The formative years began when a British Naval Mission was established in Japan in 1867 to advise on the development of balloons for naval purposes. After the first successful flights of fixed-wing aircraft in the USA and Europe, the Japanese navy sent several officers to train in Europe as pilots and imported a steady stream of new models to evaluate.During World War One Japan became allied with the UK and played a significant part in keeping the German fleets of ships and submarines at bay in the Pacific and Indian Oceans. However, in the international naval treaties that followed they felt betrayed, since the number of capital ships, battleships and cruisers, that they were allowed was below those of the USA and the UK.Aircraft carriers were not included, so a program of carrier building was started and continued until World War Two. At the same time they developed an aircraft industry and at the beginning of war their airplanes were comparable, and in some instances superior, to those of the British and Americans.Much prewar experience was gained during Japans invasion of China, but their continued anger with America festered and resulted in their becoming allied with Germany, Italy and the Vichy France during World War Two. There followed massive successful attacks on Pearl Harbor, the Philippines, the Southern Islands, Port Darwin and New Guinea.The British were decimated and the USA recoiled at the onslaught, taking over a year to regroup and take the war to the Imperial Japanese forces. Throughout the conflict many sea battles were fought and the name Zero became legendary. When Japan eventually capitulated after the Atomic bombs were dropped the Japanese Imperial Air Service was disbanded.

Why Air Forces Fail examines the complex, often deep-seated, reasons for the catastrophic failures of the air forces of various nations. Higham and Harris divide the air forces into three categories of defeat: forces that never had a chance to win, such as Poland and France; forces that started out victorious but were ultimately defeated, such as Germany and Japan; and finally, those that were defeated in their early efforts yet rose to victory, such as the air forces of Britain and the United States. The contributing authors examine the complex causes of defeats of the Russian, Polish, French, British, Italian, German, Argentine, and American air services. In all cases, the failures stemmed from deep, usually prewar factors that were shaped by the political, economic, military, and social circumstances in the countries. Anthony Christopher Cain's chapter on France's air force, l'Armée de l'Air, attributes France's loss to Germany in June 1940 to a lack of preparation and investment in the air force. One major problem was the failure to centralize planning or coordinate a strategy between land and air forces, which was compounded by aborted alliances between France and countries in eastern Europe, especially Poland and Czechoslovakia. In addition, the lack of incentives for design innovation in air technologies led to clashes between airplane manufacturers, laborers, and the government, a struggle that resulted in France's airplanes' being outnumbered by Germany's more than three to one by 1940. Equipped with Grumman F4F Wildcats, VF-9 first saw combat during the Allied invasion of North Africa in November 1942, where the squadron engaged Vichy French fighters over Morocco. Returning to the United States, VF-9 became one of the first squadrons to receive the Grumman F6F Hellcat and to deploy on the USS Essex, the first of its class of fleet carriers that would form the backbone of the US Navy's Fast Carrier Task Force. VF-9, the Hellcat, and the Essex all entered combat in the fall of 1943. In the hands of the squadron's pilots, and with other Navy fighter squadrons, the Hellcat proved superior to the Imperial Japanese Navy's A6M Zero, which had heretofore been the world's premier carrier fighter plane.
