Book excerpt: Maintaining the Fleet Readiness Plan (FRP) construct of six aircraft carriers available within 30 days, plus two additional carriers available within 90 days is a difficult task. Maintenance requirements on carriers alone make satisfying the FRP a challenging scheduling problem. We develop a carrier maintenance scheduling model with a goal to meet, as best as possible, the FRP requirements over a ten-year period, while obeying simple maintenance facility constraints. This model allows us to anticipate gaps in coverage and also quantitatively assess the benefit, or burden, of resizing the fleet. We conclude that by increasing the average cycle time for a Carrier Strike Group (CSG) to 27 months we can meet the FRP requirements continuously after an initial maintenance adjustment period of 62 months.

Book excerpt: To achieve a more responsive and more readily deployable fleet of surface combatants, the Navy adopted the Fleet Response Plan (FRP) in 2003 to replace its traditional ship maintenance and readiness cycle. The goal of the FRP is to have non-deployed ships achieve a high level of readiness earlier and to maintain high readiness longer so that they can deploy on short notice. However, a challenge of implementing the FRP is establishing the processes and procedures, as well as a ready industrial base, to facilitate maintenance planning and execution to meet the now unpredictable FRP surge requirements and maintenance demands. By concentrating specifically on the DDG-51 class of destroyers, the authors of this report look at the effects the FRP has had thus far and determine whether maintenance resources are meeting maintenance demands and whether related industry resources have been coordinated effectively. Overall, the authors determine that the initiative appears to have promising effects but that more time will be needed to assess maintenance supply and demand apart from the increase of funding tied to military operations post-September 11, 2001.

Considering the cost of carrier operations and the desire to maximize coverage of the AORs, planning deployments for the carriers not only significantly affects the achievement of U.S. defense strategy, but also impacts the Navy financially. Previous studies have maximized the deployment of aircraft carriers to the AORs while strictly adhering to the fixed, long-range maintenance schedules published by the Planning and Engineering for Repairs and Alterations Activity for Aircraft Carriers (PERA CV). This thesis optimizes aircraft carrier deployment planning while shifting the pre-scheduled maintenance availabilities well within limits allowed by the Chief of Naval Operations (CNO). This synchronous planning of deployments and major maintenance yields at least 15% more planned coverage in the AORs with the existing carrier fleet Such an increase had heretofore been thought to require three additional aircraft carriers.

This capability is developed through the Fleet Readiness Training Plan (FRTP) where the Navy's carriers are scheduled in staggered 32-month cycles consisting of four phases of progressive readiness levels. Required operating target funds, or OPTAR, are budgeted to each carrier by Commander Naval Air Forces to achieve and maintain that readiness. Future OPTAR budgets, however, will be constrained by a 20-percent reduction in fiscal years 2009 through 2013. To compensate, funding priority is given to carriers in higher readiness phases at the expense of carriers conducting baseline training and maintenance, adversely impacting the fleet s ability to exercise the Fleet's Response Plan as originally intended. This thesis optimizes scheduling synchronously across all carriers to meet established FRTP readiness goals. Then, using a cost model based on recent historical spending and employment data, this thesis generates an estimate of required funding to operate all carriers. Ultimately, this thesis provides a link between operational requirements and OPTAR budget requirements.

Of these, two or three will be continuously deployed and on-station at any one time in its major overseas operational areas of the Mediterranean, the Indian Ocean and Persian Gulf region, and the Western Pacific, in support of combatant commanders. In addition, the Navy intends to surge carriers (including those already deployed) so that a total of six carriers can be provided to combatant commanders within 30 days and another carrier within 90 days. The ability of the Navy to meet all these requirements is constrained both by the six-month limit on deployment length and by the intensive training and maintenance demands of aircraft carriers. The Navy has considered the six-month limit on deployments and the predictability of Carrier Strike Groups (CSGs) rotation key to maintaining forward presence while meeting personnel recruiting and retention goals. In addition, maintenance is constantly being performed on aircraft carriers, with nearly a third of a carrier's lifetime being spent either preparing for or actually in depot-level repair availabilities, in which it is not deployable.

The current and expected use of aircraft carriers led the United States Navy in fall 2004 to commission RAND to explore new and nontraditional ways that the United States might be able to employ aircraft carriers in pursuit of traditional and emerging military and homeland defense missions. Over six months, RAND created and convened two Concept Options Groups (COGs)-small groups of experienced military and civilian experts, defense analysts, and potential users who work together to identify promising ways to employ military might in nontraditional ways-to explore possible nontraditional roles for aircraft carriers. One COG explored and identified new ways that aircraft carriers could be used in combat operations; the second COG examined ways that the vessels could be used in noncombat, homeland security missions or to help the nation recover from terrorist attacks or natural disasters in U.S. territories. Among the combat recommendations to come from the COG insights are that abilities need to be enhanced to reconfigure carrier air wings; among noncombat recommendations are that the availability of nonready carriers to respond to unforeseen crises needs to be improved. This monograph summarizes the activities, findings, and recommendations of both carrier COGs. It should be of special interest to the Navy and to uniformed and civilian decisionmakers with responsibilities related to naval and carrier operations, maritime domain awareness, or homeland security.

This class of carriers will use the same basic hull form as the current Nimitz class but will include a substantial redesign of the interior of the ship for improved weapons handling and stores management functions. It will also incorporate several new technologies including a new propulsion system and new aircraft launch and recovery systems. These improvements not only will increase the operational capability of the ship but also are anticipated to lower the ship's manpower requirements and maintenance costs. Under current force modernization plans, new ships of the CVN 21 class will be introduced every four or five years as the ships of the Nimitz class reach the end of their planned 50-year operational life. Under this strategy, Nimitz class carriers will be operating for over 50 more years and it will take decades to transform the aircraft carrier fleet to ships of the new class.On the basis of some preliminary calculations that appeared promising, RAND proposed to the Program Executive Office (PEO) for Aircraft Carriers an examination of a way to accelerate the transformation of the carrier force: replacing Nimitz-class carriers as they reach mid-life instead of refueling them. In this report we identify specific fleet management options for building new instead of refueling, and we evaluate their advantages and disadvantages. This report should be of interest to Navy and Office of Secretary of Defense planners examining fleet modernization options, especially those organizations addressing the costs of alternative force structure options.

Book excerpt: Faced with an aging Navy air force, the EA-6B, a piece of the aging aircraft inventory puzzle, is included in a mandated program called Integrated Maintenance Concept (IMC.) IMC incorporates a maintenance process called Reliability Centered Maintenance (RCM) to establish and adjust preventative maintenance requirements. The premise of the program is to justify each preventative maintenance action to maintain obsolescent airframes while reducing aircraft out-of-service-time and operating support costs. The implementation of a preventative maintenance program validated by RCM coupled with the fixed period end date (PED) will, in theory, reduce total ownership costs (TOC) to include reduced depot level turn around and scheduled maintenance time. The objective of this thesis is to ascertain how the move from SDLM to IMC is impacting the community from all perspectives and their views on readiness and supportability. To gather data, the researcher conducted on site interviews with key players at all levels of maintenance support. IMC, with the incorporation of RCM justified preventative maintenance actions can positively impact the life of the aircraft. However, to make it possible, the depot field site has to be fully supported and the organizational and intermediate levels manned at appropriate levels and training in structures repair, priority.
