By comparing four regions of Mexico-north, center, south, and Mexico City-regional wage and productivity gaps are found to have increased over time.

Second, it argues that adoption of new technologies happens under the right circumstances, and further reviews which are the firms, and circumstances surrounding the choice of technology. The analysis is based on data from the National Survey of Employment, Wages, Technology and Training (ENESTYC), and the National Industrial Survey (EIA) for 1992, 1995, and 1999. Results largely suggest that performance (including statistics, and measures on job creation, and/or job dislocation), is superior with technology adoption, though it does not imply performance increases in all firms. Rather, the effects of technology vary depending on location, and size of enterprise. Nonetheless, investments in human capital - training in conjunction with technology adoption - increases productivity benefits. In addition, the likelihood for new technologies, also varies markedly by time period, and, the complexity of the technology correlates both with the size, and skill levels of a firm's work force. Policy recommendations include widespread technology know-how, facilitating inter-firm linkages, supported by both government financing to encourage a competitive business environment, and by a continued increase in research and development funding, public as well as private funding.

Book excerpt: The authors follow the Hellerstein, Neumark, and Troske (1999) framework to estimate marginal productivity differentials and compare them with estimated relative wages. The analysis provides evidence on productivity and nonproductivity-based determinations of wages. Special emphasis is given to the effects of human capital variables, such as education, experience, and training on wages and productivity differentials. Higher education yields higher productivity. However, highly educated workers earn less than their productivity differentials would predict. On average, highly educated workers are unable to fully appropriate their productivity gains of education through wages. On the other hand, workers with more experience are more productive in the same proportion that they earn more in medium and large firms, meaning they are fully compensated for their higher productivity. Finally, workers in micro and small firms are paid more than what their productivity would merit. Training benefits firms and employees since it significantly increases workers' productivity and their earnings.

Book excerpt: Foreign direct investment (FDI) into Mexico has increased dramatically since the inception of the North American Free Trade Agreement (NAFTA), raising questions about its effect on the Mexican economy. This paper studies the impact of FDI on industry productivity and wages over the first 10 years of NAFTA, paying particular attention to the source country and destination industry of investments. It also offers a detailed description of the evolution of FDI, its components, sectoral composition and sources from 1994-2005. There is evidence of a positive effect of FDI on productivity, particularly total factor productivity (TFP). The effect on wages is negative or zero at best, suggesting a divergence from productivity over this time period. The positive productivity effect stems largely from US FDI into non-maquiladora industries, which receive over two-thirds of manufacturing FDI. There is no evidence that more distant source countries have a differential effect. Consistent with theoretical expectations, FDI into maquiladoras benefits unskilled workers at the expense of skilled workers.

Book excerpt: This study provides an analysis of the effects of Mexico's industrial development policies on the structure and productivity of its manufacturing base between 1975 and 1985. Because virtually every aspect of the economy was controlled by the government during those years, its trade and development policies have been credited with creating both the greatest industrial expansion and the worst economic crisis in its history. The methodology employed to assess the structural changes in manufacturing is based on the transcendental logarithmic production function which explicitly measures the marginal productivities and elasticities of output with respect to labor, capital and material inputs. In addition, this methodology provides an empirical measure of total factor productivity (TFP), or increase in output not accounted for by increases in factor inputs. The results indicate that TFP contributed negatively to the production process, declining 1.02 percent while growth in output was in excess of 31 percent. The marginal productivity and contribution of capital declined 6.15 percent and 12.12 percent, respectively, more the result of a decline in capital return than from reduced investment. The contribution of labor declined 2.57 percent owing to a 29.75 percent reduction in real wages, as employment grew 55.96 percent. Increases in the prices of material inputs caused its share in the value of output to increase 5.56 percent while the marginal productivity grew a modest 0.12 percent. Trade orientation had no detectable effect on TFP due to relatively insignificant changes in trade performance. Exports grew in real terms but remained a small part of total output (5.3 percent in 1985). Import substitution grew 22.0 percent but imports accounted for only 7.8 percent of domestic use in 1985. Government trade and development programs were primarily responsible for the over-all decline in productivity but not for the variations in TFP among the sectors. Efforts to promote productivity though control of technology transfer, investment, ownership, and financial incentives proved ineffective against extensive protectionist measures and currency controls. These actions provided an anti-export bias and a disincentive to investment in technology.

Book excerpt: Part of the rationale for the North American Free Trade Agreement (NAFTA) was that it would increase trade and foreign direct investment (FDI) flows, creating jobs and reducing migration to the United States. Since poor data on illegal flows to the United States make direct measurement difficult, Aroca and Maloney instead evaluate the mechanism behind these predictions using data on migration within Mexico where the census data permit careful analysis. They offer the first specifications for migration within Mexico, incorporating measures of cost of living, amenities, and networks. Contrary to much of the literature, labor market variables enter very significantly and as predicted once the authors control for possible credit constraint effects. Greater exposure to FDI and trade deters out-migration with the effects working partly through the labor market. Finally, the authors generate some tentative inferences about the impact on increased FDI on Mexico-U.S. migration. On average, a doubling of FDI inflows leads to a 1.5-2 percent fall in migration.
