Available in PDF, EPUB and Kindle. Book excerpt: The analysis in this report confirms the findings of previous studies that trade liberalization improves aggregate welfare and is in the long run associated with higher employment and wages. The analysis addresses a major gap in the literature, which has heretofore provided limited evidence about the trade-related adjustment costs faced by workers in developing countries and how they are affected by mobility costs. Labor market frictions reduce the potential gains from trade reform. For a tariff reduction in a given sector, the resulting change in relative prices raises real wages in some sectors and reduces them in the liberalized sector. The emerging wage gaps lead to labor reallocation. But workers typically incur costs to change jobs; the higher the mobility costs, the slower the transition to the new labor market steady state. Workers’ sticky feet result in foregone welfare gains from trade. This report presents an estimation strategy for capturing mobility costs when only net flows of workers between industries are observed, generating cross-country estimates for 47 developed and developing countries. The basic analytical approach is then refined to take advantage of micro-level data on worker transitions and wages when gross flows can be observed to derive mobility cost estimates that account for sector and formality status. These cost estimates are used to model the dynamic paths of labor reallocation between sectors and in and out of the labor force, the associated wage paths, and the resulting labor adjustment costs. The main findings of the report are that: labor mobility costs in developing countries are high; foregone trade gains due to frictions in labor mobility can also be substantial; workers bear the brunt of adjustment costs; mobility costs and labor market adjustments to trade-related shocks vary by industry, firm type, and worker type; entry costs are significantly higher for formal than for informal employment; trade reforms increase economy-wide wages and employment; and workers displaced by plant closings are likely to face relatively long adjustment periods. The findings provide insights that could be helpful to policymakers hoping to mitigate negative short-term consequences of trade liberalization and facilitate labor adjustment.
Book Synopsis Competitiveness by : Inter-American Development Bank
Download or read book Competitiveness written by Inter-American Development Bank and published by IDB. This book was released on 2001 with total page 277 pages. Available in PDF, EPUB and Kindle. Book excerpt: Competing in the world economy does not automatically boost a nation's productivity and restructure its economy. Such progress requires mobilizing capital, employment, technology and knowledge. Opportunities beyond the business realm must be fully exploited to the benefit of society as a whole. These essential strategies for competitiveness underlie The Business of Growth, this year's edition of Economic and Social Progress in Latin America. The report offers the most complete comparison to date of indicators of competitiveness for some 20 counties in the region, including: *Constraints to business development*Macroeconomic conditions*Availability of and access to financing*Foreign direct investment*Human resources and training*Port, electricity and telecommunications infrastructure*Innovation and informatics*Industrial promotion The report provides clear policy guidelines and priorities for both government and the private sector to foster competitiveness. It identifies each country's strengths and weaknesses and proposes strategies to increase productivity and improve access by businesses to productive resources.

Book Synopsis Evaluating the Impact of Development Projects on Poverty by : Judy L. Baker
Download or read book Evaluating the Impact of Development Projects on Poverty written by Judy L. Baker and published by World Bank Publications. This book was released on 2000 with total page 185 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. There is broad evidence on the benefits of economic growth, investments in human capital, and the provision of safety nets for the poor. But for a specific program or project in a given country, is the intervention producing the intended benefits and what was the overall impact on the population? Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of 'good practice' evaluations of poverty projects which have been reviewed for this handbook.

Available in PDF, EPUB and Kindle. Book excerpt: Despite its importance, labor is one of the least addressed issues in privatization. The lack of information on the employment impact of privatization has exacerbated the fears and concerns of governments and workers alike. This paper examines the effects of privatization on labor and analyzes the mechanisms that governments can use to minimize the political and social costs of labor restructuring in privatization, by drawing on the experience of mixed economies.
Book Synopsis From Right to Reality by : Helena Ribe
Download or read book From Right to Reality written by Helena Ribe and published by World Bank Publications. This book was released on 2012-03-13 with total page 455 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study highlights the interaction between social protection (SP) programs and labor markets in the Latin America region. It presents new evidence on the limited coverage of existing programs and emphasizes the challenges caused by high informality for achieving universal social protection for old age income, health, unemployment risks and anti-poverty safety nets. It identifies interaction effects between SP programs and the behavioral responses of workers, firms and social protection providers, which can further undermine efforts to expand coverage, summarizing evidence from recent work across the region. The book argues for a re-design of financing to eliminate cross subsidies between members of contributory programs and subsidies that effectively tax income from formal employment. It advocates well-targeted, tax-funded, tapered subsidies to provide incentives to the savings efforts of low-income workers, coupled with an effective safety net for the extreme poor who have no capacity to contribute to financing their own social protection arrangements. It also argues for the consolidation of programs and harmonization of benefits packages across different insurers. The book develops an overall conceptual framework and presents in-depth analysis of the main SP sectors of pensions, health, unemployment insurance and labor market programs, and safety net transfers.

Book Synopsis Labor Issues in Infrastructure Reform by : Public-Private Infrastructure Advisory Facility
Download or read book Labor Issues in Infrastructure Reform written by Public-Private Infrastructure Advisory Facility and published by World Bank Publications. This book was released on 2004 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fears of job loss and changes in employment status have often led workers and unions to oppose privatization and to take actions that delay or block reforms. Many developing country governments have been reluctant to undertake reforms because of labor opposition and the political costs involved. Such difficulties are often compounded by concerns about the social impact of reforms, particularly in countries where social safety nets and labor markets are lacking. The objective of the Toolkit, which includes a CD-ROM, is to provide practical tools and information to help policy makers and practitioners deal with these sensitive issues. The Toolkit helps governments identify and select appropriate strategies and approaches, offers guidelines for design and implementation based on best practice and actual experience, and indicates the factors influencing the choice of strategy and options. The Toolkit is illustrated with examples, checklists, and templates that walk decision makers through best practice methodologies.

Download or read book Evaluating Training Programs for Small and Medium Enterprises written by Hong Tan and published by World Bank Publications. This book was released on 2005 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: "While there have been numerous impact evaluations of unemployed individuals participating in retraining programs or in programs to foster self-employment, impact evaluations of enterprises benefiting from training programs for small and medium enterprises (SMEs) are rare. The authors reevaluate the impact of the largest SME program in Mexico, the Comprehensive Quality and Modernization Program (CIMO). They show that compared to the control group, CIMO firms increased investments in worker training, had higher rates of capacity utilization, and were more likely to adopt quality practices. The evidence also suggests that these improved intermediate outcomes were associated with increased productivity growth among CIMO participants, impacts that were especially strong throughout the 1991-93 period. However, the productivity impacts of CIMO are not apparent in the 1993-95 period. "--World Bank web site.
