In no comparable period in history have the dimensions of the battlefield been so altered by rapid technological changes. The need for the tactical doctrines of the Army to remain correspondingly abreast of these changes is thus more pressing than ever before. Future conflicts are not likely to develop in the leisurely fashions of the past where tactical doctrines could be refined on the battlefield itself. It is, therefore, imperative that we apprehend future problems with as much accuracy as possible. One means of doing so is to pay particular attention to the business of how the Army's doctrine has developed historically, with a view to improving methods of future development.

Available in PDF, EPUB and Kindle. Book excerpt: The author's interest in Air Force doctrine was first aroused when he was a sergeant serving as an aerial gunnery instructor in early 1943. When the operational research people revealed that what we were teaching was faulty, he came to realize that the Air Force system for developing doctrine was flawed. The problem continued to interest him and later, after he was commissioned and serving on the faculty of the Industrial College of the Armed Forces, he wrote his book Ideas and Weapons using the experience of the air arm to expound the need for a more systematic procedure for developing doctrine. Because the doctrinal materials gathered on World War II were still highly classified, he reverted to World War I to put across his thesis without violating security. The author's real concern was to contribute to the soon to be established US Air Force in the search for a more effective means of formulating doctrine. The essays that follow reflect how his ideas developed over the 30-odd years of my Air Force career. Inevitably there are some overlaps and repetitions given the origin of these essays as articles and lectures spread over many years. The main themes are evident. He repeatedly made the case for the importance of doctrine and the need to perfect the technological advances in equipment. He was concerned to see that doctrine was continually perfected in peacetime and not just in wartime when the pressure of enemy performance provides a powerful incentive to do this. Another theme repeatedly stated was the need for officers suitably educated to see the importance of doctrine and realize that doctrine is literally “everybody's business” and not just the concern of a handful of individuals assigned to the formal task of compiling doctrinal manuals. These people are important, but they cannot perform effectively if officers throughout the service fail to write after-action reports summarizing their valuable experiences, not just in air operations but in all aspects of the air arm activities, procurement, personnel administration, logistics, and legislative liaison. One can easily make the case that improving the ability of the Air Force to cope with Congress is just as important as suggesting the best possible doctrine for aerial combat. One can't just assume that every newly promoted flag officer will instinctively understand the best way of testifying on Capitol Hill. Much of the doctrinal problem within the Air Force stems from the professional education of officers. Unless they are rigorously educated to undertake the objective analysis of recorded historical experience, all the most carefully edited doctrinal manuals will avail little. One of the author's insistent themes is the need to make doctrinal manuals not only more readable but more memorable. To this end several of the following essays are addressed to those who are assigned as doctrinal writers.

Available in PDF, EPUB and Kindle. Book excerpt: Between 1991 and 1993, the Army formulated a fighting doctrine recast to fit the power demands of a new strategic world. This new power-order replaced the Army's earlier "AirLand Battle" doctrine, first issued in 1982. This monograph addresses several questions revolving around the rapid replacement, less than 2 years after its success in the desert war, of a recognized and successful fighting doctrine. Discusses the roots of U.S. Army doctrine and the antecedent developments leading to the Army's recasting of its key battle doctrine. Examines the mechanism of the process of change, the effects of the new doctrine and how it was implemented.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of the Great War, the U.S. Army faced the challenge of integrating what it had learned in the failures and ultimate success of its war effort. During the interwar years the army sought to balance readiness and modernization in a period of limited resources and technological advances with profound implications for the conduct of warfare. In After the Trenches, William O. Odom traces the development of combat doctrine between the world wars through an examination of the army's primary doctrine manuals, the Field Service Regulations. The Field Service Regulations of 1923 successfully assimilated the experiences of the First World War and translated them into viable tactical practice, Odom argues in this unique study. Rapidly developing technologies generated more efficient tools of war and greatly expanded the scale, tempo, and complexity of warfare. Personnel and material shortages led to a decline in the quality of army doctrine evidenced in the 1939 regulations. Examining the development of doctrine and the roles of key personalities such as John Pershing, Hugh Drum, George Lynch, Frank Parker, and Lesley McNair, Odom concludes that the successive revisions of the manual left the army scurrying to modernize its woefully outdated doctrine on the eve of the new war. This impressively researched study of the doctrine of the interwar army fills a significant gap in our understanding of the development of the U.S. Army during the first half of the twentieth century. It will serve scholars and others interested in military history as the standard reference on the subject. Moreover, many of the challenges and conditions that existed seventy years ago resemble those faced bytoday's army. This study of the army's historical responses to a declining military budget and an ever-changing technology will broaden the perspectives of those who must deal with these important contemporary issues.
