We begin with a simple theoretical model that describes the determination of schooling and earnings with varying school quality. A key insight of the model is that changes in school quality may affect the characteristics of individuals who choose each level of schooling, imparting a potential selection bias to comparisons of earnings conditional on education. We then summarize the literature that relates school resources to students' earnings and educational attainment. A variety of evidence suggests that students who were educated in schools with more resources tend to earn more and have higher schooling. We also discuss two important issues in the literature: the tradeoffs involved in using school-level versus more aggregated (district or state-level) quality measures; and the evidence on school quality effects for African Americans educated in the segregated school systems of the South.

We replicate the Card-Krueger model for Census years 1970, 1980 and 1990 and find that it consistently produces a strong relationship between schooling quality and the rate of return to schooling. We test key identifying assumptions used by Card and Krueger and others. Several assumptions are rejected. When they are relaxed, the evidence for a strong effect of schooling quality on earning is greatly weakened. A crucial identifying assumption is the absence of selective migration on the basis of earnings. Nonparametric tests strongly reject this hypothesis. The conventional assumption of linearity of the earnings- schooling relationship widely used in the literature is also rejected. The only surviving evidence of any schooling quality effect is in the return to college education. We also test and reject conventional efficiency unit models of the pricing of labor services. The empirically concordant model of earnings is a model of heterogeneous human capital in which regional shocks affect the prices of less- skilled labor.

Book excerpt: Abstract: Despite thirty years of research on the subject, it remains unclear whether high school quality affects labor market earnings. Existing studies typically rely on reduced form wage equations with quality measures among the regressors to assess the impact of school quality on wages. School quality is assumed to represent a dimension of human capital and, therefore, to influence wages in the same manner as time spent in school (school quantity). My study extends the previous research on school quality by focusing on the structural effects of high school quality on labor market earnings. I specify a model of simultaneous college choice and earnings determination that captures two separate effects of school quality on earnings. First, measured high school quality affects a graduating high school student's choice of college. College choice, in turn, affects the individual's post school earnings. Second, the additional skills accumulated via a higher quality high school translate into higher future wages. Modelling the college choice jointly with the wage process identifies both of these important effects and eliminates selection bias inherent in studies that ignore the college choice. In the econometric specification of my model, the unobserved components associated with each college alternative as well as the wage process are permitted to covary, allowing for greater behavioral generality and avoiding the "independence of irrelevant alternatives" assumption commonly made in multinomial discrete choice models. The use of a recently developed simulation method allows me to estimate my model without calculating the prohibitive multidimensional integrals necessary for standard maximum likelihood analysis with non-independent error distributions. My study is one of the first applications of this simulation method in the literature on school choice. For estimation, I use a unique data set that combines the National Longitudinal Survey of Youth and the Integrated Postsecondary Education Database. The data set includes extensive information on personal and family characteristics, schooling, and labor market experiences for a sample of approximately 5,000 high school graduates born in 1957-64. In addition, it has detailed information on the high schools and colleges attended by these individuals.

Much of this convergence is attributable to a relative increase in the rate of return to schooling among black workers. It is widely argued that the growth in the relative return to black education reflects the dramatic improvements in the quality of black schooling over the past century. To test this hypothesis we have assembled data on three aspects of school quality -- pupil teacher ratios. annual teacher pay. and term length for black and white schools in 18 segregated states from 1915 to 1966. The school quality data are linked to estimated rates of return to education for Southern-born men from different cohorts and states. measured in 1960. 1970. and 1980. Improvements in the relative quality of black schools explain 20 percent of the narrowing of the black-white earnings gap between 1960 and 1980.

A common framework is presented which nests all previous studies as special cases. We discuss two crucial identifying assumptions and test them. The first assumption is the absence of region of birth - region of resident interactions in the return to schooling. This rules out patterns of migration on the basis of realized earnings in the destination state. Both parametric and nonparametric versions of this hypothesis are tested. Using 1970, 1980 and 1990 Census data, it is decisively rejected. A second assumption is that log earnings equations are linear - or nearly linear in schooling. This assumption is false. We find that estimated earnings-quality relationships are sensitive to specification of the earnings function. When false linearity assumptions are relaxed, the only effect of measured schooling quality is on the returns for college graduates. The evidence for an aggregate earnings-quality relationship is weak once false empirical restrictions are relaxed

The authors propose that the twentieth century was not only the American Century but also the Human Capital Century. That is, the American educational system is what made America the richest nation in the world. Its educational system had always been less elite than that of most European nations. By 1900 the U.S. had begun to educate its masses at the secondary level, not just in the primary schools that had remarkable success in the nineteenth century. The book argues that technological change, education, and inequality have been involved in a kind of race. During the first eight decades of the twentieth century, the increase of educated workers was higher than the demand for them. This had the effect of boosting income for most people and lowering inequality. However, the reverse has been true since about 1980. This educational slowdown was accompanied by rising inequality. The authors discuss the complex reasons for this, and what might be done to ameliorate it.
