Abstract: Space conditioning and lighting together account for about a third of end-use energy consumption in residential buildings in Hong Kong. Previous research shows that such energy consumption can be significantly reduced by employing energy-efficient building envelope design. However, despite that fact, the envelopes of many residential buildings in Hong Kong are designed in ways that impair building energy performance. For example, most residential buildings in Hong Kong have single-glazed windows and solar-absorbing roofs, many leak airs, and some have no external wall insulation or exterior shading. There are many energy-efficient envelope (EEE) design measures that improve overall building energy efficiency, but their selection has been widely recognized as a difficult task for design decision-makers, as it requires good engineering judgment and substantial building performance data. Apart from the energy considerations in EEE design, the reasons why professionals do or do not incorporate EEE design measures voluntarily into building design have not been thoroughly investigated. The majority of previous studies have focused on evaluating design alternatives after the design decision is made, but largely overlook the issue of informing the design before the decision-making process. The aim of this research is to inform design decision-making for selecting appropriate EEE measures for residential buildings in Hong Kong. The research included three major interrelated steps. Firstly, a comprehensive literature review was conducted of the energy-related parameters and non-energy-related factors critical to the selection of EEE design measures in the Hong Kong context. Secondly, the influential design parameters identified from the literature review were used for detailed parametric simulation and analysis. Their effects on building energy performance were evaluated, and their relationships with selected outputs were analysed. Thirdly, a survey was set up to investigate the perceptions of building professionals about EEE design decision-making criteria and factors affecting the adoption of EEE designs. Taken together, these three study components contribute to the development of a decision support framework that buttresses the effective selection of appropriate EEE design measures for low-energy residential buildings in Hong Kong. The framework shortlists the critical parameters in EEE design, highlights their effects on building energy performance, points out the drivers and barriers to adoption, and suggests strategies to expedite the adoption of those measures. The findings should support the effective comparison and selection of EEE design measures for delivering low-energy residential buildings in Hong Kong. They should also help to achieve the targets of relevant industry and government programmes in Hong Kong for expediting the adoption of EEE design measures. Abstract: In 2006, over 160 countries have ratified the Kyoto Protocol, which is an international agreement concerning the climate change. It sets binding targets for reducing greenhouse gas ("GHG") emissions (UNFCCC, 2006) and these countries were committed to do so. Reduction on GNG emission becomes a common but differentiated responsibility over these countries, including China and Hong Kong. In Hong Kong, The Government of the Hong Kong Special Administrative Region ("HKSAR") was also committed to reduce GHG emissions by implementing difference measures (EPD, 2010). In view of 60 percent of GHG emission in Hong Kong is generated by electricity generation, reduction on electricity consumption for building operations is the main means of achieving reduction on GHG emissions. Since Hong Kong had been treated as international financial centre, over 60 percent of the total electricity consumption was contributed by the commercial sector. To promote energy efficiency so as to accomplish reduction on electricity consumption, both HKSAR and other green organization, such as BEAM Society and U.S. Green Building Council, had set up numerous reference guidelines. However, these guidelines may applicable to new buildings but not in most commercial building in Hong Kong which were aged and multi-owned. In these aged and multi-owned commercial building, the concern of energy efficiency was not involved during design stage. In view of durable nature of commercial building, energy efficiency hardly be achieved unless substantial implementation of measures. However, capital cost and alteration work were needed to be considered for such implementation which causing difficulties for most of the single block building. As advised by Electrical and Mechanical Department, the Building Manager is one of the key persons in building energy efficiency and conservation as it is the one who operate all building services installation so as to suit the needs of the occupants. This dissertation is an attempt to evaluate the feasibility of implementing energy efficiency measures in these commercial buildings in Hong Kong from the management point of view. Abstract: Desk-top research found that the performance of green building development in Hong Kong has lagged behind other countries or cities of similar international status. The main reason for that is the lack of green building policy to coordinate the existing measures. Hence, this dissertation aims to fill the gap by finding out whether green building policy should be implemented in Hong Kong and what instruments or tools should be included in the policy if it is formulated. Further to the focus study on four selected countries, i.e. Singapore, the United States, the United Kingdom and the Netherlands, it is noted that an effective green building policy should contain a quantitative target as goal achievement and comprise mandatory instruments, economic instruments and information tools as policy options. After identifying some suitable policy options, a survey has been conducted to collect people's views. Survey results supported that there is a need for the buildings in Hong Kong to be greener and for the Hong Kong government to formulate a set of green building policy. It is recommended that Hong Kong green building policy should include quantitative commitment for both new public and private buildings in short run; and extend to existing public and private buildings in long run. The government should keep reviewing and extending its mandatory requirements on green building design and energy performance, and introducing mandatory energy audit for disclosure of key consumption data for public viewing and full report during premises or building transactions. As mandatory energy audit is a fresh idea in Hong Kong and may not be easily accepted by citizens, the government should provide sufficient assistance at the teething stage when implementing it. To further promote green building development, it is suggested that the Hong Kong government should provide financial incentives, such as the provision of tax credits for green building investment and subsidy for upgrading energy performance of existing building. However, energy tax may not be a suitable option to implement at present in view of its necessity and respondents' objections from the survey results. Apart from mandatory and economic instruments, it is opined that the Hong Kong government should allocate resources for research and development, and education for promoting green building development. This is also greatly supported by respondents according to the survey results. As green building may still be a new concept to many building practitioners in Hong Kong, the government should also set up a designated team to administer green building issues and provide a wide-spreading platform for knowledge exchange and experience sharing. Developing green building in Hong Kong not only requires commitments from the Administration and contributions from the stakeholders, but also the involvement of every citizen. With the support from everyone, this definitely can smoothen the formulation and implementation of green building policy, and make the built environment green and sustainable for the next generations to enjoy! The Ministry of Housing and Urban-Rural Development (MOHURD)’s latest data shows that China’s building sector accounts for around one-third of its final energy consumption (MOHURD, 2016). Particularly in northern China, the cold climate exerts pressure on its central heating system, which is responsible for a total energy consumption of about four hundred million tons of standard coal equivalent (TCE) (National Development and Reform Commission, 2017). Due to the growing population, economic development, and increasing standards of living, China expects that building energy use will escalate in the coming years. As a result of rapid urbanization, China’s building stock nearly tripled from 1995 to 2005, and it is estimated to nearly triple again by 2030 (Global Buildings Performance Network, 2013). There are a large number of existing buildings that perform poorly in terms of energy, wasting resources and polluting the environment. In order to overcome big challenges in energy conservation and the reduction in carbon dioxide emissions, promoting the energy efficiency of existing buildings should be of great use. This thesis aims to provide solutions for improving the energy efficiency of existing residential buildings in northern China. Using data from a typical residential building in Beijing, the biggest city in northern China, an energy model is built and analyzed. Models with different energy-saving strategies are then presented to investigate practical and potential solutions with regards to energy efficiency and cost."--Abstract.
