Ein wichtiger Bestandteil ist ein komparativer Index für digitale Souveränität, der auf sekundären Daten basiert und mittels quantitativer Methoden verifiziert und validiert wird. Die Ergebnisse des Indexes zeigen, dass EU-Staaten in Sachen digitaler Souveränität Entwicklungspotenziale haben.
