The purpose of this study was to examine the expenditures of the school districts in the Commonwealth of Virginia for the period of 2007 to 2017 and to determine what effect the level of expenditures had, if any, on student achievement at the state, region, and district level. The researcher found a negative correlation trend between per pupil expenditure and average Standards of Learning pass rate for students in Virginia, for students in the 19 school districts of Region VII in Virginia, and also for the students in a small rural district in Virginia. The researcher concluded that per pupil expenditure alone was not an accurate predictor of student achievement and that the socioeconomic status or poverty level of the student was a more reliable predictor of performance on SOL pass rate.

Upon final analysis, the variables of teacher experience and school size evidenced a significant positive effect size. The meta-analysis' impact was to provide an effect size analysis concerning expenditures and the impact upon student achievement, thus, influencing policy and future educational resource funding methodologies and practices.

There has been an increase in federal and state control of local school districts, as demonstrated in the adoption of the Common Core Standards and mandatory national and state assessments. In conjunction with these changes, an economic recession has resulted in reduced funding for education that has required school districts to be more efficient in allocation of resources. Local school officials are pressed to allocate resources such that a maximum output is achieved in student achievement and district achievement. Since the Coleman Report in 1966, researchers have been analyzing educational resource inputs with respect to district, school, and student level outputs. There has been an increase in federal and state control of local school districts, as demonstrated in the adoption of the Common Core Standards and mandatory national and state assessments. In conjunction with these changes, an economic recession has resulted in reduced funding for education that has required school districts to be more efficient in allocation of resources. Local school officials are pressed to allocate resources such that a maximum output is achieved in student achievement and district achievement. This study found a slightly negative relationship between per-pupil expenditures and attendance rates across 267 Missouri school districts. Per-pupil expenditures did not have predictive significance when compared to graduation rate or MAP scores. Through the findings of this study, district decision makers will have insight into more efficient allocation of scarce educational resources. This study will also provide direction for further research on the impact of education inputs that effect achievement.

Book excerpt: The majority of a school system's budget is spent on personnel. In order to use this tremendous amount of money efficiently it is important educators understand the impact different spending priorities, specifically total per-pupil expenditures, teacher salary, principal salary, pupil/teacher ratio, and pupil/support personnel ratio have on student achievement and how these inputs are moderated by a district's population density and wealth. Spending data from all the school divisions in Virginia were examined using public spending data from the Virginia Department of Education, and population density and wealth statistics from the Office of Budget Management, US Census Bureau, and Commonwealth of Virginia Commission on Local Government. Bivariate correlations and linear regression slopes were examined to determine the impact of the main effects and multiple linear regression model building was used to examine how a district's wealth and population density moderate the effects of per-pupil expenditures, teacher salary, principal salary, pupil/teacher ratio and pupil/support personnel ratio. Teacher salary proved significant for both math and reading scores while principal salary was significant for math scores only. None of the other main effects had a significant impact on student achievement. A division's status as "rural" by itself proved to be correlated with both reading and math scores. Additionally, wealth by itself was a statistically and practically significant predictor of student achievement regardless of the measurement used highlighting the problems posed for education by economic inequality. When wealth was measured using either median household income or fiscal stress the correlation with student achievement was twice that of composite index indicating composite index may not be the best wealth measurement for the state to use to allocate funding in order to level the playing field. Further research is needed to determine how spending effects overall school climate, how the adverse impact of wealth can be overcome, and if making changes to the wealth measurement used will help to overcome the impact of wealth on student achievement.

School report card data was gathered from a sample of 169 rural and urban high schools from academic years 2012-2016, as a method to demonstrate academic gain. The data was collected from the Tennessee Department of Education's website and was segregated int rural and urban categories. Discrepancies in funding between high spending and low spending districts across the United States lead the researcher to ponder the question, "Does funding impact student achievement? " The researcher analyzed the following variables: (a) per student spending; (b) ACT composite scores; (c) graduation rates. Statistical analyses indicated significant relationships between per pupil spending and ACT composite scores in rural and urban high schools. The United States is charged with providing a quality education to citizens. All students should be afforded the same high-quality deliverance of services despite school funding.

Recent trends in schooling have, however, lessened the value of society's investments as costs have risen dramatically while student performance has stayed flat or even fallen. The task is to improve performance while controlling costs. This book is the culmination of extensive discussions among a panel of economists led by Eric Hanushek. They conclude that economic considerations have been entirely absent from the development of educational policies and that economic reality is sorely needed in discussions of new policies. The book outlines an improvement plan that emphasizes changing incentives in schools and gathering information about effective approaches. Available research and analysis demonstrates that current central decisionmaking has worked poorly.
