Available in PDF, EPUB and Kindle. Book excerpt: The post-World War II occupations of Germany and Japan set standards for postconflict nation-building that have not since been matched. Only in recent years has the United States has felt the need to participate in similar transformations, but it is now facing one of the most challenging prospects since the 1940s: Iraq. The authors review seven case studies--Germany, Japan, Somalia, Haiti, Bosnia, Kosovo, and Afghanistan--and seek lessons about what worked well and what did not. Then, they examine the Iraq situation in light of these lessons. Success in Iraq will require an extensive commitment of financial, military, and political resources for a long time. The United States cannot afford to contemplate early exit strategies and cannot afford to leave the job half completed.

Available in PDF, EPUB and Kindle. Book excerpt: Beginning in 2003, diverse and significant actors, both domestic and international, engaged in reconstruction activities in Iraq. The total budget committed to Iraq’s reconstruction was unprecedented among postconflict operations mobilized by the international community. Despite the vast sums of money spent, and the implementation of its many projects and programs, the donors and the Iraqi people view the reconstruction efforts in Iraq in a negative light. The Reconstruction of Iraq after 2003: Learning from Its Successes and Failures focuses on the period between 2003 and 2014—that is, after the United States†“led invasion and overthrow of the Saddam Hussein regime, and before the sudden rise of the Islamic State of Iraq and the Levant (ISIL), also known as Daesh. This book assesses several dimensions of Iraq’s reconstruction. First, it considers the response of key international actors, such as the United Nations, the World Bank, the United States, and other bilateral donors—specifically, the European Union, Japan, and the United Kingdom—as well as nongovernmental organizations. Second, it analyzes the process and results of the reconstruction of key sectors (electricity, oil, education, and health), and the interventions geared to institution building and governance reform. Pursuing effective reconstruction within the context of conflict and fragility is a formidable challenge because of the uncertain, fluid, and complex environment. Based on the experience in Iraq, how can the international community support the effectiveness and durability of reconstruction? This book identifies lessons in seven areas and offers four recommendations for international and domestic actors and citizens engaged in reconstruction activities. The Reconstruction of Iraq after 2003 is important reading for development practitioners and policy makers who are or will be engaged in reconstruction efforts in fragile and conflict-affected environments.

Book excerpt: This monograph considers both the future of Iraq and the differences and similarities between events in Iraq and the Arab Spring states. The author analyzes the nature of Iraqi de-Ba'athification and carefully evaluates the rationales and results of actions taken by both Americans and Iraqis involved in the process. While there are many differences between the formation of Iraq's post-Saddam Hussein government and the current efforts of some Arab Spring governing bodies to restructure their political institutions, it is possible to identify parallels between Iraq and Arab Spring countries. As in Iraq, new Arab Spring governments will have to apportion power, build or reform key institutions, establish political legitimacy for those institutions, and accommodate the enhanced expectations of their publics in a post-revolutionary environment.

Available in PDF, EPUB and Kindle. Book excerpt: The attempt in 2004 to draft an interim constitution in Iraq and the effort to enact a permanent one in 2005 were unintended outcomes of the American occupation, which first sought to impose a constitution by its agents. This two-stage constitution-making paradigm, implemented in a wholly unplanned move by the Iraqis and their American sponsors, formed a kind of compromise between the populist-democratic project of Shi'ite clerics and America's external interference. As long as it was used in a coherent and legitimate way, the method held promise. Unfortunately, the logic of external imposition and political exclusion compromised the negotiations. Andrew Arato is the first person to record this historic process and analyze its special problems. He compares the drafting of the Iraqi constitution to similar, externally imposed constitutional revolutions by the United States, especially in Japan and Germany, and identifies the political missteps that contributed to problems of learning and legitimacy. Instead of claiming that the right model of constitution making would have maintained stability in Iraq, Arato focuses on the fragile opportunity for democratization that was strengthened only slightly by the methods used to draft a constitution. Arato contends that this event would have benefited greatly from an overall framework of internationalization, and he argues that a better set of guidelines (rather than the obsolete Hague and Geneva regulations) should be followed in the future. With access to an extensive body of literature, Arato highlights the difficulty of exporting democracy to a country that opposes all such foreign designs and fundamentally disagrees on matters of political identity.

Book excerpt: NEW YORK TIMES BESTSELLER • National Book Award Finalist • This "eyewitness history of the first order ... should be read by anyone who wants to understand how things went so badly wrong in Iraq” (The New York Times Book Review). The Green Zone, Baghdad, Iraq, 2003: in this walled-off compound of swimming pools and luxurious amenities, Paul Bremer and his Coalition Provisional Authority set out to fashion a new, democratic Iraq. Staffed by idealistic aides chosen primarily for their views on issues such as abortion and capital punishment, the CPA spent the crucial first year of occupation pursuing goals that had little to do with the immediate needs of a postwar nation: flat taxes instead of electricity and deregulated health care instead of emergency medical supplies. In this acclaimed firsthand account, the former Baghdad bureau chief of The Washington Post gives us an intimate portrait of life inside this Oz-like bubble, which continued unaffected by the growing mayhem outside. This is a quietly devastating tale of imperial folly, and the definitive history of those early days when things went irrevocably wrong in Iraq.

Winner of the Overseas Press Club’s Cornelius Ryan Award for Best Nonfiction Book on International Affairs Winner of the New York Public Library Helen Bernstein Book Award for Excellence in Journalism The Assassins' Gate: America in Iraq recounts how the United States set about changing the history of the Middle East and became ensnared in a guerrilla war in Iraq. It brings to life the people and ideas that created the Bush administration's war policy and led America to the Assassins' Gate—the main point of entry into the American zone in Baghdad. The Assassins' Gate also describes the place of the war in American life: the ideological battles in Washington that led to chaos in Iraq, the ordeal of a fallen soldier's family, and the political culture of a country too bitterly polarized to realize such a vast and morally complex undertaking. George Packer's best-selling first-person narrative combines the scope of an epic history with the depth and intimacy of a novel, creating a masterful account of America's most controversial foreign venture since Vietnam.

These are real examples of Federal employees who have intentionally or unwittingly violated standards of conduct. Some cases are humorous, some sad, and all are real. Some will anger you as a Federal employee and some will anger you as an American taxpayer. Note the multiple jail and probation sentences, fines, employment terminations and other sanctions that were taken as a result of these ethical failures. Violations of many ethical standards involve criminal statutes. This updated (end of 2009) edition is organized by type of violations, including conflicts of interest, misuse of Government equipment, violations of post-employment restrictions, and travel.

Available in PDF, EPUB and Kindle. Book excerpt: As the U.S. experience in Iraq following the 2003 invasion made abundantly clear, failure to properly plan for risks associated with postconflict stabilization and reconstruction can have a devastating impact on the overall success of a military mission. In Waging War, Planning Peace, Aaron Rapport investigates how U.S. presidents and their senior advisers have managed vital noncombat activities while the nation is in the midst of fighting or preparing to fight major wars. He argues that research from psychology—specifically, construal level theory—can help explain how individuals reason about the costs of postconflict noncombat operations that they perceive as lying in the distant future. In addition to preparations for "Phase IV" in the lead-up to the Iraq War, Rapport looks at the occupation of Germany after World War II, the planned occupation of North Korea in 1950, and noncombat operations in Vietnam in 1964 and 1965. Applying his insights to these cases, he finds that civilian and military planners tend to think about near-term tasks in concrete terms, seriously assessing the feasibility of the means they plan to employ to secure valued ends. For tasks they perceive as further removed in time, they tend to focus more on the desirability of the overarching goals they are pursuing rather than the potential costs, risks, and challenges associated with the means necessary to achieve these goals. Construal level theory, Rapport contends, provides a coherent explanation of how a strategic disconnect can occur. It can also show postwar planners how to avoid such perilous missteps.

Book excerpt: Black & white print. Principles of Management is designed to meet the scope and sequence requirements of the introductory course on management. This is a traditional approach to management using the leading, planning, organizing, and controlling approach. Management is a broad business discipline, and the Principles of Management course covers many management areas such as human resource management and strategic management, as well as behavioral areas such as motivation. No one individual can be an expert in all areas of management, so an additional benefit of this text is that specialists in a variety of areas have authored individual chapters.
