Book excerpt: This paper analyzes the effects of differential turnover patterns and the existence of firm specific training, jointly financed by employer and employee, on male-female wage and employment differentials. Chapter 1 introduces the topic of sex differences in occupational distribution and compensation and presents some of the more common economic theories which are relevant to the subject. Chapter 2 presents a model of a firm that invests in the training of its workers, where employee turnover represents depreciation on human capital. Differences in the turnover rates of men and women is shown to be an important determinant of the incentive to the employer to hire and train women as well as men. The empirical implications of the model for the relative wage and occupational distribution of women are contrasted with those derived from a model of general human capital investment. Chapter 3 outlines the problems involved in empirical formulation of the model, the choice of the unit of observation for empirical, testing, and data limitations, and presents the results of empirical testing of the model on aggregate occupational data for males and females from the 1967 Survey of Economic Opportunity. In Chapter 4, the model is applied to occupational data from the 1967 Survey of Economic Opportunity for black and white men as an additional test of its applicability and empirical power. Chapter 5 summarizes the empirical findings and conclusions of the paper

At the same time, the returns to education increased. It has been suggested that these two trends may reflect a common change in the relative price of a skill which is more abundant in both women and more educated workers. In this paper we explore the relevance of this hypothesis by examining the cross-city co-movement in both male-female wage differentials and returns to education over the 1980-2000 period. In parallel to the aggregate pattern, we find that male-female wage differentials at the city levels moved in opposite direction to the changes in the return to education. We also find this relationship to be particularly strong when we isolate data variation which most likely reflects the effect of technological change on relative prices. We take considerable care of controlling for potential selection issues which could bias our interpretation. Overall, our cross-city estimates suggest that most of the aggregate reduction in the male-female wage differential observed over the 1980-2000 period was likely due to a change in the relative price of skill that both females and educated workers have in greater abundance.

Economists traditionally tend to attribute a major fraction of the differential to the difference in on-the-job training. This difference is in turn often explained by the lower profitability of this investment for women who plan to interrupt their careers for family reasons. An alternative explanation that women do not invest because of lack of investment opportunities owing to employers'expectation that they will drop out of the market has been given little attention in the literature. The present paper tries to ascertain, theoretically and empirically, the validity of this argument. Employers have little stake in their employees' investment in general human capital. Thus, if employers' decisions affect investment, this has to be investment in firm-specific human capital. The paper explores the way employers and employees share in such an investment and the way employers' conceptions about women's labor force attachment can affect the size of the investment, women's wages, and their labor-force separation rate. To test the hypothesis that employers' expectations affect women's wages,I examine the effect of plans for labor-force separation on wages. It is assumed that employers are not aware of individual plans, so that absence of a plan's effect on wages can serve as prima facie evidence for the hypothesis. In a simultaneous-equation system it is observed that wages affect plans but plans do not affect wages. Further investigation indicates that the skill intensity of jobs which men and women occupy is a major determinant of the wage gap. This variable is very sensitive to past performance (as measured by labor-force experience and tenure) and future plans in the case of men, but is hardly affected at all by these variables in the case of women.

Today, women with a strong attachment to the labour market typically earn 72-77 cents for every dollar earned by men. Studies have identified factors that contribute to the pay disparity, but they have been unable to fully justify its existence. The unexplained portion of the wage differential is often attributed entirely to discrimination (ie: unequal rewards for equal labour market qualifications), but it also represents omitted variables and measurements error. Some believe that as women increasingly become like men in terms of the extent and nature of their participation in the paid labour force, women's earnings will further approach those of men. equity beyond current anti-discrimination measures (i.e., Equal Pay Act of 1963, EPA, which amends the Fair Labour Standards Act, FLSA; Title VII of the 1964 Civil Rights Act; and E.O. 11246). Others believe that obstacles in the labour market continue to hamper women's progress, particularly their concentration in fairly few occupations and the undervaluing of female-dominated jobs. In the 1980's this perspective led to lawsuits that brought largely unsuccessful comparable worth claims under Title VII (ie: allowing a job evaluation's finding of unequal pay for equally rated female- and male-dominated jobs within a firm as proof of wage discrimination) and to bills that proposed conducting pay equity studies of the federal job classification system. This book reviews the issue in all its complexities.
