Once the magnitude of the threat to Japan's shipping became fully apparent in 1943, the IJN made plans for mass production of ASW escorts. These arrived in 1944, but could not stop the massacre of Japanese shipping by increasingly bold and effective American submarines. This volume will detail the history, weapons and tactics of the IJN's ASW escorts. It fundamentally challenges the popular notion that the navy was a 'silent,' apolitical service. Politics, particularly budgetary politics, became the primary domestic focus—if not the overriding preoccupation—of Japan's admirals in the prewar period. This study convincingly demonstrates that as the Japanese polity broadened after 1890, navy leaders expanded their political activities to secure appropriations commensurate with the creation of a world-class blue-water fleet. The navy's sophisticated political efforts included lobbying oligarchs, coercing cabinet ministers, forging alliances with political parties, occupying overseas territories, conducting well-orchestrated naval pageants, and launching spirited propaganda campaigns. These efforts succeeded: by 1921 naval expenditures equaled nearly 32 percent of the country's total budget, making Japan the world's third-largest maritime power. The navy, as this book details, made waves at sea and on shore, and in doing so significantly altered the state, society, politics, and empire in prewar Japan.

Book excerpt: The Elusive Enemy explores the evolution of U.S. intelligence concerning the combat capabilities of the Imperial Japanese Navy and its air arm during the interwar period and the Pacific War. Ford contends that the US Navy could not accurately determine the fighting efficiency of Japan’s forces until it engaged them in actual battle conditions over an extended period. As the conflict progressed, the Americans were able to rely on a growing array of intelligence material, including POWs, captured documents, and specimens of captured enemy weapons. These sources often revealed valuable information on the characteristics of Japanese equipment, as well as some of the ideas and doctrines which governed how they carried out their operations. First-hand observations of the Japanese navy’s performance in battle were the most frequently used source of intelligence which enabled the US Navy to develop a more informed assessment of its opponent. Ship crews, along with US aviators, were tasked to collect information by making a thorough observation of how the Japanese fought. Action reports described how the Imperial fleet demonstrated a number of weaknesses, the most important of which was a shortage of modern equipment and, after 1942, diminished air power. Yet, he demonstrates how the Japanese remained a resilient enemy who could be defeated only when the Americans deployed sufficient equipment and used it in an appropriate manner. The Office of Naval Intelligence, as well as the intelligence services operating in the Pacific theater, thus had to assess a wide array of conflicting characteristics, and provide a balanced evaluation concerning the strengths and weaknesses of the Imperial navy. At the same time, a large part of the intelligence analysis was undertaken by commanders in the Pacific Fleet. Naval personnel and aircrews assessed the information gained through encounters with the enemy so that they could develop a set of methods whereby US forces were able defeat the Japanese without incurring excessive casualties and losses. The intelligence services, in turn, played an important role in disseminating the information on the most efficient tactics and weapons that could be used to defeat the Imperial Fleet. The Elusive Enemy aims to explain how American perceptions concerning the Japanese navy evolved during the conflict, with a particular focus on the role of intelligence. It also seeks to introduce a new perspective on the question as to why the U.S. Navy carried out its campaigns during the Pacific War in the manner that it did.

Hailed by the British Admiralty, Theodore Roosevelt, and Kaiser Wilhelm II, the international bestseller also was endorsed by the Japanese Naval Ministry, who took it as a clarion call to enhance their own sea power. That power, of course, was eventually used against the United States. Sadao Asada opens his book with a discussion of Mahan’s sea power doctrine and demonstrates how Mahan’s ideas led the Imperial Japanese Navy to view itself as a hypothetical enemy of the Americans. Drawing on previously unused Japanese records from the three naval conferences of the 1920s—the Washington Conference of 1921-22, the Geneva Conference of 1927, and the London Conference of 1930—the author examines the strategic dilemma facing the Japanese navy during the 1920s and 1930s against the background of advancing weapon technology and increasing doubt about the relevance of battleships. He also analyzes the decisions that led to war with the United States—namely, the 1936 withdrawal from naval treaties, the conclusion of the Tripartite Pact in September 1940, and the armed advance into south Indochina in July 1941—in the context of bureaucratic struggles between the army and navy to gain supremacy. He concludes that the ""ghost"" of Mahan hung over the Japanese naval leaders as they prepared for war against the United State and made decisions based on miscalculations about American and Japanese strengths and American intentions.
