This book was released on 2001-08-20 with total page 744 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work brings together in one volume the background papers on major service sectors prepared by the WTO Secretariat for the WTO's Council for Trade in Services, in preparation for the new round of negotiations which started in January 2000. Following an analysis of the economic effects of services liberalization, 19 chapters on individual service sectors consider the issues which WTO Members need to consider when framing their negotiating positions and objectives for the new round and preparing their industries for a more open trading environment: the economic importance of the sector; the manner in which it is regulated and traded; problems of definition and classification; and the pattern of commitments undertaken by Member governments under the GATS. Many of the papers also identify prevalent forms of trade restriction or discrimination and suggest areas for further work. In addition, the work includes a detailed description of the structure of services commitments as submitted by WTO Members with respect to the four modes of supply which constitute the definition of trade in services under the GATS. The contributions have been provided by experts of the Trade in Services Division of the WTO Secretariat, with responsibility for the services or subjects in question.

Book excerpt: Trade in services, far more than trade in goods, is affected by a variety of domestic regulations, ranging from qualification and licensing requirements in professional services to pro-competitive regulation in telecommunications services. Experience shows that the quality of regulation strongly influences the consequences of trade liberalization. WTO members have agreed that a central task in the ongoing services negotiations will be to develop a set of rules to ensure that domestic regulations support rather than impede trade liberalization. Since these rules are bound to have a profound impact on the evolution of policy, particularly in developing countries, it is important that they be conducive to economically rational policy-making. This book addresses two central questions: What impact can international trade rules on services have on the exercise of domestic regulatory sovereignty? And how can services negotiations be harnessed to promote and consolidate domestic policy reform across highly diverse sectors? The book, with contributions from several of the world's leading experts in the field, explores a range of rule-making challenges arising at this policy interface, in areas such as transparency, standards and the adoption of a necessity test for services trade. Contributions also provide an in-depth look at these issues in the key areas of accountancy, energy, finance, health, telecommunications and transportation services.

Book excerpt: Trade in Higher Education: The role of the General Agreement on Trade in Services (GATS) - Internationalization of higher education has been evolving over the years. Today, trade in education has become an important framework under which cross-border mobility of students, institutions, programs, and teachers takes place. The General Agreement on Trade in Services (GATS) has systematized and formalized the conditions for trade in services including education. This book provides a detailed analysis of various dimensions of the GATS and its implications for development of higher education, especially in developing countries. The analysis also provides a critical assessment of the benefits derived and potential threats posed by trading in education. It is hoped that the study will provide useful insights on the issue for educational policy-makers, planners, and researchers.

Available in PDF, EPUB and Kindle. Book excerpt: Globalization is increasing interconnectedness and is offering immense opportunities for businesses worldwide. Although it has been taking place for hundreds of years, it has sped up enormously over the last half-century, increasing international trade, greater dependence on the global economy, and freer movement of capital, goods, and services. While globalization can create opportunities for wealth in emerging economies, it still cannot completely close the gap between the world’s poorest countries and the world’s richest. Many view globalization as a threat to cultural diversity, believing that it can drown out local economies, traditions, and languages and make travel to certain regions less desirable. Neoliberalism in the Tourism and Hospitality Sector provides innovative insights into the adoption of glocalization as a measure to mitigate the threats posed by globalization within the travel and tourism industries. It is designed for policymakers, researchers, government officials, and marketers considering glocalization as a means to sustain the relevancy of local business and trade.

Available in PDF, EPUB and Kindle. Book excerpt: The development of new digital technologies has resulted in significant transformations in daily life, from the arrival of online shopping to more fundamental changes in the ways we work and communicate. Many of these changes raise questions that transcend market access and liberalisation, and demand cooperation and coherent regulatory design. International trade regulation has hitherto not reacted in a forward-looking manner to the digital revolution and, particularly at the multilateral level, legal engineering has yielded few tangible results. This book examines whether WTO laws possess the necessary flexibility and resilience to accommodate the changes brought about by burgeoning digital trade. By revealing both the potential and the limitations of the WTO framework, it provides a broad picture of the interaction between digital technologies and trade regulation, links the often disconnected discourses of international trade law, intellectual property and cyberlaw and explores discrete problems in different domains of global trade regulation.
