To this end, entrepreneurship concerns ideas as to what is viable which is not fixed but heuristic and cannot be equated to fixed protocols like vocational trade and skills acquisition as well as all other activities associated with raising business plans all of which satisfy modalities to be addressed as small business management even as they are prominent in job creation. Small business owners are sole proprietors; while entrepreneurs are idea generators carrying out new combinations to effectuate innovation in the marketplace. They are not necessarily inventors, they are also not necessarily sole proprietors yet they can be both.If someone, for example, suggests to the government the need to recreate work schedules within the public sector to two shifts of say 8am to 12pm and 12pm to 4pm with a view to not only create more jobs but also improve on service delivery an entrepreneurial action has been performed with this idea generation and one for which the precursor of the idea is entitled to a reward should the idea be eventually adopted by the government or some other institution. Within Entrepreneurship Development in Nigeria: Policy Issues however, entrepreneurship development is weighed within two areas of government contribution, namely i. introduction of employment generation and poverty alleviation programmes (EGPAPs) and (ii) introduction of entrepreneurship education (EEd) at tertiary education level; aside other associated and relevant topics. Essentially, Chapters 1 and 2 explores the scope of entrepreneurship development and overview of salient aspects of entrepreneurship.Chapter 3 and 4 considers the nature of entrepreneurship development in Nigeria and no less the character and nature of public universities as institutions central to virtually all economic and social activities in the country.Chapter 5 and 6 explores the impact of the factory model of education philosophy on the social psychology of Nigerians winding up with elements of small business practice in chapter 6.

Nigeria's entrepreneurs have experienced difficulties in doing business due to: Managerial challenges, technological problems, lack of credit facilities, lack of basic amenities or infrastructural facilities, lack of power supply; inconsistencies in government policies, political instability (Boko Haram Insurgence), lack of patronizing made in Nigeria products among others. To address entrepreneurship development problems, the government has introduced programs such as; World Bank SMEs 1 and 2 Loan Scheme, National Economic Reconstruction Fund (NERFUND), Peoples and Community Bank, Nigerian Bank of Commerce and Industry(NBCI), Export Processing Zone (EPZ), National Poverty Eradication, Advisory Agencies, few to mention. Findings reveal that these policy measures have played an insignificant role in entrepreneurship development instead they work only on white papers and used by some corrupt government officials to embezzle national treasury. Nigeria being gifted with large reserves of natural resources is expected to build a thriving and vibrant economy, to reduce poverty level, and provide health, education and infrastructure services to meet with the demands of the teeming population and other African countries and the entire world at large. Based on findings, the study recommends that government should borrow a leaf from Giant Asian countries to implement death sentence on corruption practices to serve as a deterrent for individuals to learn their lessons. Again, the government should introduce monitoring unit to oversee activities of entrepreneurship projects development funds and disbursement processes; government should partner with other world agencies to encourage regular, seminars; research and development to boost entrepreneurial capacity and productivity.

Book excerpt: This paper investigates the relationship between entrepreneurship development and poverty reduction in rural communities in Edo State Nigeria. Taro Yamani"s statistical technique was used to calculate the sample size of the population. Stratified random sampling was used to distribute the survey questionnaires, out of the 215 questions distributed to the respondents, only 211 were completed and returned back for data analysis. SPSS version 20 software were employed using Analysis of Variance (ANOVA) to analyze the data and compare the different population of mean existing within the groups and between the groups at a five-point-Likert scale of strongly agreed, agree, undecided, disagree and strongly disagree. The result of the analysis revealed that F- calculated (1270.644) is greater than F- tabulated (2.53) thereby rejecting the null hypothesis and accepts the alternative hypothesis that there is a significant relationship between entrepreneurship development initiative and poverty reduction in the rural areas in Edo State, Nigeria. The result of the study also showed that entrepreneurship initiative has translated positively towards poverty reduction in rural communities through jobs creation, development of rural areas, the establishment of small and medium-sized enterprises, youth empowerment through a soft loan provided by the federal government of President Good Luck Jonathan"s You-Win Program among others. The following recommendations were made; the government of Nigeria should strengthen macroeconomic policies such as judiciary to prosecute corrupt government officials that loot government treasury. Secondly, the government abandoned project should be recycled and resuscitated to avoid a huge waste of resources and time wasted. Thirdly, there should be a need for both government and private sector partners through Private-Partnership Project (PPP) to complete most abandoned government projects such as skills and acquisition centres. This will help to achieve greater sustainability and economic growth in the country.

It also seeks to generate informed policy suggestions for the alleviation of poverty in Nigeria. The investigation was based on library research. This consisted of a review of the theoretical background and some related literature/works carried out in the area of study. Data were sourced from secondary and primary sources through the administration of questionnaire to the poverty alleviation stakeholders, junior and senior staff of related ministries, and employees of core poverty alleviation agencies/parastatals, state Government Committees of poverty alleviation, local government poverty alleviation committee and representatives from all the wards in the area of study. Available information reveals that despite the government initiatives towards poverty alleviation, the incidence of poverty is still on the increase. Further Evidence reveals that the high incidence of poverty has translated to underdevelopment. The poverty alleviation programmes are less effective as their performance is abysmally at a low ebb. Reasonable confusion, conflict of goals and duplication of functions are fashionable in poverty alleviation agencies and programme. On the strength of the above some recommendations are proferred so as to reverse the trend of poverty in the land. Other vital areas for further research are suggested.

It sets out to examine the processes by which policies for poverty reduction are made and implemented, and assesses to what extent policies provide for positive change in the lives of poor people. The project advocates a policy process that is radically different from the traditional linear model; one that departs from structural adjustment exigencies of external conditionality to one in which actors, knowledge and policy spaces interact in policy making. Strategies are generated and owned locally and the poor are understood as active participants in their own development. The book argues that if political systems and the policy processes through which they are enacted are to be democratised, then so should the knowledge base that feeds those policy processes. This means working by a deliberative process not only to produce knowledge, but also to incorporate knowledge of different kinds; differentiating between respective roles and powers of discourse, and reconstituting the prevailing cultures of legitimacy and representation. Although based on evidence from Uganda and Nigeria, the book is conceived to have application to the struggle against poverty more widely.
