This gap has brought negative impacts to the society, in particular women, because the proportion of public expenditure for women's needs is still very low. Such condition requires the commitment of the government to realize gender equality by mainstreaming gender perspective on various mechanisms, policies and budgeting. This research aimed to analyze the integration of gender responsive budgeting in local government budget at Department of Health in Makassar Municipality of Indonesia in 2014. This research used qualitative method of which the primary data were collected through in-depth interview and documentations. The result indicated that the allocation of gender specific budgeting was 4% with 26 posts and allocation of gender equality budgeting was 3% with 3 posts. Meanwhile, general gender mainstreaming budgeting was unavailable or 0% of total direct expenditure at the Health Department. There were several obstacles in implementing gender responsive budgeting at the department including the obstacles on policies, structural and cultural. Therefore, this research strongly recommends the national and provincial governments to actively plan the budget in gender responsive budgeting, conducts socialization and campaign on the implementation. Finally, local government should integrate local budgeting and plan in responsive gender budgeting perspective.

At a time when GRB is growing in global traction, this book investigates what it can deliver for gender equality and state resilience in contexts where the state is weak or prone to violence, such as in Timor-Leste. Gender-Responsive Budgeting in Fragile States: The Case of Timor-Leste uses the Timor-Leste case to investigate whether gender equality reform can be adopted at the same time as establishing economic and institutional fundamentals. While some may have thought that the adoption of GRB strategy in 2008 was premature, Monica Costa argues that GRB initiatives have contributed to budget accountability and transparency, and ultimately improved policy and budget processes and decisions. This multi-disciplinary analysis of a decade of GRB demonstrates why GRB is important to inform the debate on state fragility-resilience and argues that fragile states cannot defer gender equality in the name of getting the economic and institutional basics right. While a growing number of fragile states have taken steps to make their budget more gender responsive, questions remain for economists and policy makers about what can be achieved, and how. Gender Responsive Budgeting in Fragile States is the first international publication on GRB in fragile state contexts and will be of interest to researchers, upper level students, policy makers and NGOs with an interest in policy, economics, gender and development.

Book excerpt: Achieving gender equality remains a significant challenge, that has only deepened with the on-set of the COVID-19 pandemic. Gender budgeting (GB) can help promote gender equality by applying a gender perspective to fiscal policies and the budget process. This paper takes stock of GB practices in G20 countries and benchmarks country performance using a GB index and data gathered from an IMF survey. All G20 countries have enacted gender focused fiscal policies but the public financial management (PFM) tools to operationalize these policies are far less established. We find that notwithstanding heterogeneity across countries, the average G20 level of GB practice is relatively low. More progress has been made establishing GB frameworks and budget preparation tools than with budget execution, monitoring and auditing. Too few countries assess the upfront impact of policies on gender and/or evaluate ex-post the effectiveness of policies and programs. Where GB features are in place, they tend to operate as an ‘add-on’, rather than a strategic and integral part of resource allocation decisions. Progress with GB does not appear to be dependent on the level of country development. Key to future efforts will be harnessing opportunities for integrating GB tools into existing PFM systems and more closely linking GB initiatives with PFM reforms.
