Book excerpt: Using the 2012 PIAAC data, our analysis confirms that there are significantly higher earnings and employment returns to both increasing levels of formally recognised education, and to increasing levels of numeracy, literacy and Information and communication technologies (ICT) skills proficiencies controlling for the level of education. Unsurprisingly, the labour market returns to changes in formally recognised levels of education in general exceed the labour market returns associated with increasing levels of skills proficiency. In the case of literacy and numeracy proficiencies, improved literacy and numeracy skills narrow the labour market outcomes gap between individuals with different levels of formally recognised education, but do not close it completely. The analysis demonstrates more substantial returns to ICT skills. Furthermore, possession of higher levels of ICT skills and lower levels of formally recognised qualification are often associated with higher returns compared to individuals with higher levels of formally recognised education but lower ICT proficiency levels. In other words, ICT skills proficiencies often entirely compensate for lower formally recognised qualifications in the labour market.

Productivity and the Pandemic features 21 chapters authored by 46 experts, examining different aspects of how the pandemic is likely to impact on the economy, society and governance in the medium- and long-term. Drawing on a range of empirical evidence, analytical arguments and new conceptual insights, the book challenges our thinking on many dimensions. With a keen focus on place, firms, production factors and institutions, the chapters highlight how the pre-existing challenges to productivity have been variously exacerbated and mitigated by the pandemic and points out ways forward for appropriate policy thinking in response to the crisis.

This book was released on 2009 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK government's strategy to improve adult literacy and numeracy in England, Skills for Life, has raised the profile of adult numeracy as never before and makes a strong connection between learning, qualifications and employability, but there is as yet no evidence of the outcome of numeracy tuition for adults in terms of employability. This project is an attempt to shed light on this important issue, from the perspective of former numeracy learners. The study investigated the employment outcomes of adults who had attended and subsequently left Skills for life numeracy tuition, in order to gather evidence of the effect of numeracy tuition on their employment outcomes and employability. Respondents felt that, through attendance at adult numeracy classes, they had improved significantly in terms of: self-esteem; perceived improvement in basic skills; and attitude towards education and training. There is a need for further research in this area. Table of contents: * Introduction * Employability in public policy * What the research literature tells us (Employment rates and effects on earnings, economic wellbeing and social inclusion. Differential effects of levels of literacy and numeracy on employability in men and women. The need for numeracy in the workplace. Returns to society and employers. Individuals' perceptions of their numeracy and their actual levels. Learners' motivation and perceptions) * Research design and methods * Results (The learners. Learners' motivations for going on a Skills for Life numeracy course. Numeracy, confidence and employability) * Appendix 1: Learner profile * Appendix 2: Learner interview schedule * Appendix 3: The sample.

Available in PDF, EPUB and Kindle. Book excerpt: "This paper utilises data from a 2006 survey on the literacy and numeracy skills of the Australian adult population. Analysis reveals that literacy and numeracy skills for nearly half of the population were assessed at either levels 1 (the lowest level) or 2, both of which are below the minimum level deemed necessary to participate in a knowledge-based economy (level 3), [and they] vary according to a number of factors, and were generally highest for people who had either undertaken higher levels of education, were born in an English speaking country or were of prime working age (20-44 years old). Models were used to estimate the effect of improved literacy and numeracy skills on the probability of labour force participation and on wages. Results confirm previous research in the human capital literature -- that improving literacy and numeracy skills has a positive, statistically significant effect on labour market outcomes."--Key points, p. viii.
