Differences in average achievement levels across states are mainly traceable to differing family characteristics. However, students from similar families also score differently across states. These differences are related to differences in resource levels and in how resources are spent. States with high spending per pupil, lower pupil-teacher ratios, higher participation in public prekindergarten and higher reported teacher resources have higher achievement. Disadvantaged children are the most sensitive to low resource, and additional resources could substantially their scores. Between-state, rather than within-state, differences in resources appear to be the main reason for inequitable resource levels for students of lower socioeconomic status. The conclusion is that significant math gains are occurring across most states that cannot be traced to resource changes, that the rate of gain varies significantly by state, and that reform efforts are the likely cause of these gains. The results certainly challenge the traditional view of public education as unreformable.

Book excerpt: In late January through early March of 2003, the National Assessment of Educational Progress (NAEP) grade 4 and 8 reading and mathematics assessments were administered to representative samples of students in approximately 100 public schools in each state. The results of these assessments were announced in November 2003. Each state also carried out its own reading and mathematics assessments in the 2002-2003 school year, most including grades 4 and 8. This report addresses the question of whether the results published by NAEP are comparable to the results published by individual state testing programs. Comparisons to address the following four questions are based purely on results of testing and do not compare the content of NAEP and state assessments. How do states' achievement standards compare with each other and with NAEP? Are NAEP and state assessment results correlated across schools? Do NAEP and state assessments agree on achievement trends over time? Do NAEP and state assessments agree on achievement gaps between subgroups? Although this report does not focus on Adequate Yearly Progress (AYP) measurement specifically, it does focus on the measurement of mathematics achievement, and specifically on comparisons of the messages conveyed by NAEP mathematics assessment results and state mathematics assessment results. These comparisons center on four facets of NAEP and state assessment results: (1) achievement standards; (2) school-level achievement percentages; (3) achievement trends; and (4) achievement gaps. Book excerpt: Students from low-income backgrounds face a variety of social and economic challenges that make it more difficult for them to achieve their potential. 2 To make matters worse, low-income students often attend public schools that receive less funding than schools serving more affluent students. It is also clear that some states do a far better job of educating low-income students than others. According to the National Assessment of Educational Progress, or NAEP, there is a massive gap between the states with the highest-performing low-income students and the states with the lowest. The Center for American Progress wanted to better understand the role of standards-based reform in promoting student outcomes. They studied the most recent NAEP data. Given previous research, they believed that they might find a strong connection between standards-based reform and student outcomes. Because it can be hard to make clear connections between policy and outcomes, some of the analysis is anecdotal in nature. The authors used more-empirical tools for the study, relying on a statistical approach known as a regression analysis to unpack the relationship between standards-based reform and student outcomes. For that part of the analysis, they looked specifically at the performance of low-income students on NAEP over time in relation to a state's standards-based reform efforts, as measured by the Education Counts database maintained by "Education Week." Based on the analysis, it was found that: (1) Over the past decade, many states that have not fully embraced standards-based reform have fallen behind, while states that have thoughtfully pushed standards have shown clear gains; (2) Implementing standards-based reform significantly improved learning outcomes for low-income students in fourth-grade math and eighth-grade reading; and (3) States posting poor results are among those looking to leave the Common Core State Standards, or Common Core--a set of higher academic K-12 standards in reading and math--which were developed and adopted by governors and chief state school officers in 2010. Chapter 1 of this report contains information about the students' competency in subject matter across the curriculum and their ability to use their minds well. Chapters 2 and 3 include information about the trends across time related to the performance of elementary school, middle school, and secondary school students in higher-order reasoning, problem solving, and communication skills as well as information about the academic achievement of minority students. Chapter 4 summarizes information about background variables related to education. In general, the data indicate that the educational performance of U.S. students is low and not improving. It is estimated that more than half of the nation's elementary through high school students are unable to demonstrate competency in challenging subject matter in English, mathematics, science, history, and geography. Fewer than half of all U.S. students appear to be able to use their minds well. Although considerable progress has been made in closing the performance gaps among different racial/ethnic and gender groups, the gaps still remain too large to meet the nation's objective of close parallels between the performance of minority students and the student population as a whole.
