Book excerpt: Technologies necessary for the creation of a cis-Lunar infrastructure, namely: (1) automation and robotics; (2) life support systems; (3) fluid management; (4) propulsion; and (5) rotating technologies, are explored. The technological focal point is on the development of automated and robotic systems for the implementation of a Lunar Oasis produced by Automation and Robotics (LOAR). Under direction from the NASA Office of Exploration, automation and robotics were extensively utilized as an initiating stage in the return to the Moon. A pair of autonomous rovers, modular in design and built from interchangeable and specialized components, is proposed. Utilizing a buddy system, these rovers will be able to support each other and to enhance their individual capabilities. One rover primarily explores and maps while the second rover tests the feasibility of various materials-processing techniques. The automated missions emphasize availability and potential uses of Lunar resources, and the deployment and operations of the LOAR program. An experimental bio-volume is put into place as the precursor to a Lunar environmentally controlled life support system. The bio-volume will determine the reproduction, growth and production characteristics of various life forms housed on the Lunar surface. Physicochemical regenerative technologies and stored resources will be used to buffer biological disturbances of the bio-volume environment. The in situ Lunar resources will be both tested and used within this bio-volume. Second phase development on the Lunar surface calls for manned operations. Repairs and re-configuration of the initial framework will ensue. An autonomously-initiated manned Lunar oasis can become an essential component of the United States space program. Currently NASA is defining and implementing a series of robotic orbital and landed missions to the Moon as the initial phase of this vision. To realize the benefits of this activity, NASA needs a comprehensive, well-validated, and prioritized set of scientific research objectives. To help establish those objective, NASA asked the NRC to provide guidance on the scientific challenges and opportunities enabled by sustained robotic and human exploration of the Moon during the period 2008-2013+. This interim report, which focuses on science of the Moon, presents a number of scientific themes describing broad scientific goals important for lunar research, discussions of how best to reach these goals, a set of three priority areas that follow from the themes, and recommendations for these priorities and related areas. A final report will follow in the summer of 2007.

Book excerpt: This book carries out approximate estimates of the costs of implementing ISRU on the Moon and Mars. It is found that no ISRU process on the Moon has much merit. ISRU on Mars can save a great deal of mass, but there is a significant cost in prospecting for resources and validating ISRU concepts. Mars ISRU might have merit, but not enough data are available to be certain. In addition, this book provides a detailed review of various ISRU technologies. This includes three approaches for Mars ISRU based on processing only the atmosphere: solid oxide electrolysis, reverse water gas shift reaction (RWGS), and absorbing water vapor directly from the atmosphere. It is not clear that any of these technologies are viable although the RWGS seems to have the best chance. An approach for combining hydrogen with the atmospheric resource is chemically very viable, but hydrogen is needed on Mars. This can be approached by bringing hydrogen from Earth or obtaining water from near-surface water deposits in the soil. Bringing hydrogen from Earth is problematic, so mining the regolith to obtain water seems to be the only way to go. This will require a sizable campaign to locate and validate useable water resources. Technologies for lunar ISRU are also reviewed, even though none of them provide significant benefits to near-term lunar missions. These include oxygen from lunar regolith, solar wind volatiles from regolith, and extraction of polar ice from permanently shaded craters.

Historical studies of lunar exploration, in-situ resource utilization (ISRU) and industrialization all point to the vast resources on the Moon and its links to future human and robotic exploration. In the historical work, a broad range of technological innovations are described and analyzed. These studies depict program planning for future human missions throughout the solar system, lunar launched nuclear rockets, and future human settlements on the Moon, respectively. Updated analyses based on the visions presented are presented. While advanced propulsion systems were proposed in these historical studies, further investigation of nuclear options using high power nuclear thermal propulsion, nuclear surface power, as well as advanced chemical propulsion can significantly enhance these scenarios. Robotic and human outer planet exploration options are described in many detailed and extensive studies. Nuclear propulsion options for fast trips to the outer planets are discussed. To refuel such vehicles, atmospheric mining in the outer solar system has also been investigated as a means of fuel production for high energy propulsion and power. Fusion fuels such as helium 3 (3He) and hydrogen (H2) can be wrested from the atmospheres of Uranus and Neptune and either returned to Earth or used in-situ for energy production. Helium 3 and H2 (deuterium, etc.) were the primary gases of interest with hydrogen being the primary propellant for nuclear thermal solid core and gas core rocket-based atmospheric flight. A series of analyses have investigated resource capturing aspects of atmospheric mining in the outer solar system.
