Book excerpt: This paper considers the effects of refinery outages (due to planned turn-arounds or un-planned events) on current petroleum product prices and future refinery investment. Empirical evidence on these relationships is mixed and highly dependent on the size and duration of the outage, the geographic area considered, the level of inventories available at the time of the outage, and the tightness of the market as measured by the capacity utilization rate. Using a de-tailed database of plant-level refinery outages for both upstream and downstream refining units, I estimate the effects of outages on product prices controlling for the crude oil price and the ability of operating plants to respond to the outage. I also consider the effect of current market profitability on the likelihood of planned refinery outages and the effects of high utilization rates and planned maintenance on the prospects for unplanned outages. I then use plant-level capac-ity data to analyze the effects of outages, profitability, and utilization rates on future investment decisions of the refinery. Results based on OLS and probit models show that planned outages tend to occur during the spring and fall and during times of relatively low margins as measured by the crack spread. The length of time since the last plant turn-around is positively associated with future unplanned outages. Price regressions show that atmospheric distillation and catalytic cracking outages are positively associated with gasoline prices and the association is stronger the higher is the uti-lization rate at the time of the outage. The relationship between both upstream and downstream investment and outages is mixed though refiners tend to invest less when nearby plants have made investments in the prior year. While causal relationships between outages, prices, and investment are difficult to estimate due to simultaneity and unobserved variables, these descrip-tive results show that outages are an important factor affecting refined product prices and future refinery investment.

Book excerpt: In recent years, global demand for petroleum products such as gasoline and diesel fuel has grown more quickly than the capacity to produce them, creating a tight market. U.S. refiners have been running near capacity, particularly during peak summer demand. In such conditions, unexpected refinery outages can result in price increases that adversely affect consumers. This report evaluates: (1) the trends in U.S. refinery outages over the last 5 years, in terms of reduced production capacity, frequency, and geographic location; and (2) the federal requirements for reporting outages at U.S. refineries. Includes recommendations. Charts and tables.

To evaluate these objectives, GAO obtained and analyzed Energy Information Administration (EIA) and commercial data, and obtained and analyzed federal legislation and policies, and interviewed federal agency, academic, and industry trade group officials. GAO is recommending that the Secretary of Energy direct the Administrator of EIA to (1) reevaluate its monthly refinery production survey and other data to determine whether those data allow EIA to adequately conduct future analyses of outage effects on petroleum product prices, and (2)

Book excerpt: In 2008, with the exception of the period following Hurricanes Katrina and Rita, refinery outages in the U.S. did not show discernible trends in reduced production capacity, frequency, and location from 2002 through 2007. Some outages are planned to perform routine maintenance or upgrades, while unplanned outages occur as a result of equipment failure or other unforeseen problems. This report: (1) evaluates the effect of refinery outages on wholesale gasoline prices; and (2) identifies gaps in federal data needed for this and similar analyses. Rusco selected refinery outages from 2002 through Sept. 2008 that were at least among the largest 60% in terms of lost production capacity in their market region and lasted at least 3 days. Illus.

EIA officials provided verbal comments suggesting GAO distinguish between the types of outages and data collected, among other things, which we addressed as appropriate.

GAO developed an econometric model and tested a variety of assumptions using public and private data. We recommend that the Administrator of the Energy Information Administration (EIA) convene a panel of agency officials, industry representatives, and experts to determine if existing data meet the current and future needs of the Congress and analysts who use such data.
