Book excerpt: A significant volume of literature already exists concerning the inclusion of aviation in the EU-ETS. Most of the research laid its focus on specific industry levels such as the individual airline, the aviation industry in general or macroeconomic aspects. In this context, these studies tried to anticipate market reactions triggered by the EU-ETS by analyzing specific issues such as the financial impact on airlines, changes in competitive behavior or implications for the overall industry development. As a consequence, the existing studies took only a limited market view and made assumptions about expected developments in specific fields of the aviation industry. However, at the time of writing this thesis, conclusions about the scope of impact could hardly be drawn from existing impact assessments because of the wide range of issues that exceeded the scope of most impact studies. Hence, a broader research approach is needed which takes different analytical perspectives to describe the scope of impact of the EU-ETS and depict potential effects for the aviation industry.

Book excerpt: "In its attempt to further mitigate global climate change, the European Union recently included aviation activity into its carbon emissions trading scheme (the 'EU ETS'). This thesis examines the impact of the inclusion of aviation into the EU ETS on Caribbean island states and, additionally, offers recommendation on how these Caribbean island states can deal with the issues that are expected to arise from the inclusion of aviation into the EU ETS. By firstly determining the deficiencies in the EU ETS relevant to Caribbean island states as compared to the UNFCCC and Kyoto Protocol and, secondly, analyzing the legal and economic impact of the inclusion of aviation into the EU ETS on both airlines worldwide as well as Caribbean island states, this thesis finds that there is great uncertainty in the airline industry on the impact of the inclusion of aviation into the EU ETS. Nevertheless, the current EU ETS regime was not anticipated to have a significantly detrimental impact on the Caribbean economy. However, any reduction in the numbers of tourist arrivals and expenditures is economically disadvantageous to the Caribbean island states. Therefore, Caribbean island states should create a stronger and more independent position for themselves within the global climate change framework of the UNFCCC by having all 31 Caribbean island states become party to the UNFCCC and Kyoto Protocol and by working together to create a regional Caribbean ETS." --

Book excerpt: Introduced in January 2005, the EU Emissions Trading Scheme (ETS) is the worlds first large-scale greenhouse-gas trading programme. The scheme covers all 25 EU Member States and aims to help member states achieve compliance with their commitments under the Kyoto Protocol. The EU Environment Council in December 2005 agreed that the inclusion of the aviation sector in the ETS was the best way forward on aviation emissions compared to other policy initiatives, and urged the Commission to bring forward a legislative proposal by the end of 2006. The Committees report considers a range of issues including: current and projected levels of air traffic and its environmental effects; policy sustainability on environmental and economic grounds; determining geographical scope and the limits for inclusion of flights and airlines, allocation methods and trading entities; the impact on air fares and air freight charges; and alternative policy options including fuel taxes; carbon offset schemes and investment in new technologies.

Based on an overview of the scientific background and technological options for emissions reduction, Aviation and Climate Change provides an in-depth assessment of environmental regulation and management. It provides an up-to-the-minute analysis of the effects of aviation on climate change, and an economic analysis of policies to reduce or eliminate greenhouse gas emissions. The main emphasis of the book is on the economic mechanisms used to lessen emissions – carbon taxes, emissions trading schemes and offset schemes. It pays particular attention to the ways these policies work, and to the interaction between them – for instance, the interaction between taxes and emissions trading schemes. One feature of the book is that it analyses the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) which has been developed by ICAO for international aviation, and which is due to commence operation shortly. The advantages and disadvantages of this controversial scheme are discussed. This book will be of interest to researchers in diverse areas (economics, political science, engineering, natural sciences), to air transport policy makers, and to managers in the aviation industry.

Book excerpt: In February 2009, the European Union Directive 2008/101/EC was approved, clarifying how emissions from the aviation sector will be included in the European Union Emissions Trading Scheme (EU ETS). According to this directive, starting from 1st January 2012, all aircraft operators (nearly 4000), flying to or from any airport in EU territory will be included in EU ETS. This dissertation aims to provide qualitative and quantitative information about the consequences for aviation industry to be included in European Union Emissions Trading Scheme (EU ETS) for the first trading period (2012). In this study, with empirical data, a scenario approach has also been used to quantify the potential 2012 CO2 emissions from aviation industry. So that, a scale of the possible total financial burden that aviation sector will be under for their CO2 emissions in the first trading period of EU ETS (2012) is calculated. According to the calculations, 2012 CO2 emissions of the flights covered under EU ETS can vary from 231.242 million tonne of CO2 to 277.036 million tonne of CO2 and the cost of 2012 CO2 emissions for the aviation sector can be between 967.47 million Euro and 2.54 billion Euro.

Book excerpt: Bachelor Thesis from the year 2012 in the subject Business economics - Miscellaneous, grade: 1.3, European Business School - International University Schloß Reichartshausen Oestrich-Winkel (Aviation Management), language: English, abstract: The introduction of an emission trading system within the European Union from 2012 on represents a major financial barrier for all airlines, especially those operating their hubs inside the EU. While the plan is to request all airlines flying in the EU to buy emission certificates, most non-European carriers could still benefit from the international disputes going on at the moment. European-based airlines in turn fear a disadvantage against their non-european competitors, as the need for emission certificates will burden their already high cost structures even further. The paper should first explain the concept of emission trading schemes as well as the current plan of introducing emission trading in the European Union. The second part will then elaborate on the airline’s perspective on emission trading and the included risks/ disadvantages originating from an introduction of such a system. A third part will then analyze the correlation between announcements concerning the emission trading system and the performance of airline stock prices. The analysis shall be based on the stock performance of major European airlines, as they will be the ones facing major discrimination if the system gets introduced. Finally, the usefulness of an emission trading system is going to be discussed and alternatives to solve the climate change issue will be presented.

Book excerpt: It is generally accepted – the US administration excepted - that the emissions reduction targets agreed in the Kyoto Protocol are only the beginning of what needs to be achieved in international climate negotiations. While studies suggest that major emission reductions by industrialized countries can be achieved at low economic cost, both these and early reductions by developing countries are inevitably a major political challenge. This book focuses on European policy toward climate change, specifically its ramifications for the aviation industry. With air travel predicted to grow enormously in the coming years, the issue of climate change is hugely topical for this important industry. Accessible to students, academics and practioners, this book is useful reading for all those with an interest in climate change, the aviation industry, or both.

Book excerpt: The aviation industry will be included in the EU's emissions trading system (ETS) from 1 January 2012. Airlines will have to acquire and 'surrender' allowances for the carbon emissions produced by their flights. The scheme is comprehensive: it applies to EU and non-EU airlines (subject to a potential exemption), to passenger and cargo flights, and to flights between EU airports and between EU and non-EU airports. An airline that fails to surrender allowances is fined €100 per allowance and must make up the shortfall the following year. The EU's scheme has already given rise to legal action in connection with the EU's international civil aviation obligations. But, due to its impacts on trade in goods and services, the scheme also has implications for the EU's obligations under the WTO law: specifically, under the General Agreement on Tariffs and Trade (GATT) and the General Agreement on Trade in Services (GATS). In particular, this raises the question of the scope of application of the GATS Annex on Air Transport Services. As this article shows, it is challenging to design a carbon scheme that is both administratively feasible and justifiable under WTO law.

Hence, this policy topic especially defies an exemplary investigation on how EU policy-making proceeds, to protect environment in anent to a current issue. At present, the EU Emissions Trade System / -Scheme (EU ETS) as one of the most expansive pillars to the Union’s Climate Policy and concurrently the most comprehensive global ETS, is ought to be completed within its second (of three) phases of development. The integration of EU-wide aviation into the system of EU ET proceeding since 2003 is a main part to the future enterprise in expanding EU Climate Policy. Within this step of integration the EU has declared its ambition to take a pioneering task in combating global Climate Change until 2020. During the current decade, critical scientists appraise the realisation of those aims as an impossible scenario for near future (Hahn 2006 / Brockhagen 2004). Not less, within this EU-wide expansion plans the EU ETS is ought to cover and regulate a mobile pollution sector, which has grown eminently during the last decade and as so far has enjoyed special status to national politics.

Book excerpt: Climate change is one of the greatest environmental, social and economic threats facing the planet. The Kyoto Protocol aims to reduce industrialized countries greenhouse gases emissions by 5.2% compared to 1990 levels; at the same time, the European Union Emission Trading Scheme (EU-ETS) is one of the key policies introduced by the European Union to help Member States to meet their emissions reduction targets. Among the sectors included in the scheme, notable exceptions include international aviation, since its emissions rose 78% between 1990 and 2005. On December 20, 2006, the European Commission adopted a proposal for legislation to include the aviation sector in the EU-ETS. This study investigates the economic effects that the inclusion of aviation in the EU-ETS will have on airlines and airport operators.

It sets down a clear marker for what has to be done in the aviation sector.' Professor John Whitelegg, Stockholm Environment Institute, University of York, UK 'Climate Change and Aviation presents a clear picture of the transport sector's greatest challenge: how to reconcile aviation's immense popularity with its considerable environmental damage and its dependence on liquid hydrocarbon energy sources. This book avoids wishful thinking and takes the much harder, but more productive, path of considering difficult solutions that clash with short-term and short-sighted expectations about the unlimited growth potential for flying.' Professor Anthony Perl, Urban Studies Program, Simon Fraser University, Canada 'A convincing and timely collection that brings together an impressive range of expertise. The book integrates various perspectives into a powerful core argument - we must do something, and quickly, to tackle the impact of aviation on our environment. The authors recognise the political difficulties associated with promoting change but present constructive options for policy makers. Required reading, especially for transport ministers set on promoting the growth of air travel.' Professor Jon Shaw, Director of the Centre for Sustainable Transport, University of Plymouth, UK Trends such as the massive growth in availability of air travel and air freight are among those which have led to aviation becoming one of the fastest growing emitters of greenhouse gases. These trends have also caused a shift in expectations of how we do business, where we go on holiday, and what food and goods we can buy. For these reasons aviation is (and is set to stay) high up on global political, organizational and media agendas. This textbook is the first to attempt a comprehensive review of the topic, bringing together an international team of leading scientists. Starting with the science of the environmental issues, it moves on to cover drivers and trends of growth, socio-economics and politics, as well as mitigation options, the result being a broad yet detailed examination of the field. This is essential reading for undergraduate and postgraduate courses in transport, tourism, the environment, geography and beyond, while also being a valuable resource for professionals and policymakers seeking a clear understanding of this complex yet urgently pressing issue.

The allowance allocation method which will be put in place is relatively easy to implement with low administration cost. However, careful scrutiny suggests that the allocation method does not favor airlines with high energy efficiency. This study proposes an alternative allowance allocation method which is fairer in that it rewards energy efficient airlines. Further, the new method is easy to implement with low administrative cost. The Cournot model serves as the theoretical foundation upon which the experiments are designed to simulate the aviation industry under the ETS. The equilibrium is calculated for each allowance allocation method. Results from experiments suggest consistency with theoretical outcomes.

In the U.S., aircraft of all kinds are estimated to emit between 2.6% and 3.4% of the nation¿s total greenhouse gas emissions. The impact of U.S. aviation on climate change is perhaps twice that size when other factors are considered. These include the contribution of aircraft emissions to ozone formation, and the water vapor and soot that aircraft emit. This report provides background on aviation emissions and the factors affecting them; discusses the tools available to control emissions, incl. existing authority under the Clean Air Act and proposed economy-wide cap-and-trade legislation; and examines international regulatory developments that may affect U.S. commercial airlines. Charts and tables.
