Book excerpt: This article investigates the relationship between descriptive representation and the political attitudes of Latino citizens in the United States. We specifically test the impact of both panethnic and national-origin specific representation on Latino citizens' attitudes toward government and their individual level identity. Original data on the ethnicity and national origin of Latino mayors in 2005 and 2006 was merged with the Latino National Survey (2006) to analyze the impact of descriptive representation on four specific outcomes: perceptions of political alienation, efficacy, political commonality, and linked fate. We find a meaningful relationship between descriptive representation and the political attitudes of Latino citizens. However, the impact of representation varies by level (panethnic vs. national origin) and the particular outcome of interest. By developing a Latino-specific model of descriptive representation, this investigation improves our knowledge of how recent increases in the number of Latinos elected to public office have impacted the Latino electorate.

Book excerpt: The Latino population is the largest minority group in the United States. Nevertheless, the Latino political representation is not proportional to their demographic size. This dissertation study consists of three sections that explore different aspects of Latino political behavior in the United States. The first section explores a key form of political participation that leads to a greater political representation, namely voting. Additionally, this research proposes a new measure of acculturation and applies it to a model of Latino turnout. The measure of acculturation includes religious and language-based variables. The data set used for the model comes from the Latino National Survey conducted in 2006. The dissertation analyzes the model by performing a logistic regression analysis. The second section analyzes factors that may influence a Latino voter`s attitudes towards a candidate`s traits such as race and gender. It uses an original data set obtained from exit polls conducted during the 2008 presidential election. The exit polls were conducted in the city of Dallas and Carrollton, Texas. It uses a different measure of acculturation to explore factor that influence a Latino`s attitudes towards a candidate`s traits. The new measure for acculturation is composed of an additive variable of the respondent`s type of citizenship, immigrant generation and language preference. This research analyzes the model for a Latino attitudes towards a candidate`s race and gender by performing an ordinary least square regression. Finally, the third section discusses perceptions of Latino legislators in the Texas house regarding their access to power, as well as the current political representation of the Latino community in Texas. It gathers the original data from interviews conducted with Latino representatives during the 82 nd Legislative Session.

Book excerpt: How do perceptions of belonging or lack of inclusion to American society influence political interest and political engagement? To date, there have been few inquiries that systematically investigate perceived belonging or lack of belonging to U.S. society and the political ramifications of these predispositions. This project addresses this puzzle and investigates how a sense of social belonging influences political engagement among Latinos, the largest, one of the fastest growing and most pivotal groups in American politics. To examine how varying perceptions of inclusion influence Latino political engagement, this project employs a novel framework ---the politics of inclusion framework--- and an original measure of perceived belonging to U.S. society. This multi-method project investigates what drives Latinos to have varying perceptions of social inclusion, and how a sense of perceived belonging to U.S. society, or lack thereof, influence Latino political participation. This project contends that feelings of belonging, social membership and inclusion are fundamental to political incorporation and subsequent political participation. The results indicate that Latinos' perceptions of inclusion to U.S. society are a function of income, gender, generation and, most importantly, experiences of discrimination. Experimental evidence shows that when primed with a hostile message Latinos are more likely to report lower perceptions of belonging to U.S. society. Furthermore, the findings reveal that a sense of belonging is a unique and independent predictor of political interest and various forms of electoral and non-electoral political engagement for Latinos. This project finds that perceptions of belonging to U.S. society, as well as perceived sense of respect by other Americans, are strongly associated with higher levels of political engagement for Latinos. This project extends our overall understanding of Latino political behavior at a time when the presence of Latinos is transforming the electorate and all of U.S. society. The findings of this dissertation also have significant and broad implications for the political behavior of blacks, Asian Americans, Muslim Americans and members of other minority groups who face similar experiences of exclusion and for whom a sense of belonging to America is not a given. Furthermore, the contribution of this project spans beyond race and ethnic politics and it brings into consideration the important role of psychological perceptions of belonging, or lack of belonging, to the national community for political behavior more broadly.

Book excerpt: Asian Americans are a small percentage of the U.S. population, but their numbers are steadily rising—from less than a million in 1960 to more than 15 million today. They are also a remarkably diverse population—representing several ethnicities, religions, and languages—and they enjoy higher levels of education and income than any other U.S. racial group. Historically, socioeconomic status has been a reliable predictor of political behavior. So why has this fast-growing American population, which is doing so well economically, been so little engaged in the U.S. political system? Asian American Political Participation is the most comprehensive study to date of Asian American political behavior, including such key measures as voting, political donations, community organizing, and political protests. The book examines why some groups participate while others do not, why certain civic activities are deemed preferable to others, and why Asian socioeconomic advantage has so far not led to increased political clout. Asian American Political Participation is based on data from the authors’ groundbreaking 2008 National Asian American Survey of more than 5,000 Chinese, Indian, Vietnamese, Korean, Filipino, and Japanese Americans. The book shows that the motivations for and impediments to political participation are as diverse as the Asian American population. For example, native-born Asians have higher rates of political participation than their immigrant counterparts, particularly recent adult arrivals who were socialized outside of the United States. Protest activity is the exception, which tends to be higher among immigrants who maintain connections abroad and who engaged in such activity in their country of origin. Surprisingly, factors such as living in a new immigrant destination or in a city with an Asian American elected official do not seem to motivate political behavior—neither does ethnic group solidarity. Instead, hate crimes and racial victimization are the factors that most motivate Asian Americans to participate politically. Involvement in non-political activities such as civic and religious groups also bolsters political participation. Even among Asian groups, socioeconomic advantage does not necessarily translate into high levels of political participation. Chinese Americans, for example, have significantly higher levels of educational attainment than Japanese Americans, but Japanese Americans are far more likely to vote and make political contributions. And Vietnamese Americans, with the lowest levels of education and income, vote and engage in protest politics more than any other group. Lawmakers tend to favor the interests of groups who actively engage the political system, and groups who do not participate at high levels are likely to suffer political consequences in the future. Asian American Political Participation demonstrates that understanding Asian political behavior today can have significant repercussions for Asian American political influence tomorrow.

Book excerpt: A historic shift has occurred in the organizational structures through which the lower classes in Latin America express voice and find political representation. With the political and economic reforms of the 1980s and 1990s, networks of community-based associations and nongovernmental organizations replaced party-affiliated labor unions as the predominant organizations to which the lower classes turned. This volume examines the new “interest regime” in Argentina, Chile, Peru, and Venezuela through two extensive surveys—one of individuals and one of associations—undertaken in those nations’ capital cities. Contrary to common perceptions, the new interest regime is neither a vibrant, autonomous civil society nor a set of weak, atomized organizations. Participation in associations is generally high, compared to “direct action” as a strategy for pursuing collective interests, and associations more frequently coordinate and engage the state than has sometimes been assumed. However, various forms of interaction with the state pose a classic trade-off between representation and state control, and the new interest regime is marked by representational distortion, in that the lower classes are less likely to use the new structures than the middle classes. Within these general patterns, distinct national models are emerging. This volume represents the most ambitious and systematic effort to date to examine individual participation and associational life in Latin America and to carry out a cross-national analysis of new forms of political representation.

However social science has a responsibility and an obligation to examine not simply the amenable subjects but also the controversial. This work, in a word, is controversial. Thomas Franks (2004) argued that cultural differences led white Kansans to abandon the Democratic Party for the Republican Party during the 1980s. He specifically argued that abortion was the unifying issue in this ideological migration. Simultaneously, future President Ronald Reagan opened his campaign for the presidency in Philadelphia, Mississippi, the sight of the massacre of four young civil rights activists over a decade earlier. Race has and is a factor in the American experience; Franks’ premise is simply that the absence of the concentration of African Americans in the Kansas area negated the influence of the “black threat hypothesis” on the observed ideological switch of white Kansans. This work argues that Franks’ premise fails to incorporate the over arching ideological switch of white voter migration to the Republican party that was occurring during the same period, and that Reagan’s speech in Philadelphia, Mississippi was an overt cue that he was rejecting the civil rights consensus for an historically established “race-based social contract” that positioned people of color outside the traditional bounds of the social contract. The study is a sociopolitical analysis of the African American experience utilizing the “racial contract” framework developed by Charles Mills. The “racial contract” holds that the social contract explicitly dictates interactions and transaction costs between citizens and government. Mills supposition is that historically non-Western Europeans were excluded from the penalties for violations of the social contract, and a tacit race based contract dictated transaction costs and interactions between Europeans and non-Europeans. The work utilizes the framework to trace the sociopolitical environment from the first appearance of Africans in America to the present. It has the supposition that the initial sociopolitical status of Africans in America was as a result of the reformation of the Western feudal agrarian culture, with African captives attached to the land as the neo-serfs; but that the reformation of feudalism was only possible within the context that Africans were implicitly viewed as outside the bounds of the codified social contract. It traces American sociopolitical conflict over the expansion of the “racial contract,” which was the basis of the American Civil War; and the establishment of an implicit sociopolitical order within the bounds of the racial contract at the end of the Civil War, with codified sanctions for violations of commensality and endogamy.
