Book excerpt: This paper investigates the impact of inequality in the geographic distribution of fiscal resources on regional economic growth under fiscal decentralization policy in the context of China's experience, using panel data for 28 provinces over the period 1987-2010. In the recent past, the structure of decentralized government in China has undergone two significant fiscal reforms: the “Fiscal Responsibility System” (FRS) in 1987-1993, and the “Tax Sharing System” (TSS) in 1994. I find that there are different impacts of overall fiscal inequality on economic growth pre-and post-1994. Second, I show that fiscal decentralization could improve regional growth in China. Finally, this paper finds that the use of extra-budgetary funds could reduce the economic growth gap between rich and poor provinces.

Yet there has been only limited analysis of the way in which decentralisation might affect variables such as welfare, output and income at the aggregate level and none at the regional level. This paper makes a contribution to redressing this lack by analysing the aggregate and regional effects of various policies which aim to change the balance between fiscal activities of the national and regional governments. We do this within a small theoretical model designed to capture some of the features of the Chinese economy. The model is solved numerically based on a parameterisation using Chinese data. We analyse four different simulations, all of which involve a cut in central government expenditure and a transfer of resources to the regional governments. The policies which we simulate differ according to the assumed reaction of the regional governments: (1) they adjust expenditure on the consumption good, (2) they adjust infrastructure expenditure, (3) they maximise the welfare of the representative citizen, and (4) they maximise the size of their own budget. We find that the aggregate economic effects of decentralisation depend on the precise nature of the policy and that aggregate benefits may often mask a deterioration in the inter-regional distribution of those benefits.

But China is only the last step in an array of development countries from East / Southeast Asian region. After the fast development of Japan after World War II, the so called tiger countries , South Korea, Hong Kong, Singapore, Taiwan, highlight from the 60s on with high rates of economic growth and later the second generation of tiger countries also (e.g. Malaysia, Indonesian and Thailand). And now China! A country of 9.5 Million square mile can’t growth on whole with the same rate. The effect is an increase in the disparity of regional incomes and still increase with the boost at the rates of economic growth. But what are the reasons for the regional differences in economic growth and the regional disparity. One reason could be the preferential policies in the eastern regions. These policies are specially prepared to attract foreign companies. A second reason, that is current discuss in the scientific world, could the geographical characteristics. The differences in the distance to the coast or navigable river, the climate or the slope could explain variable development. This paper wants to illuminate especially the second reason as a possible answer for unequal regional development and regional disparity, but policy and geography are often the same. So it is important to show the link between these possible reasons and the policies with regional impacts. There are different publications about the geographical implication on economic growth in china in the last years, based on different models. The intention is to compare these papers and highlight the differences. The first chapter handles the historical economic development of the last years in china and wants to show the actual situation. The development especially in policy terms, the change to a market-orientated economy, could already explain many disparities. The third chapter illuminate the regional inequality in China, there development, the theories of convergence and want to give a first answer for the different growth rates. Then we will look to the geography and their effects to Chinese growth rates and at least we make an outlook on future development base on polarization theory.

In many cases, fiscal decentralization has made only modest progress towards meeting its stated goals. In existing literature, there has been extensive debate concerning the economic and social benefits of fiscal decentralization. This study examines the process and consequences of fiscal decentralization in two different regional economies in China at the provincial level. Detailed evaluation of the experience of Guangdong province since the reforms has found economic growth as a result of fiscal decentralization. By contrast, a systematic study of the case of Tibet autonomous region has revealed a much more complicated situation than the case of Guangdong. Whereas a positive and significant relationship between fiscal decentralization and economic growth is evident in iGuangdong, there is no sufficient and compelling evidence to sustain the argument that a same relationship exists in Tibet. Previous studies of fiscal decentralization in China tended to overlook the geographic variation of the subject and its contextual sensitivity. Book excerpt: We give an empirical examination of the impact of fiscal and economic decentralization in China on the country's economic growth and inflation, using a vector autoregressive (VAR) model with latent variables. Our econometric investigation offers strong evidence that there is a connection between decentralization and macroeconomic performance in China. Economic decentralization appears to be positively related to growth in real output for the entire postwar period in China. Fiscal decentralization seems to have adverse implications for the rate of inflation, especially after the late 1970s. Decentralization would therefore seem to be good for growth and bad for price stability.

Book excerpt: There has been a growing interest in investigating the impact of Chinese-style fiscal decentralization in recent years. Some speculate that fiscal decentralization in China has led to the country's phenomenal economic growth. Chinese-style fiscal decentralization has evolved greatly over the past three decades. Asymmetric decentralization -- expenditure remains decentralized with revenue being recentralized -- replaced genuine decentralization in 1994 and resulted in a sea-change in central-local fiscal relations in China. Drawing on a close examination of the evolution of fiscal decentralization, this article suggests that upward accountability resulting from asymmetric decentralization and other factors have contributed to spectacular economic growth in China. Negative consequences of an assertive central government associated with asymmetric decentralization have also been investigated. The article argues that the Chinese government needs an institutional framework to rein in predatory behaviors of both the central government and local governments under an increasingly urbanized and globalized society in China.

Book excerpt: While, politically speaking, China has a centralized government structure with strong top-down mandates, under the country's current fiscal system, local governments are responsible for providing most local public goods and services. Large differences in economic structures and revenue bases exist, however, causing the implicit tax rate and fiscal burdens in support of local government functions to vary significantly across jurisdictions. Regions initially endowed with a broader non-farm tax base do not need to rely heavily on new and existing firms to finance public goods provision, which creates a healthy investment environment in support of non-farm sector growth. In contrast, local governments in regions where agriculture is the major economic activity spend the majority of their resources on their own operating costs, leaving little for public investment. Because of the relatively high transaction costs associated with collecting taxes from the agricultural sector, local governments tend to levy the existing non-farm sector heavily, thereby greatly inhibiting its growth. As a result, regional differences in economic structures and fiscal dependent burdens may translate into widening gaps in equality.

Controlling for other concurrent reform measures, we find that fiscal decentralization has raised the growth rate of per capita GDP at the province level. This is consistent with the hypothesis that fiscal decentralization increases economic efficiency. In addition, we also find that the rural reform, non-state sector development, and capital accumulation are the key driving forces of the impressive growth in China over the past twenty or so years.
