Book excerpt: One area of education that many school leaders utilize to assist students at risk of dropping out of school is Career and Technical Education (CTE). The hands-on learning and real-world connections that CTE offers are characteristics that are attractive to students who do not see the traditional values associated with a high school education. In contrast to these strengths, some educators doubt the ability of CTE programs to prepare students for college to the same degree as a traditional high school program. The purpose of this study was to determine the impact that CTE programs have on the achievement of at-risk students. Preliminary Scholastic Aptitude Test (PSAT) and Texas Assessment of Knowledge and Skills (TAKS) scores of at-risk high school students (n = 1,161) from a large, suburban school district in Texas were examined to determine if a student's level of involvement in a CTE program affected their achievement at both the minimum skill and college readiness levels. A logistical regression was performed to determine the extent to which at-risk students' level of CTE involvement was related to TAKS English Language Arts and Math scaled scores and to PSAT Critical Reading and Math scores. The results of this study indicated that the achievement levels of at-risk students on the measure of minimum skills were not statistically significantly different when analyzed by level of CTE involvement. The achievement levels of at-risk students on the measure of college readiness levels, however, were statistically significantly lower for students with lower levels of CTE involvement. As the level of CTE involvement increased, this difference disappeared. The results of this study should encourage school leaders to re-examine CTE programs and to determine ways in which to merge the best aspects from academic and CTE courses together to increase achievement for all students.

Book excerpt: As K-12 systems throughout the country work to create Career and Technical Education (CTE) programs that will provide students with post-secondary skills and competencies to succeed in the workforce, many CTE students may be inadvertently denied the opportunity to also become college ready upon graduation. Focusing on high school CTE coursework deemed to be less academically rigorous, can limit the college readiness rates for CTE concentrators both in admittance and success thereafter. Utilizing Dewey and Prosser’s historical perspectives related to vocational education, current college and career readiness research, and nascent literature on college and career ready indicators, the purpose of this explanatory qualitative case study was to try to understand how adult aged students who graduated from the CTE course of study perceived their preparation for college and career readiness. This study had a sample size of three subjects per state (California, Illinois, and Texas) for a total of nine adult participants who graduated from high school and concentrated in CTE by completing two or more courses in a career or technical education pathway. Using surveys and interviews, the design of this study captured vivid details through the words and actions of the participants to explore and explain the relationship between aspects of their scholastic experiences and their perceived readiness. The findings revealed that that where participants went to school, the quality of the CTE program, and expertise of the adults involved made the greatest differences in participant perceptions of readiness-- superseding all other factors including geography, race, age, and gender. The findings from this study may have significant academic, social, and systemic implications as the belief that college and career readiness are one in the same prevails when driven by quantitative data points. The voices from the field are telling us otherwise.

Book excerpt: The phrase "preparing students for college and career" has become so ubiquitous that it has become almost a mantra in educators' discourse in recent years. Whether mentioned in the Common Core State Standards, in the mission statements of high schools, or in political campaigns, improving the college and career readiness of young people is a concept that few can disagree with. Much attention has focused on how to prepare students "academically" for life after high school. But "readiness" also means having the knowledge and skills to make informed choices about careers and postsecondary education options and--once graduated--to successfully navigate both worlds. High schools are expected to teach these skills and knowledge but are rarely given the guidance or tools to do so. With a grant from the Institute of Education Sciences in the U.S. Department of Education, MDRC and its project partner Bloom Associates developed and piloted a program to help schools build or strengthen their college and career exploration programs. Called "Exploring Career and College Options (ECCO)," the program was designed specifically for career academies but can be adapted to fit many educational settings. "Career academies" are schools within schools that enroll up to several hundred students. They are organized by a career theme, such as health sciences or media arts. Besides regular high school courses, career academy students enroll in a sequence of career-technical courses centering on the theme area. Finally, students participate in internships and other experiences in workplaces--which is often called "work-based learning"--to reinforce the connections between what they learn in the classroom and their future careers. An earlier random assignment study of career academies conducted by MDRC demonstrated the effectiveness of the model. Over the years, as the number of career academies grew, the parallel pressure to ensure that all students meet high academic standards inadvertently crowded out time for career exploration activities--the very activities that nonexperimental evidence from the MDRC study suggests may have played an instrumental role in causing the large increases in earnings that career academy participants experienced over the eight-year period following high school graduation. Career academies typically cite a lack of time, skills, and resources as the reason for not offering such activities to all of their students. ECCO is a capacity-building program to help career academies offer opportunities to students to learn about their workplace and postsecondary options through four core components: (1) a series of one-hour in-class lessons; (2) visits to local work sites; (3) visits to college campuses; and (4) a six-week internship offered to all students in the summer before or during their senior year. The curriculum includes guidance for educators on how to arrange and manage students' out-of-school experiences as well as guides for partnering employers. This report summarizes findings from a three-year study of the implementation of the ECCO program. ECCO was launched in 18 career academies in six school districts in three states: (1) California; (2) Florida; and (3) Georgia. The purposes of the study are to document the experiences of these schools in adopting the program and to assess the extent to which, when given support and resources, programs like ECCO can be fully implemented. The study also collected descriptive data to assess the promise of the program to improve student participation in career and college exploration activities and to improve their awareness of postsecondary options. The economic costs are over $150 billion annually without considering the incalculable personal and social costs. Now, more than ever, it is critical to find different pathways to connect to high school students and engage them as they prepare for postsecondary life. The specific objective of this research was to determine student perceptions of how core academic programs that are linked with core academic curriculum and real world experiences such as Linked Learning contributed to engagement in high school and readiness for postsecondary life. In addition, this study examined teachers' and administrators' perceptions of Career and Technical Education (CTE) pathways and, more specifically, their views on the integration of CTE and core academics, as well as influences on student engagement and preparation for postsecondary education and career readiness. This study used a mixed methods approach, including a student survey, student and teacher focus groups, and interviews with administrators. This research paper found that students enroll in a CTE pathway more to prepare for a potential career than for any social reasons. Additionally, CTE pathways helped student engagement and comprehension of other core academic subjects, such as English and mathematics. The research also found that educators did not promote, request, nor demand the increased integration of CTE and core academics. More detailed longitudinal research on the impact of various CTE pathway approaches on high school graduate outcomes is needed to better understand whether change should be pursued.

Book excerpt: The purpose of this hybrid ex-post facto study was to examine the relationship between the postsecondary intended destination of Career Technical Education students and their high school program of study. The study also examined the relationship between the postsecondary intended destination and students' interest and aptitudes as determined by the CareerScope® Inventory. The study showed that CTE is a viable option for many postsecondary paths, including the military, work and college. The findings from this study are an indication that interests and aptitudes are relevant factors relating to postsecondary destinations. This differential research study was comprised of three principal sources collected by the CTE institution. These sources included population information collected, which was retrieved from the CTE institution's PowerSchool student database, the students' CareerScope® Inventory (interest and aptitude results), and the student completed Senior Survey (post-secondary intended destination). Participants for this study were obtained by employing a convenience sample methodology. Population characteristics, which included CIP codes at graduation, special education status, ethnicity, gender, and Free and Reduced Lunch status, were used to further interpret the results of the research questions. A two-way Chi Square analysis was conducted to evaluate if there was a statistical difference between the CTE HS program of study and the postsecondary intended destination. The results did not reveal a normal distribution within the data. The results indicated that 81.8% of the CTE graduates intended to pursue a postsecondary college destination; therefore, all results should be interpreted in light of a non-normal distribution. The researcher utilized a trend analysis to examine the relationships between the CareerScope® Inventory results and postsecondary intended destination and from the data collected formulated a conclusion that relationships exist between the interest and aptitudes and postsecondary intended destination.

Book excerpt: In Georgia, high school graduates are expected to be college and career ready, however due to recent educational legislative changes the focus has been placed on being college ready. These modifications have led to a low number of graduates completing a Career Technical Education (CTE) pathway as well as a low number of graduates passing their CTE End-of-Pathway assessments and earning industry credentials. To assist in determining the factors that have led to the devaluation of CTE by Georgia graduates, a critical qualitative inquiry study was conducted on a sample of 13 graduates from Wonderwood High School, in South Heights, Georgia. The study aimed to identify how the graduates of Wonderwood would both describe the perceived value of completing a CTE pathway as well as how they view CTE curriculum objectives and their relationship to their post-secondary plan(s). In-depth phone interviews were conducted, transcribed, coded and the data analyzed to determine overarching themes. The first theme developed involved the graduates’ awareness of CTE curriculum’s value and purpose, of which 100% of the graduates stated that CTE adds value to a student’s education and allows for career exploration. However, the results indicated that they did not have this opinion until after they had graduated and entered a post-secondary institution. The participants acknowledged skills attainment, Advanced Placement (AP) versus Dual Enrollment (DE), Georgia Department of Education (GaDOE) school evaluation measures and misinformation from Non-CTE faculty and staff as the reasons they saw a lack of CTE value while attending Wonderwood. The second theme comprised of the cultural/societal influences impacting the graduates’ participation in CTE of which a lack of student voice, power dynamics, social reproduction and the idea of hidden curricula were indicated as leading to Non-CTE completers feelings towards how CTE impacts post-secondary readiness. To assist in alleviating the devaluation of CTE in Georgia, the secondary education process must entail active participation from all stakeholders to include teachers, parents, administrators, counselors, and students with the goal of determining the educational path required for a student to become successful in their post-secondary plan.

Book excerpt: The recent calls for increased accountability in higher education, and the rising demand for workers with middle skills, have combined to raise public awareness of the critical role of community colleges in educating the workforce. The accountability measures used by the institutions in answering this call, completion and retention rates, may not be appropriate for community colleges, particularly for the career and technical education (CTE) programs that focus on workforce development (Hagedorn, 2012; Jenkins, 2011; Mullin, 2012; West, et al., 2012; Yorke & Longden, 2004). Compounding that inappropriateness is the belief, held by many postsecondary CTE faculty and leaders, that students in those programs leave, without earning the related certificate or degree, because they have become employed using the skills gained through participation in the program. Those employment outcomes may be the very success being sought by the students. This divergence between the institutional and student definitions of success is described in the existing literature on student success: retention and completion are the measures implemented by institutions (Yorke & Longden, 2004); while persistence and achievement are the measures from the students' perspective (Mortenson, 2012; Tinto, 2012a). Working in a constructivist framework, this study used guided narrative interviews with former CTE students, from one California community college, to gain understanding about their employment outcomes, program attributes that contributed to their success, and the relevance of the available certificates. The sample of students was drawn from the population responding to the CTE Employment Outcomes Pilot Study (The RP Group, 2012) survey administered at the college. The findings from the study, in alignment with existing student success literature, revealed five program attributes that contributed to the students' construction of their own success - impassioned faculty, engaged classmates, applied learning, connections between the classroom and business world, and the relevance of coursework to the world of work. Using these themes, this study proposes a theoretical model, Student Success Construction Theory, for framing the ways in which postsecondary CTE students construct success.
