Book excerpt: Since 1985, the Chinese government has given high priority to building roads, particularly high-quality roads that connect industrial centers. This report evaluates the contribution roads have made to poverty reduction and economic growth in China over the last two decades. It disaggregates road infrastructure into different classes to account for differences in their quality, and then estimates the impact of road investments on overall economic growth, agricultural growth, urban growth, urban poverty reduction, and rural poverty reduction. The report makes the case for a greater focus on low-quality and rural roads in future infrastructure investment strategies in China. It does so by showing how investing in low-quality and rural roads will generate larger marginal returns, raise more people out of poverty per yuan invested, and reduce regional development disparity more sharply than investing in high-quality roads. The study's findings will have considerable implications for China's infrastructure policy

She addresses a key problem: that an important share of the benefits to the poor from rural roads cannot be measured in monetary terms.The selection formula she proposes aims to identify places where poverty and economic potential are high and access is low. This has entailed massive aid-financed projects in roads in developing countries. However, the lack of robust evaluations and a comprehensive theoretical framework could raise questions about current strategies in Sub-Saharan Africa. Using the second Cameroonian national household survey (Enquete Camerounaise Aupres des Menages II, 2001) and the Cameroon case study, this paper demonstrates that investing uniformly in tarred roads in Africa is likely to have a much lower impact on poverty than expected. Isolation from a tarred road is found to have no direct impact on consumption expenditures in Cameroon. The only impact is an indirect one in the access to labor activities. This paper reasserts the fact that access to roads is only one factor contributing to poverty reduction (and not necessarily the most important in many cases). Considering that increase in non-farming activities is the main driver for poverty reduction in rural Africa, the results contribute to the idea that emphasis on road investments should be given to locations where non-farming activities could be developed, which does mean that the last mile in rural areas probably should not be a road.

But significant knowledge gaps remain as to how opportunities provided by roads actually filter back into household outcomes and their distributional consequences. This paper examines the impacts of rural road projects using household-level panel data from Bangladesh. Rural road investments are found to reduce poverty significantly through higher agricultural production, higher wages, lower input and transportation costs, and higher output prices. Rural roads also lead to higher girls' and boys' schooling. Road investments are pro-poor, meaning the gains are proportionately higher for the poor than for the non-poor.
