Book excerpt: This book provides a discussion of the general impact of WTO membership on both sides of the Taiwan Strait, and addresses the political and economic impact on cross-Strait relations of common membership. The book begins with an introduction which analyzes the state of cross-Strait economic and political relations on the eve of dual accession to the WTO and briefly introduces the chapters which follow. The first chapter discusses the concessions made by both sides in their accession agreements and is followed by two chapters which describe the manner in which the Taiwan economy was reformed to achieve compliance as well as the specific, restrictive trade regime that was put into place to manage mainland trade. The next two chapters deal with the implications of that restrictive trade regime for the Taiwan economy in Asia and with the nature of the interactions between the two sides within the WTO. The final four chapters of the volume examine the impact of membership on four sectors of the economy: finance; agriculture; electronics and automobiles. There is a post-script which briefly covers developments since the chapters were completed.

Book excerpt: This paper evaluates the impact of China's WTO accession on trade and economic relation across the Taiwan Strait and its implications for rest of the world by a recursive dynamic, 17-region, 25-sector computable general equilibrium (CGE) model according to actual market access commitments that China and Taiwan have made to date. The simulation results show that both China and Taiwan will substantially benefit from their WTO memberships, and their economic interdependence and their dependence with rest of the world will further deepen. The rest of the world may also benefit because of the expansion of world trade and improvement of their international terms of trade, but some developing countries with a endowment structure similar to China, like those in South America and Southeast Asia, may experience keener competition in labor-intensive exports and lower prices for their products.

Book excerpt: With China's accession to the World Trade Organization imminent, this book brings together the expert views of scholars, policy-makers and business representatives on the consequences of this historic event. Insight into the past and future of China's relationship to the WTO is offered by authors involved on both sides of the negotiations on the EU-China bilateral agreement of May 2000 and the on-going negotiations up to spring 2001. An analyst and representatives from four economic sectors (the automobile industry, telecommunications, insurance and banking) clash over their predictions for the future. Also presented is an investigation of the challenges for China's political, social and legal systems, and revealing prognoses are given for the implications for global trade and investment flows for the EU and Greater China, and for the modus operandi of the WTO itself. By shedding light on economic effects and social and legal implications, the book gives a comprehensive picture of potential challenges arising from China's entry to the WTO.

Book excerpt: "China's accession to the World Trade Organisation (WTO) in 2001 was hailed as the natural conclusion of a long march that started with the reforms introduced by Deng Xiaoping in the 1970s. However, China's participation in the WTO since joining has been anything but smooth, and its self-proclaimed "socialist market economy" system has alienated many of its global trading partners - as recent tensions with the United States exemplify. Prevailing diplomatic attitudes tend to focus on two diametrically opposing approaches to dealing with the emerging problems: the first is to demand that China completely overhaul its economic regime; the second is to stay idle and accept that the WTO must accommodate different economic regimes, no matter how idiosyncratic and incompatible. In this book, Mavroidis and Sapir propose a third approach. They point out that, while the WTO (as well as its predecessor, the General Agreement on Tariffs and Trade [GATT]) has previously managed the accession of socialist countries or of big trading nations, it has never before dealt with a country as large or as powerful as China. Therefore, in order to simultaneously uphold its core principles and accommodate China's unique geopolitical position, the authors argue that the WTO needs to translate some of its implicit legal understanding into explicit treaty language. Focusing on two core complaints - that Chinese state-owned enterprises (SOEs) benefit from unfair trade advantages, and that domestic companies (both private as well as SOEs) impose forced technology transfer on foreign companies as a condition for accessing the Chinese market - they lay out their specific proposals for successful legislative amendment"--.

Book excerpt: After several years of negotiations, Taiwan joined the World Trade Organization (WTO), the international organization that sets rules for most international trade, on January 1, 2002. China fought to allow Taiwan to join the WTO only as a "separate customs territory" and only after China obtained membership (which it did in December 2001). Trade and investment relations between China and Taiwan have boomed in recent years; China has replaced the United States as Taiwan's export market. However, political tensions between China and Taiwan remain high. In an effort to further boost U.S.-Taiwan economic ties (and to lessen Taiwan2s growing economic dependency on the mainland), some Members of Congress have indicated support for a U.S.-Taiwan free trade agreement (FTA). This report will be updated as events warrant.

Available in PDF, EPUB and Kindle. Book excerpt: Grounded on a series of first-hand interviews with Chinese government officials, this book examines China’s accession to the World Trade Organization, providing an ‘inside’ look at Chinese WTO accession negotiations. Presenting a systematic political economy model in analyzing Beijing’s decision-making mechanisms, the book argues that China’s WTO policy making is a state-led, leadership driven, and top-down process. Feng explores how China’s determined political elite partly bypassed and partly restructured a largely reluctant and resistant bureaucracy, under constant pressure from an increasingly globalized international system. By addressing China’s accession to the WTO from a political analysis perspective, the book provides a theoretically informed and intriguing examination of China’s foreign economic policy making regime. The book highlights contemporary debates relating to state and institutionalist theory and provides new and useful insights into a significant development of this century.

Available in PDF, EPUB and Kindle. Book excerpt: China's accession to the WTO requires a great many specific policy reforms. However, if the best results are to be obtained, it is important that these reforms be implemented as part of a consistent development program, rather than simply by treating them as a recipe. To do this, policy makers must understand the range and nature of the policy changes required by accession, their implications for the economy, and the availability and effects of supporting policies. 'China and the WTO' analyzes the nature of the reforms involved in China's accession to the WTO, assesses their implications for the world economy, and examines the implications for individual households, particularly the poor. Its key objective is to provide the information that will allow policy makers to implement WTO commitments and formulate supporting policies to contribute strongly to economic development and poverty reduction. Individual chapters by leading scholars analyze the nature of the reforms in key areas, such as agriculture, services, intellectual property and safeguards and anti-dumping. These chapters form the building blocks for later chapters which analyze the implications of reform for the economy. The book also includes a series of studies that assess the implications for households, taking into account the social safety net policies applying in China, and the impacts of complementary policies in areas such as labor market reform and investments in human capital. Of interest to policymakers, academe and students studying international trade issues and to practitioners in the area of trade and development, 'China and the WTO' is a valuable addition to the wealth of information provided by the World Bank Trade and Development Series.

Book excerpt: This handbook highlights the important commitments that China has made to the international community and analyzes the potential impact of such commitments on China. Part I of the book outlines China's commitments to convert her economy from a centrally planned one to a free market one as far as cross-border movement of goods, services and personnel is concerned. It reproduces China's commitments in a tabular format to facilitate reading, and is supplemented with brief references to WTO regulations where appropriate so that readers get to know how China's commitments relate to WTO obligations. Part II examines the impacts of China's WTO membership as a whole and on her specific economic sectors. Part III consists of tables and figures selected from a report compiled by the US General Accounting Office, presenting some of the Office's analysis and findings of China's commitments on WTO accession. Appendix 1 lists all the legal instruments pertaining to China's accession to the WTO.

Book excerpt: Seminar paper from the year 2003 in the subject Politics - International Politics - Topic: International Organisations, grade: 1.6 (A), University of Manchester (Manchester School of Management), course: Manchester School of Management, 28 entries in the bibliography, language: English, abstract: What were the difficulties surrounding China's accession to the World Trade Organisation (WTO)? Why has it taken the People's Republic of China (PRC) over 15 years to join? What are the expected benefits and disadvantages of joining? What changes is WTO membership likely to bring to China's economy in the future? These are the question this paper will address. WTO accession by China is often seen as the most significant event about China in the last decade, even ahead of the Taiwan Independence issue, which continues to penetrate world news periodically. Since the end of the Cultural Revolution in 1978, China has been on a course of economic reform. Today, Chinese are richer than ever before in history, with the country itself having experienced extended periods of extraordinary growth. Specifically, this report will highlight China's first attempts to join the WTO more than 15 years ago in chapter two. Chapter three will focus on the main areas of difficulty surrounding WTO accession, while chapter four will comment on the final accession in December 2001. The expected economic advantages and disadvantages for China will be discussed in chapter five; finally, chapter six will offer a brief future outlook for China, again mainly from an economic perspective.

Book excerpt: In less than three decades, China has grown from playing a negligible role in international trade to being one of the world's largest exporters, a substantial importer of raw materials, intermediate outputs, and other goods, and both a recipient and source of foreign investment. Not surprisingly, China's economic dynamism has generated considerable attention and concern in the United States and beyond. While some analysts have warned of the potential pitfalls of China's rise—the loss of jobs, for example—others have highlighted the benefits of new market and investment opportunities for US firms. Bringing together an expert group of contributors, China's Growing Role in World Trade undertakes an empirical investigation of the effects of China's new status. The essays collected here provide detailed analyses of the microstructure of trade, the macroeconomic implications, sector-level issues, and foreign direct investment. This volume's careful examination of micro data in light of established economic theories clarifies a number of misconceptions, disproves some conventional wisdom, and documents data patterns that enhance our understanding of China's trade and what it may mean to the rest of the world.

Book excerpt: China and Taiwan have built one of the most intertwined and important economic relationships in the world, and yet that relationship is not mutually open, compliant with World Trade Organization norms, or even fully institutionalized. What's more, despite massive trade and investment flows, the boundary between the two is a serious flashpoint for potential conflict. But leaders in Beijing and Taipei have committed to normalize and deepen their economic intercourse and open a new post-Cold War era in their relationship. While the political significance of this gambit has captured attention worldwide, the scope of opening intended and the bilateral, regional, and global effects likely to ensue are as yet poorly understood. This volume attempts to remedy that uncertainty with careful modeling combined with a qualitative assessment of the implications of the cross-strait economic opening now agreed in an Economic Cooperation Framework Agreement (ECFA). The study explores the implications for Taiwan and China, for their neighbors, and for the United States if this undertaking is fully implemented by 2020.

Book excerpt: Although the rest of the world had waited a long time for China to open up, feelings were mixed when it actually did and began to integrate rapidly with the world economy. With the country’s recent accession to the World Trade Organization (WTO), many of its trading partners are increasingly concerned that China’s competition in the world goods and capital markets may adversely affect their own growth prospects. This paper examines the implications of China’s WTO accession for other developing countries in the context of the country’s long-term process of growth and opening up. The paper argues that China’s integration into the world economy will inevitably impose adjustment costs on its trading partners in the short-to-medium term, but the benefits it generates are likely to dominate in the long run.
