This study investigated the impacts of fee free education policy implementation in public second-ary schools, a case of Morogoro Municipality, Morogoro region in Tanzania. The study was guided by two specific objectives including: investigation of stakeholders’ understanding on the essence of fee free education and evaluation of the challenges encountered during the implementation of fee free education policy in Tanzania. The study involved a sample of 45 participants. Two data collection methods were included i.e. questionnaires and interviews. Statistical Packages for Social Science (SPSS) version 20 employed in data analysis for quantitative analysis. Analyzed data are then presented in different formats such as graphs, charts and tables. Education is one of the most important sector in any nation. It is the responsibility of a government to set and launch national education policy and participate in setting up international policies on education. Countries have been investing much in education especially primary and secondary education, regarded as a basic education. Since independence 1961, Tanzania has made various efforts in broadening the education service to her people. This is to ensure that education service is accessible to nearly every Tanzanian. In Tanzania, the first effort of Fee Free Education was instigated in 1963 to ensure that majority of Tanzanians get education and to remove the enrolment gap between poor and rich households. Therefore, government financed and provided free education from primary to university level. International efforts on ensuring free education for all also guided Tanzania towards implementation of free education. World Conference on Education for All (EFA) held on 1990 at Jomtien in Thailand rearticulated the desire of achieving Universal Primary Education by 2000.

Book excerpt: Tanzania became one of the first low-income countries to abolish fees for lower secondary education (grades 8-12) in 2015. One of the pledges of a new, reformist government, the policy built on the country's previous experience of abolishing primary fees in 2002. The new Fee-Free Basic Education Policy (FFBEP) extended the abolition of formal fees to lower secondary education, and prohibited both primary and lower secondary schools from levying informal fees, such as for inspections. The introduction of FFBEP has already enabled a large increase in the proportion of students entering primary school, and the proportion transitioning to secondary level. Over the next few years more than a million additional lower secondary places will be required to meet the increase in demand. This rapid expansion of lower secondary education is a boon for access and an important step for Tanzania to achieve its goal of attaining middle-income status by 2025. However, such a pace of expansion poses a significant fiscal challenge. Careful planning is required at this stage to develop a model of lower secondary education which can be scaled up in a sustainable way. In partnership with the government of Tanzania, the authors have developed a simulation model to estimate the fiscal impacts of various policy parameters with relevance to the implementation of FFBEP at lower secondary level. The findings presented in this note are based on the simulation tool developed for use by the government.

This state of affair was found to affect the quality of education delivery negatively. Challenges facing these policies and reforms were also addressed in this paper. The paper concludes that, despite the quantitative policy achievements like the student enrolment expansion, it is important for the responsible to improve the primary and secondary schools quality of education as well as to address the issues of corruption for the education allocated fund in particular.

Tanzania, like all other UNESCO member states, has committed to EFA goals defined in the Dakar Declaration on Education for All and the Framework for Action. This study focused on reviewing the achievements made and shortfalls encountered by Tanzania (Mainland) towards attaining the six EFA goals since the on-set of the new millennium. The study made use of documentary sources in which the researcher systematically and objectively researched evidences relevant to the study question. The analysis of the six EFA goals were categorized into three major themes namely early childhood care and education, universal primary education and gender and learning programmes for life skills and literacy. The categorization of these themes was based on the fact that quality (EFA goal 6) cuts across all EFA goals. The results indicated that the country has attained momentous progress in universalizing primary education, closing the gender gap and meeting the learning needs of youth and adults through non-formal delivery modes. On the other hand, it has made little progress in providing comprehensive early childhood care and education. The study further identified critical shortfalls facing the implementation of the EFA goals in the country. Among the major shortfalls are ensuring comprehensive early childhood care and education, quality education, education equity, learning programmes for disadvantaged population groups, provision of relevant literacy and life skills an
