Using a structural equation modeling approach, we find that a stringent tax system and regulatory environment, higher inflation, and dominance of the agriculture sector are key factors in determining the size of the informal economy. The results also confirm that a higher degree of informality reduces labor unionization, the number of contributors to social security schemes, and enrollment rates in education.

Plenty, says Katherine Browne in her anthropological investigation of the informal economy in the Caribbean island of Martinique. She begins with a question: Why, after more than three hundred years as colonial subjects of France, did the residents of Martinique opt in 1946 to integrate fully with France, the very nation that had enslaved their ancestors? The author suggests that the choice to decline sovereignty reflects the same clear-headed opportunism that defines successful, crafty, and illicit entrepreneurs who work off the books in Martinique today. Browne draws on a decade of ethnographic fieldwork and interview data from all socioeconomic sectors to question the common understanding of informal economies as culture-free, survival strategies of the poor. Anchoring her own insights to longer historical and literary views, the author shows how adaptations of cunning have been reinforced since the days of plantation slavery. These adaptations occur, not in spite of French economic and political control, but rather because of it. Powered by the "essential tensions" of maintaining French and Creole identities, the practice of creole economics provides both assertion of and refuge from the difficulties of being dark-skinned and French. This powerful ethnographic study shows how local economic meanings and plural identities help explain work off the books. Like creole language and music, creole economics expresses an irreducibly complex blend of historical, contemporary, and cultural influences.

Book excerpt: "Despite the existence of minimum wage legislation in most Latin American countries, there is little empirical evidence demonstrating its impact on the distribution of wages. In this study the authors analyze cross-country data for 19 Latin American and Caribbean (LAC) countries to gain an understanding of if and how minimum wages affect wage distributions in LAC countries. Although there is no single minimum wage institution in the LAC region, the authors find regional trends. Minimum wages affect the wage distribution in both the formal and, especially, the informal sector, both at the minimum wage and at multiples of the minimum. The minimum does not uniformly benefit low-wage workers: in countries where the minimum wage is relatively low compared to mean wages, the minimum wage affects the more disadvantaged segments of the labor force, namely informal sector workers, women, young and older workers, and the low skilled, but in countries where the minimum wage is relatively high compared to the wage distribution, it primarily affects wages of the high skilled. This indicates that the minimum does not generally lift the wages of all, but instead, it offers a wage into which employers can "lock in" wages that are already near that level. Thus, minimum wage legislation is more far-reaching than originally thought, affecting both the uncovered informal sector and those earning above the minimum. Many of the policies aimed at reducing poverty and tackling inequality in the 1960-1980 period were well intentioned, but the region made little or no progress in improving income distribution. With the recent shift toward market orientation and openness to international trade, these countries will need a new approach to labor policy as well as different instruments for addressing income distribution goals. This report gives special attention to four areas of labor policy: 1) change from direct government intervention in wage determination and strict seniority rules to a system that rewards effort, high productivity, and good management within a framework that relies on voluntary negotiation of working conditions between workers and firms; 2) replacement of job security legislation by a more effective mechanism that protects workers when they change jobs; 3) careful design of mandatory contributions to social security and other programs in order to minimize the distortionary effect of labor taxes; and 4) redirecting of government subsidies for training and education to the demand side and targeting to those who cannot afford to pay.
