Book excerpt: Originally published in 1986, this volume deals with both population growth in Latin America and the possible consequences of this growth for the security of the USA. The text analyses the demographic dimensions of the phenomenon and then considers the consequences for US security. It was the first time that the interrelations between national security and population growth were systematically analyzed. The book predicts the raid population growth would have serious economic, social and strategic implications for the USA and rightly predicts the adoption of draconian measures to stem the flow of illegal migrants. Although some aspects of the political landscape have changed since original publication the issue of migration to the USA from Latin America has lost none of its relevance.

Book excerpt: The paper develops a simple, integrated methodology to project public pension cash flows and healthcare spending over the long term. We illustrate its features by applying it to the LAC5 (Argentina, Brazil, Chile, Colombia and Mexico), where public spending pressures are expected to increase significantly over 2015-50 due to demographic trends and rising healthcare costs. We simulate alternative pension reforms, including the transition from a defined benefit to a defined contribution pension system and the fiscal burden of a minimum guaranteed pension under the latter. We also analyze public healthcare outlays in the LAC5, which is likewise expected to increase significantly over 2015-50 due to aging and the so-called excess cost growth factor of healthcare services, showing that curbing the evolution of the latter (e.g., through enhanced competition in the healthcare sector) could aid in containing spending pressures. Despite its simplicity, the methodology yields projections that compare well with other approaches. It therefore provides a good benchmark for assessing alternative reform scenarios, particularly in data-constrained countries.

Available in PDF, EPUB and Kindle. Book excerpt: Latin America and the Caribbean will soon face the challenges of an aging population. This process, which took over a century in the rich world, will occur in two or three decades in the developing world; seven of the 25 countries that will age more rapidly are in LAC. Population aging will pose challenges and offer opportunities. This book explores three sets of issues. First is a group of issues related to the support of the aging and poverty in the life cycle. This covers questions of work and retirement, income and wealth, and living arrangements and intergenerational transfers. It also explores the relation between the life cycle and poverty. Second is the question of the health transition. How does the demographic transition impact the health status of the population and the demand for health care? And how advanced is the health transition in LAC? Third is an understanding of the fiscal pressures that are likely to accompany population aging and to disentangle the role of demography from the role of policy in that process. This book provides an introduction to the concepts and techniques at the intersection of demography and economics. It summarizes the policy debate about potential reforms needed to make population aging an opportunity for development.

Book excerpt: For many years, social scientists have debated the ideological positions on the population-development equation. What has been absent from these discussions is the role played by multinational corporations in perpetuating both adverse population processes and economic under-development in Third World counties. This paper first examines the impact of Latin American countries. Second, it examines the impact of multinational corporations on Latin American women and how the globalization of capital undermines some widely accepted propositions concerning the role of women in economic development. Finally, it describes the impact of multinational corporations on internal migration pressures.
