Book excerpt: However, policy-makers must also address changes in the nature of the employment contract and the basis of economic security, both of which have been fundamentally altered by the interdependent forces of technological and organizational change. [...] This pattern provides a very good description of what can be observed in the case of ICT from the development of the transistor in 1948, through the appearance of the micro-chip and personal computers in the mid-70s, to the global networking we see today. [...] This can involve a number of elements including: • the basis of competitive strategy (i.e., the role of innovation, costs, people, etc.); • the structural characteristics of the organization including hierarchy, functional lines, and organizational boundaries; • the work process including the use of different production inputs, the flow of work, job design, work allocation, and the use of supplier. [...] They report on the percentage of the sample that implemented different organizational changes over the 1993-96 period.5 The table shows the diversity of the innovations -- some are internally oriented, while others are more focused on altering the boundaries of the firm and its relationship to outside agents; some are aimed at reorganizing -7- structure, others are directed at reorganizing the wor. [...] For the purposes of understanding the employment and work implications of ICT, there are three points to be made about the interrelationship between ICT innovation and organizational change: • The adoption of flexible organizational strategies and practices may be the key to unlocking the "productivity paradox" and eventually generating the income and employment promises of information technology.

Or is ICT the key to job creation, skilled work, and rising incomes as most national governments and much of the economics profession contends? These technology debates, reflecting philosophical, ideological, and class positions, have persisted through. [...] However, while the research community has not come up with all of the answers, there is a growing body of analysis that is trying to come to grips empirically with the diffusion of ICT and 2 its various employment effects. [...] In fact, as we will argue in section 3, it is these joint forces of technological and organizational change, and not the technologies by themselves, that are driving the significant changes in employment and the nature of the work. [...] However, the compositional effect seems clearer with most of the analysis pointing to the conclusion that the diffusion of ICT is shifting labour demand to more skilled workers. The compendium has been designed as a profile of the information society, focusing on current trends, as well as an historical overview of the growth and development of the Canadian ICT sector industries. The publication contains two main parts. The first provides a statistical overview of the ICT sector on the basis of key economic variables, including production, employment, international trade, revenue and R & D expenditure. A summary of international ICT sector comparisons for selected variables, using recent data published by the Organization of Economic Cooperation and Development (OECD) is also included here. The ever widening use of, and access to ICTs in the home, at work, in schools and by governments in examined in the second part. Many different data sources have been used throughout the project, and while all eggorts have been made to maximize the amount of data available, It has not been possible in all instances to consistently report for all ICT industries and all relevant vatiables. The conversion to the new North American industrial Classification System (NAICS) has largely contributed to these difficulties, and it is expected that a greater range of data will be available once all of the survey programs begin reporting on the basis of this new industry classification.

Direct expenditures within the ICT sector generate both indirect and induced benefits. Employment levels, competitiveness, and overall strength of the economy can be improved through increased investment in the ICT sector. This report attempts to assess the economic impact of the Canadian ICT sector using the Statistics Canada Symmetric Input-Output tables. Given the lack of provincial data available, an evaluation of the economic impact of the New Brunswick ICT sector is carried out using the Statistics Canada Interprovincial Input-Output Simulations Model. This report concludes that the economic impact of both the Canadian and New Brunswick ICT sectors are significant. Thus further strategic investment in this sector would benefit both the New Brunswick and the national economy.
