Recent and current studies link working conditions and teacher commitment as direct factors, which impact teaching and learning. Ultimately, the commitment of teachers is either enhanced or stifled by such conditions. This research was a descriptive study of workplace conditions, teaching, and learning. the procedure used in the study was a descriptive survey. the instrument used in questionnaire form, the Keys to Excellence in Your School, was administered to teachers and support staff. the instrument identified the factors, which are considered most important in the educational environment, for quality education to occur. Those factors are: specific goals, objectives, priorities, and expectations. the study also identified which factors are the most essential components or determinants, which influence job satisfaction, commitment to the teaching profession, and student learning. A total of fifty-four questionnaires were circulated. A total of thirty questionnaires were returned and utilized in the study, as they met the required deadline. No survey received after the deadline was included in this study. An indication of a proportionate representation of the population was apparent. the study tested the null hypothesis and explored certain questions. Respondents indicated a lack of commitment from administration, support from the school board, and cooperation from fellow teachers to improve the learning environment for students. Although there were apparent differences in many areas, all respondents agreed that communication of goals and expectations was very clear. This study also showed significantly low indicators in the area, which supports teaching and learning. It was concluded that veteran teachers were more committed to the profession, but not necessarily to the process. Those relatively new to the profession, make career moves mainly because of the process and working conditions. Some of the recommendations included improving the quality of the workplace, maximizing necessary resources for schools/classrooms, providing state of the art training, giving teachers autonomy and efficacy, mutual respect and collaboration, and decent wages. the study provided invaluable information that indicated the impact of working conditions on student learning, teaching, and commitment.

Book excerpt: Improved understanding of teacher retention depends on systematic research on working conditions, teachers' perceptions of their work environments, and the effect of condition-of-work variables on organizational commitment. The examination of organizational commitment in K-12 teachers is a construct with implications for long-term relationships in complex organizations and a significant predictor of retention. This study examined the extent to which empowerment, innovation, professionalism, perceived level of interpersonal conflict, and participation were associated with teachers' organizational commitment at six K-12 sites in one Midwestern state. Of 2,732 teachers invited to participate, 1,463 completed the survey, for a total response rate of 54%. Overall, there was substantial evidence supporting a relationship between organizational commitment and empowerment, innovation, and professionalism. There was also some evidence of a contextual relationship between organizational commitment and perceived levels of conflict and participation. Increased conflict in varying relationships resulted in decreased organizational commitment, and increased participation in varying situations resulted in increased organizational commitment. This study's exploration of organizational commitment may inform administrative practices designed to target teacher attrition. Educational leaders may utilize the results to better understand issues concerning teacher retention and attrition and thereby improve teacher working conditions, and strengthen the educational environment for students.

Book excerpt: Early childhood teachers routinely face insufficient teaching supports and inadequate rewards for their education and commitment (e.g., low pay, lack of professional supports, and lack of benefits). These shortcomings contribute to poor program quality and fuel high levels of teacher turnover, preventing program improvement and making it increasingly challenging to attract well-trained and educated teachers to work in early learning programs. To facilitate the process of bringing teachers' voices into quality improvement strategies, the Center for the Study of Child Care Employment (CSCCE) developed Supportive Environmental Quality Underlying Adult Learning, or SEQUAL, as a tool to document contextual information about workplace conditions that impact teacher practice and program quality and to build a vocabulary for the field around teachers' needs for workplace supports. It is a multi-purpose, validated tool that addresses five critical areas of teachers' learning environments: (1) Teaching supports; (2) Learning opportunities; (3) Policies and practices that support teaching staff's initiative and teamwork; (4) Adult well-being; and (5) How supervisors and program leaders interact with staff to support their teaching practice. SEQUAL has been used by Quality Rating and Improvement Systems (QRIS) administrators and policymakers to understand the interplay between teacher education and the work environment, the relationship between teachers' work environments and indicators of quality, and as a technical assistance tool, to guide improvements to program policies, practices, and conditions necessary to support teachers' work with children. This report presents the findings from the SEQUAL study focused on teaching staff employed in programs participating in Quality Counts in the spring of 2016. Almost all of the programs represented in this report were contracted with the California Department of Education or Head Start to provide services, and accordingly are held to more rigorous standards than other licensed non-contracted programs in the county. This report, describes the design of the study, including information about the sample, the survey instrument, and the data collection and analysis procedures. The report next presents findings beginning with teaching staff responses to items in each of the five SEQUAL domains, including an analysis of how responses varied by site characteristics and quality ratings. The next section provides a detailed description of the personal and work characteristics of teaching staff and explores whether teaching staff assessments of their work environment varied with respect to these characteristics. The report concludes with a discussion of the implications of the findings and recommendations for action targeted towards funders and policymakers.

The report focuses on the following professional characteristics: (1) credentials--use of professional criteria for hiring teaching job candidates; (2) induction--provision of mentoring programs for beginning teachers and the effectiveness of assistance provided to new teachers; (3) professional development--extent of participation in activities sponsored by professional teaching organizations, and financial support; (4) authority--faculty influence over school policymaking and the degree of teachers' individual autonomy within their classrooms; and (5) compensation--the highest salary levels offered by schools. The data source was the 1990-91 Schools and Staffing Survey (SASS). Data analysis revealed that four characteristics in particular were associated with commitment: teacher classroom autonomy, faculty policymaking influence, effectiveness of assistance for new teachers, and teachers' maximum end-of-career salaries. In contrast, several traditional indicators of teacher professionalization were not associated with higher teacher commitment: use of professional criteria for hiring teaching job candidates, financial support for teachers' continuing education, and participation in activities sponsored by professional teaching organizations.
