Book excerpt: ABSTRACT: Elementary principals in a large urban school system and their teachers were surveyed to determine if there are significant differences between the perceptions of principals and the perceptions of their teachers on the level of perceived leadership support of the principal. In addition, the factors of gender, total years of experience, and educational background of principals were examined for differences and interactions in the teachers' perceptions of leadership support. Principal leadership support addresses how the principal is viewed as a leader who shares leadership responsibilitites, effectively attends to non-instructional details of school operation and provides an effective organizational framework for the school. Participating principals responded to a demographic questionnaire and a survey instrument. Data for the teachers were obtained from archival records. A total of 73 principals and 2,126 teachers completed the survey. The results of the study indicated a statistically significant difference between the perceptions of the principals and the perceptions of their teachers on the level of perceived leadership support of the principal. Principals rated themselves considerably higher than the teachers rated the principals. There were no statistically significant differences or interactions in the perceptions of leadership support of the principal related to the factors of gender, total years of experience, and educational background.

Book excerpt: The purpose of this multi-case study was to examine if there may be a perceived relationship between the size of the school and the leadership behaviors of the four principals. This purpose was achieved through a qualitative inquiry of principal interviews, principal survey, observation of a principals' leadership team meeting, focus group interview with the principals' leadership team, and analysis of the extant texts: principals' time log for one week, organizational chart, and agenda for a leadership team meeting. The data were reduced through two cycles of coding which then further analyzed resulting in the identification of five major themes. Finding one: All four principals appeared to have six common leadership behaviors that did not appear to be different based on the size of the school. Finding two: All four principals appeared to have six leadership behaviors that looked differently based on the size of the school. Finding three: While all four principals demonstrated their understanding of the need for "being visible with students," "being visible with teachers," "knowing your students," and "knowing your staff," they all recognized that these skills would be easier to develop and execute in a small school compared to a large school. Finding four: The additional behaviors that were present in the leadership behavior of "organizing" in the principals of large schools may have supported additional leadership behaviors in "communicating with students," "communicating with staff," and "developing leaders" in the principals of the large schools. Finding five: The two leadership behaviors of "seeking input" and "setting direction/limits" appeared to counter-balance each other depending on the size of the school. Synthesis of the findings suggest that while there are common leadership behaviors among these four principals, there were also differences in their leadership behaviors that indicated that there may have been a perceived relationship between the size of the school and the leadership behaviors of the four principals. The descriptions of the leadership behaviors of the four participants in this study lend credibility to the argument that leadership does not take place in a vacuum. How leadership is implemented is dependent upon many factors, including the size of the environment.

The Texas Legislature passed Senate Bill 1031 (80th Texas Legislature, 2007) and House Bill Three (HB 3, 81st Texas Legislature, 2009) to support elementary schools in strengthening educational structures and strategies for increasing principal engagement. Senate Bill 1031 and House Bill Three combined to form the House Bill Three Transition Plan that served as a new vision for education for Texas children. There is a leading absence of knowledge and emphasis placed on the perceptions within this initiative of the House Bill Three Transition Plan concerning the unrecognized cognizance of the leadership behaviors of elementary school principals from the primary aspect of Texas schoolteachers, principals, and administrators. The results indicated the perceptions of the leadership behaviors of elementary school principals established charisma, fostered student-to-teacher allegiance, promoted teacher-to-principal loyalty, and efficacy in the principals' position.
