Nonetheless, the liberalization exercise can explain about half of the reduction in poverty incidence among farm households. The results also show that liberalization did not exacerbate income inequality, but did generate gains for rural households across the distribution, particularly the poor, at the expense of urban households.

The analysis is performed using a computable general equilibrium (CGE) model of the Vietnamese economy calibrated to late-1990s production and household data. It is a standard small open price taking economy model with CES nested demand and CES production functions. Results show that the efficiency gains (in term of aggregate welfare measure) from the combined tax and tariff reform are modest, but significant redistribution occurs among rich and poor household groups and between urban and rural populations. Careful analyses show that the sharpness of the redistribution falls as the country moves from only trade liberalization to combined tax and tariff reforms. Finally, additional simulations have been performed to make clearer the transmission mechanisms linking tariff policy to income distribution and household welfare. A key finding is that trade liberalization is pro-rich due essentially to the higher share of imported goods consumed by the rich.

And contrary to the standard literature, net buyer households had more growth compared with net sellers, emphasizing the importance of indirect links. Decomposition of the growth shows that for rural households, both the direct effect and the multiplier effect drive growth while the multiplier effect was key in urban areas. The importance of the secondary effects underscores the need for a broader model to estimate the impact of trade reforms fully.

In fact, several developing countries' successful development arguably counts on trade liberalization. This paper aims to find out the determinants of welfare of rural households in Vietnam, focusing on the impact of trade openness and institutional reform on rural household welfare at provincial level. The study employs a micro-growth model and tests it on the Vietnam Household Living Standards Surveys (VHLSS) 2006 and 2008. What makes the study different from some other studies of the same vein is that it incorporates some new variables from outside the VHLSS data, which are expected to capture the difference in openness to trade and investment among provinces. The main finding is that welfare of rural households in the provinces with strong institutional reforms and trade openness tends to be improved. Therefore, the primary implication is that Vietnam should accelerate the process of institutional reforms to help poor households improve their standards of living.

We make use of household panel data from Vietnam collected in two years, 1992-93 and 1997-98 that span the very earliest years of the reform period and its immediate after effects. Poverty dynamics are modeled using changes in consumption expenditure and poverty transition models. The trade effect is captured by a set of variables that are most likely to have an impact on rural poverty, namely prices of staples and employment in the export sector. We show that trade liberalization has a material and positive effect on rural household welfare and this trade effect is largely transmitted to the poor through the labor market channel.

From an incomes perspective, trade liberalization can raise gross domestic product per capita, but rates of emergence from poverty depend on individual household characteristics of economic participation and asset holding. To fully realize the growth potential of trade, while limiting the risk of rising inequality, policies need to better account for microeconomic heterogeneity. One approach to this is geographic targeting that shifts resources to poor areas. This study combines an integrated microsimulation-computable general equilibrium model with small area estimation to evaluate the spatial incidence of Vietnam's accession to the World Trade Organization. Provincial-level poverty reduction after full liberalization was heterogeneous, ranging from 2.2 percent to 14.3 percent. Full liberalization will benefit the poor on a national basis, but the northwestern area of Vietnam is likely to lag behind. Furthermore, poverty can be shown to increase under comparable scenarios.

It differs from previous studies in several aspects. First, the model incorporates non-standard features of the Vietnamese economy (e.g. changes in the domestic tax system). Second, the model divides Vietnamese households into 10 groups, allowing for the assessment of household welfare and income distribution. Third, the model has been run employing the most up-to-date database available. The major findings are summarised as follows. First, Vietnam as a whole would benefit from trade liberalisation. Second, the overall gain would be accompanied by a redistribution of income and a moderate increase in inequality between the rich and the poor. Third, concerning sectoral output, export-oriented sectors, sectors with large shares of input in total imports, and those with increased domestic demands are likely to expand, whereas, in contrast, domestic-oriented sectors are likely to contract. Measures to increase labour mobility, target disadvantaged groups and areas, and further liberalise service sectors are recommended as the recipe for effective utilisation of integration, as well as a more equitable pattern of growth.

The relative response of the households and income growth after a major trade liberalization in rice are analyzed aiming to answer the following questions: What type of households, in which locations, having access to what type of services, benefited more from the reforms? It focuses on services that have an impact on transaction costs (roads or quality of roads, public transportation, access to credit, extension services, and availability of markets in communication services) because transaction costs are often cited as a barrier to rural households in responding to the price changes and increased incentives offered by trade and other policy reforms. The results suggest that availability of production related services contributes positively to the impact of trade reforms. Although most of the service variables have a positive and significant effect on growth in income, some that are expected to have an impact are not significant. This may be explained by the exceptional coverage of infrastructure services in Vietnam even before the reforms. When service availability is very similar across different localities, household characteristics become more important in determining the response.

The chosen micro-macro approach examines the link between international trade liberalization policies and impacts at household level. The possible outcomes of the current Doha Round for the agricultural negotiations are simulated using a general equilibrium model. Two scenarios are analyzed relating to whether or not Vietnam, as an example of an accession candidate, becomes a member of the WTO. The resulting price changes are combined with household survey data to derive income and poverty effects. Results show that households in mountainous areas of northern Vietnam are negatively affected in their poverty position by agricultural trade liberalization in the WTO if Vietnam were not a member of the WTO, however, these households gain if Vietnam accedes to the WTO. The study concludes that although trade liberalization would lead to poverty reduction effects for households in these marginalized zones, this would need to be complemented by further measures within the framework of poverty reduction programs.
