinct perspectives on the need to upgrade or replace key electronic countermeasures such as aircraft radar warning receivers.

U.S. forces dominated cyberspace and the electromagnetic spectrum (EMS) in Afghanistan andIraq against enemies and adversaries lacking the technical capabilities to challenge our superiority incyberspace. However, regional peers have since demonstrated impressive capabilities in a hybrid operationalenvironment that threaten the Army's dominance in cyberspace and the EMS. The Department of Defense information network-Army (DODIN-A) is an essential warfighting platformfoundational to the success of all unified land operations. Effectively operating, securing, and defending thisnetwork and associated data is essential to the success of commanders at all echelons. We must anticipatethat future enemies and adversaries will persistently attempt to infiltrate, exploit, and degrade access to ournetworks and data. A commander who loses the ability to access mission command systems, or whoseoperational data is compromised, risks the loss of lives and critical resources, or mission failure. In the future, as adversary and enemy capabilities grow, our ability to dominate cyberspace and the EMS will become morecomplex and critical to mission success. FM 3-12 provides overarching doctrinal guidance and direction to the Army for conducting cyberspace and electronic warfare (EW) operations using cyberspace electromagnetic activities (CEMA) in unified land operations. FM 3-12 defines and provides an understanding of Army cyberspace operations, EW, title authorities, roles, relationships, responsibilities, and capabilities to support Army and joint operations. It expands upon themethods by which Army forces approach the defense of Army networks and data and addresses the opportunitiescommanders have to integrate tailored cyberspace and EW capabilities across the range of military operations.

It describes doctrinal techniques to address future operational challenges with current electronic warfare capabilities. Due to rapidly evolving electronic warfare capabilities and techniques, the Cyber COE will review and update ATP 3-12.3 on a frequent basis in order to keep pace with the continuously evolving electromagnetic operational environment. This publication describes electronic warfare missions and actions within the electromagnetic spectrum and the interrelation of these activities among each other and all Army operations.
