This paper studies smoking bans' effects on alcohol consumption and smoking behavior. I estimate a difference-in-differences model that exploits spatial and temporal variation in smoking bans. Bans result in a 1-drink-per-month (5%) increase in intensive-margin alcohol consumption, driven by changes in bar and restaurant consumption. I find no economically meaningful effects on extensive-margin smoking. These results imply that smoking bans lead to unintended consequences in the form of increased alcohol consumption.

Recently, progress has been made in reducing involuntary exposure to secondhand smoke through legislation banning smoking in workplaces, restaurants, and other public places. The effect of legislation to ban smoking and its effects on the cardiovascular health of nonsmoking adults, however, remains a question. Secondhand Smoke Exposure and Cardiovascular Effects reviews available scientific literature to assess the relationship between secondhand smoke exposure and acute coronary events. The authors, experts in secondhand smoke exposure and toxicology, clinical cardiology, epidemiology, and statistics, find that there is about a 25 to 30 percent increase in the risk of coronary heart disease from exposure to secondhand smoke. Their findings agree with the 2006 Surgeon General's Report conclusion that there are increased risks of coronary heart disease morbidity and mortality among men and women exposed to secondhand smoke. However, the authors note that the evidence for determining the magnitude of the relationship between chronic secondhand smoke exposure and coronary heart disease is not very strong. Public health professionals will rely upon Secondhand Smoke Exposure and Cardiovascular Effects for its survey of critical epidemiological studies on the effects of smoking bans and evidence of links between secondhand smoke exposure and cardiovascular events, as well as its findings and recommendations.

Public health advocates argue that bans are necessary because non-smokers need protection from second-hand smoke. Advocates also claim that bans do not exert harm on owners because of a vast empirical literature showing that restaurants and bars in the United States never suffer harm following bans. This paper examines whether these claims are true by developing a model within the Coasian framework whereby owners of businesses have incentives to deal with smoking disputes between smokers and non-smokers. Our model demonstrates that it is incorrect to argue that smoking bans are necessary because the private market has no method of attempting to solve smoking problems. It also predicts that bans exert different effects on different businesses: some will be unaffected while others will experience losses or gains. Our literature review reveals that predictions of differential effects are consistent with the empirical evidence.

Areas within the purview of state and local government policymaking include public-health-related activities like smoking and drinking, as well as policies related to the criminal justice system. These policies often have unintended (or intended) spillover effects, both in terms of externalities and spatial spillovers to nearby jurisdictions. In this dissertation I examine three different policies or innovations that were implemented at the state or local level : smoking bans in bars and restaurants, ban-the-box policies, and the introduction of ridesharing services. In Chapter 1 I examine the impact of smoking bans in bars and restaurants on the amount and location of alcohol consumption, smoking status, and the incidence of alcohol-related externalities such as drunk driving and violent crime. I exploit differential timing in the adoption of these smoking bans across state and local jurisdictions between 2004 and 2012. I find that smoking bans in bars and restaurants lead to an increase of one drink per month, on average, for individuals who drink alcohol. These increases are concentrated among occasional and former smokers. Smoking bans do not have an effect on whether individuals smoke during my sample period. I also do not find effects of smoking bans on violent crime, but there is a 4% increase in fatal drunk-driving crashes in areas with a high prevalence of smoking. These results imply that smoking bans in bars and restaurants lead to unintended consequences in the form of increased alcohol consumption and drunk driving. In Chapter 2 my coauthor and I revisit the labor market effects of ban-the-box policies, which are policies that prevent employers from asking job applicants about their previous contact with the criminal justice system. These policies are intended to reduce the stigma associated with incarceration, so as to help individuals who were recently incarcerated get their "foot in the door" to find formal-sector employment. Some of the existing research on BTB policies, however, finds that these policies lead to broad discrimination against young, non-college-educated minority men (the groups employers may believe to be most likely to have had prior contact with the criminal justice system). Using variation in exposure to these policies both within and across metropolitan statistical areas, we find no evidence of discrimination and evidence of positive employment effects for some subgroups of Hispanic men. In Chapter 3 I analyze how the introduction of ridesharing services such as Uber and Lyft into the most populous U.S. cities affected fatal motor vehicle crashes, particularly drunk-driving-related crashes. I exploit the differential introduction of Uber and Lyft into these cities during the time period 2006 to 2016. I find small declines in drunk-driver-related fatal motor vehicle incidents and small increases in overall fatal motor vehicle incidents, but I am unable to reject the null hypothesis of no effect of Uber or Lyft on these outcomes. Event studies indicate that both drunk-driver-related and overall fatal motor vehicle incidents decline over the medium-to-long term, which is consistent with both a delayed adoption of this new transportation option by riders and or drivers, and with returns to experience in driver skill for Lyft or Uber drivers.

We find similar adjustments trajectories between late and early adopters, but late adopters appear unaffected by bans in the long-term. Consistent with earlier studies, bans do not significantly affect bar and restaurant sales or establishment level alcohol tax expenditures.

Essay One explores the link between cigarette excise taxes, state fiscal considerations, and attitudes towards smoking. Do legislatures use cigarette taxes only to generate revenue or also as a policy tool to control smoking? The paper shows that the level of cigarette excise tax does not seem to be related to anti-smoking sentiment. Signing the Master Settlement Agreement by the states and major tobacco firms seems to have been an impetus for states to raise cigarette taxes. States that enacted smoking ban legislation over the sample period were also more likely to turn to cigarette excise taxes in times of fiscal stress. In Essay Two, the effects of complete smoking bans in restaurants and bars on the prevalence and intensity of smoking are examined. The results of the paper suggest that complete smoking bans have little impact on the prevalence of smoking and have a mixed impact on the intensity of cigarette consumption. While complete bar bans do reduce the number of cigarettes smoked, complete restaurant bans increase the average number of cigarettes smoked. Essay Three uses micro-data at the household level to examine the effect that complete restaurant smoking bans have on the household's dining out expenditures. Book excerpt: After long trailing the American development on tobacco control, Europe has seen a big wave of public place smoking bans in the past five years, beginning when Ireland took the plunge and banned all smoking in workplaces in 2004. Inspired by the Irish development, most European countries have now introduced their own smoke-free legislation and in most cases, the main topic of debate is the question of banning smoking in bars and restaurants to protect employees and other customers against second hand smoking. The simultaneous timing of European smoke-free legislation and the general consensus on conclusive evidence against second hand smoking hide interesting comparative differences between countries, however. What may seem like petty differences between partial smoking bans on one hand and Irish-style comprehensive smoking bans with no loopholes or dedicated smoking rooms on the other, the impact on the ground level is significant. For example, while practically no bars are entirely smoke-free in Berlin, all pubs in London are. The question is what can explain these policy differences and what this tells us about the balancing of health concerns, scientific knowledge, economy and individual rights in the formation of public health policy. The paper compares England, Germany and Denmark who all adopted legislation on second hand smoking in public places in 2007, but where the English ban is as comprehensive as the Irish, the German is a minimal one with Denmark somewhere in the middle. The paper suggests these differences can be explained by looking at the formation of policy networks around tobacco control in each country and how these networks privilege health arguments differently, in particular by granting different roles for the impact of scientific knowledge on policy. The empirical argument is backed by research interviews with policymakers, anti-tobacco advocacy groups and scientists involved in the public debate about smoking in addition to material on the policy process in each country. Altogether, this analysis should help to explain the different policy paths as well as extend our understanding of the relationship between scientific knowledge and public health policy.

Despite extensive knowledge about successful interventions, however, approximately one-quarter of American adults still smoke. Tobacco-related illnesses and death place a huge burden on our society. Ending the Tobacco Problem generates a blueprint for the nation in the struggle to reduce tobacco use. The report reviews effective prevention and treatment interventions and considers a set of new tobacco control policies for adoption by federal and state governments. Carefully constructed with two distinct parts, the book first provides background information on the history and nature of tobacco use, developing the context for the policy blueprint proposed in the second half of the report. The report documents the extraordinary growth of tobacco use during the first half of the 20th century as well as its subsequent reversal in the mid-1960s (in the wake of findings from the Surgeon General). It also reviews the addictive properties of nicotine, delving into the factors that make it so difficult for people to quit and examines recent trends in tobacco use. In addition, an overview of the development of governmental and nongovernmental tobacco control efforts is provided. After reviewing the ethical grounding of tobacco control, the second half of the book sets forth to present a blueprint for ending the tobacco problem.
